Academically Deficient Schools
What is the Academically Deficient School Rule? The Outstanding Schools Act of 1993 (OSA) provided the authority for the rule for determining academically deficient schools and general guidelines for its implementation. The intent was to identify and provide support for those schools where student success was not evident. The rule for determining academically deficient schools became effective on September 30, 1999. What does the law (OSA) authorize? academically deficient school So what does the rule do? The rule defines key terms sets the criteria for an academically deficient school and identifies the process to be followed. The key terms are:
  • School a grouping of grade levels designated as a school and assigned a number by DESE. Concerned school any school which meets the criteria developed.

meeting of the State Board of Education BOARD MEMBERS REPORT ON NATIONAL MEETING Board members continued to discuss information they have received from the National Association of State Boards of Education (NASBE) and the challenges associated with linking the ESEA guidelines to Missouri’s guidelines, especially in the area of clarifying terminology. (See “ESEA Discussion Continues…”) K-16 COALITION REPORT IS THE TOPIC OF THE WORK STUDY SESSION The Board received the summary of the “Achievement Gap Elimination” report from the K-16 Coalition, and is scheduled to formally accept the report at the next meeting. The Board was reminded that there are many factors contributing to the achievement gap, and the quality of teachers is an important factor in student achievement. One Board member asked why issues of poverty weren’t discussed and issues of teacher quality were discussed. Russ Thompson responded that the Coalition was looking at issues they could control, and poverty was an issue that could not be controlled. Pat Sharp, Board member from Kennett, stated that it seemed as though teachers were being blamed. Furthermore, she said that, “As a teacher, I wouldn’t mind being tested if nothing more than to eliminate that as a source of concern.”

    ECONOMICS AND PERSONAL FINANCE EDUCATION In the most general sense, education is a formal activity intended to transmit traditions, history, technology and knowledge of a culture from older generations to younger generations. Education (K-12) is also intended to at least partially prepare younger generations to participate in the division of labor that underlies our economy. We employ selected members of older generations (teachers) to spend time with members of younger generations (students) so younger generations can learn to function as successful participants in both present and future cultures. This process of intergenerational cultural and technological transfer is the result of purposeful human relationships occurring between parents, teachers and students. Therefore when it comes to education, the first priority of state government and its political subdivisions is to provide good, knowledgeable teachers to relate to and to instruct students. Even when a society has provided good teachers, its education system can fail the culture it is suppose to support when the education system is providing instruction that is not directed properly to address the needs of society and its culture. All successful participants in our current culture must use money and credit to obtain the goods and services required for living. Therefore a good understanding of money management and the principles of economics are required for successful participation in our culture and economy.

    SB1156 and HB1172
    The NASW Missouri Board of Directors has made the decision to oppose SB1156 and HB1172 that would change the language of licensing statutes (laws) for LPC’s to include “diagnosis.” Our association, along with the Missouri Psychological Association, Missouri State Medical Association, as well as other health care organizations, has attempted over the years to work with the Licensed Professional Counselors (LPC) State Board, faculty of university counseling programs, and organizational leaders to resolve their issue of moving from assessment to diagnosis and treatment. The curricula and licensure process of LPC's were and are not enough justification for the statute changes requested. Therefore, neither NASW-Missouri Chapter nor the other organizations have been able to support any of the legislation introduced by the LPC's. The association is very aware that LPC’s throughout the state are currently diagnosing in their practice. We are also aware that this activity is not in their currently defined scope of practice, therefore making them in violation of their statute.
