  • Charter schools are independent, accountable public schools of choice supported by public dollars. They must be nonsectarian in their programs, admissions policies, employment practices and all other operations. They must comply with all state laws and regulations relating to health, safety and minimum education standards. They must provide for an annual audit, participate in the statewide system of assessments and distribute an annual report card. They must ensure that all state and federal laws with regard to the needs of special education children are met. Other than the above, charter schools are exempt from all laws and rules relating to schools, governing boards and school districts. Charter schools may not charge tuition or impose fees that districts are prohibited from imposing. Charter schools are authorized to accept grants, gifts or donations of any kind.

In dozens of publications, from the Reader's Digest to the Phi Delta Kappan , evidence has been presented again and again that we are facing a "crisis of character." A consensus is emerging that we in public education must do something about it.
  • Needs of students in Missouri reflect the needs nationally. Data gathered in Missouri by the Attitude Research Company showed 94% of Missourians agree that schools should teach fundamental values such as honesty and respecting others.
  • To address these compelling student needs, local communities in the St. Louis area began a character education program in 1988, called PREP Personal Responsibility Education Process. It is now called CHARACTERplus. This program is based on parent and community involvement and has reached thousands of students in over 30 school districts. It has been recognized nationally.
  • Having witnessed the success of CHARACTERplus, Missouri, the "Show Me" state, wishes to assist additional school communities throughout the state in establishing their own character education program modeled after CHARACTERplus.
  • Adapting CHARACTERplus easily requires two elements which are missing from the current program:
    • A documented replication process.

The Missouri State Board of Nursing does not have a formal position on the utilization of complimentary and alternative medicine (CAM) therapies. Pursuant to the statute, 536.010 (4)(b), RSMo, the Missouri State Board of Nursing may issue "an interpretation…with respect to a specific set of facts and intended to apply only to that specific set of facts."
