State Action for Education Leadership Project The State Action for Education Leadership Project is part of The Wallace Foundation's larger educational leadership initiative designed to prepare, support and sustain a leadership cadre in each state that can transform schools and school systems to produce improved academic performance for low-income youth. Through this project, state government and education leaders compete for grants to support research, analysis and preparation of legislative and administrative actions that will prepare, support and sustain a group of education leaders (principals and superintendents) in each state. Fifteen states have been awarded three-year implementation grants: Connecticut, Delaware, Georgia, Illinois, Indiana, Iowa, Kentucky, Massachusetts, Missouri, Montana, New Jersey, Oregon, Rhode Island, Vermont, and Virginia.

(all revenue sources) assage of legislation designed to keep the Kansas City and St. Louis public schools from going broke if state desegregation funding ends this year was Missouri lawmakers' main accomplishment in education policy in 1998. In other action, the legislators also put in place a system to pay for early-childhood education and enacted provisions to make higher education more affordable. Missouri lawmakers focus on school funding changes in Kansas City and St. Louis. The new desegregation law, described as "miracle" legislation by some, redistributes state aid, allocating an estimated $28 million a year for the Kansas City schools, $45 million for the St. Louis schools, and $37 million for 504 other districts across the state. The law also calls for an increase in local taxes in St. Louis to raise an additional $21 million a year. The funding changes will offset most, but not all, of the state desegregation funding that the Kansas City and St. Louis systems currently receive. The legislation sets a March 15 deadline for settlements releasing the state from further desegregation spending.

The current statutory provisions for home schooling can be summarized as follows: 1. Any parent may educate a child at home. The parent does not have to have a teaching certificate or meet any education requirements. 2. According to section 167.031, RSMo. a parent or guardian of a child, between seven and sixteen years of age, shall cause the child to attend regularly some public, private, parochial, parish, home school or a combination of such schools 3. If a parent decides to home school, he or she shall offer 1,000 hours of instruction during the school year, with at least 600 hours in the basics, which will be in reading, language arts, mathematics, social studies, and science. At least 400 of the 600 hours shall occur in the home location. 4. The school year is defined as beginning July 1 and ending the next June 30. 5. A parent who is home schooling a child must maintain the following records: a. A plan book, diary, daily log, or other written record indicating the subjects taught and the activities engaged in with the student.

Betty Preston, President of the Missouri State Board of Education, testified today before the Senate Health, Education, Labor and Pensions Committee on ways to improve the use of federal education funds. The testimony was delivered on behalf of the National Association of State Boards of Education (NASBE).
As state board president, Preston offered her perspective on the use of federal funds at the state level, particularly the percentage used for administration. "I have viewed with increasing dismay the undeserved criticisms and misperceptions here in Washington about the use of federal funds at the state level. Such a view does a disservice to the important and too often thankless work performed by educators at the state level. State education agencies are not bloated, inefficient bureaucracies as they are sometimes falsely portrayed," Preston said.
"Let me set the record straight. In Missouri, our state education department uses only 1.5% of federal education funds for administration. The rest is passed through to local districts for educational improvement activities. Missouri's experience is the rule, not the exception, in other state education agencies across the country," remarked Preston.
Preston also criticized proposals to shift authority of federal programs from state boards of education to the governors; to reduce or eliminate the state share of funds; and, to block grant funds directly to local districts. Such initiatives, Preston said, "offer a solution to problems that do not exist." In her testimony, Preston said getting federal dollars to the classroom is an appealing concept, but it should not really be our primary objective. Rather, the overriding emphasis must be on improving student performance, systemic reforms, and rigorous accountability.
