This is due in no small part to the certification regulations which went into effect on September 2, 1993 as well as the changes recently adopted by the Regents that go into effect in September 2004. Those are among the conclusions found in a recent Mississippi State study conducted by Peggy A. Swoger and Jack Blendinger that examined the impact of 1997-2000 state legislative policies on schools, teachers and students. Swoger directs the university’s World Class Teaching Program, while Blendinger is a professor of educational leadership. Mississippi, which just announced its 2002 list, ranks among the top 10 states nationally in the number—more than 1,400—of National Board of Professional Teaching-certified teachers. State legislative incentives for certification include a $6,000 annual supplement, reimbursement of fees for candidates who complete the effort and a statewide mentoring program available at MSU and five other universities. The year-long voluntary process for K-12 teachers is rigorous, requiring the development of an extensive instructional portfolio and the completion of a written test. During the time period covered by the MSU study, more than 1,000 Mississippi teachers earned certification.

Nineteen elementary, junior high and high school instructors from North Mississippi to the Gulf Coast recently completed performance-based testing requirements established by the National Board of Professional Teaching Standards. Of those, 15 achieved their goal with assistance from the World Class Teaching Program in Mississippi State University's College of Education. Last year, the Legislature and the state Department of Education established the WCT program at the Starkville institution to support state teachers seeking certification. Program standards "are some of the most rigorous in the nation" and compare in difficulty to exams for professions such as accounting, said Dean of Education William Graves. "It is a demanding voluntary assessment that identifies master teachers for the future," he said. "Only three states-North Carolina, Ohio, and Minnesota-certified a larger number of teachers than Mississippi did this year."

In July 2000, the Board of Regents approved the alternative teacher certification (ATC) program. The goal of the Board of Regents in approving avenues of non-traditional teacher preparation was to address the shortage of teachers in certain subject areas and geographic areas by authorizing programs that would enable qualified candidates to begin teaching more quickly, while maintaining the quality of their preparation. ATC programs must meet all of the teacher education standards adopted by the Board of Regents in 1998. Also included is information concerning the fall 2002 and spring 2003 site visits to colleges offering alternative teacher certification programs and feedback from the program deans identifying both strengths and weaknesses in the program and where the State Education Department needs to provide additional technical assistance. Interviews which took place during May 2003 with Teaching Fellows, mentors and principals/assistant principals in both SURR and non-SURR schools reveal the need for strong support from school leaders for the success of the alternative certification students and the need for the NYCDOE to improve its mentoring program for their Teaching Fellows.
