    Alabama
    Statewide. The Alabama Education Association successfully lobbied for legislation to pay the fees for 100 Alabama teachers to seek National Board certification. A committee made up of board certified teachers and other professionals screens all applications and selects those candidates the committee thinks are most likely to succeed. Teachers not selected are given information on problem areas and encouraged to reapply. National Board certified teachers receive an additional $1,500 per year as long as they are teaching in Alabama. Teachers participating in the National Board for Professional Teaching Standards certification process may defer evaluation for up to two years.
    Alaska
    Anchorage. Since 1997, the Anchorage Education Association has had language in its contract with the school district that provides an annual stipend of $1,000 to any teacher who becomes National Board certified.

Registration/Licensing/Accreditation: Nonpublic schools may request that the State Board of Education approve the institution. The State Board may not adopt more stringent standards for approval of nonpublic schools than the accreditation standards applied to public schools. Miss. Code Ann. § 37-17-7. State accreditation is mandatory for nonpublic schools receiving state funds. Standards for accreditation are set out in the policy document, "Nonpublic School Accreditation Requirements of the State Board of Education, Third Edition, December 1998". Recordkeeping/Reports: Length of School Year/Day: Teacher Certification: Teacher certification is required for those schools that choose to be approved by the State Board of Education. "Nonpublic School Accreditation Requirements of the State Board of Education, Third Edition, 1998." Special Education: et seq Health: Safety: Home Schooling: Home schools meet the definition of "nonpublic schools", which means an institution for the teaching of children, consisting of a physical plant, whether owned or leased, including a home, instructional staff members and students, and which is in session each school year. This definition shall include, but not be limited to, private, church, parochial, and home instruction programs. Miss. Code Ann. § 37-13-91 (2) (I). The parent/guardian of a child enrolled in a legitimate home school program is required to complete a "Certificate of Enrollment" and return it to the school attendance officer where such child resides on or before September 15 of each year.     How does one become certificated to teach in the public schools (K-12) in Washington?
    To be qualified to teach in the public (K-12) schools in Washington, you need to earn three things:
    A Bachelor's Degree . If you want to teach in Washington, you must earn a bachelor's degree, either before beginning or concurrently with* an approved teacher certification program. (*The concurrent option is only available if the college or university where you're pursuing your bachelor's degree has an undergraduate teaching option; UW does not).
    Teacher Certification . This can be accomplished through any approved four-year college or university in Washington, and can be accomplished through an undergraduate program, or through a "fifth year" (post baccalaureate) program, or through a graduate (master's) program. The University of Washington-Seattle's Teacher Education Program (TEP) results in a master's in teaching (MIT) degree. There is no undergraduate or "fifth year" certification option available at UW's Seattle campus, though there are "fifth year" programs in elementary (K-8) education available at UW-Bothell and UW-Tacoma. Other schools in Washington do offer undergraduate and post baccalaureate (i.e. "fifth year") options for teacher certification.

    Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship.     Typically, beginning foreign language (FL) teachers in the United States must complete an "approved program" of teacher education in a four-year college or university, have a certain minimum grade point average, and complete a specified number of credit hours in the foreign language to be certified. To receive "approved program" status, institutions must demonstrate to their state department of education that they are fulfilling state standards. Most states model their standards after two statements developed by the FL teaching profession in the 1950s and '60s titled, QUALIFICATIONS FOR SECONDARY SCHOOL TEACHERS OF MODERN FOREIGN LANGUAGES and GUIDELINES FOR TEACHER EDUCATION PROGRAMS IN MODERN FOREIGN LANGUAGES (Paquette 1966). The QUALIFICATIONS are brief descriptions of "minimal," "good," and "superior" competence in listening comprehension, speaking, reading, writing, applied linguistics, culture and civilization, and pedagogy. The GUIDELINES describe model programs, using the QUALIFICATIONS as minimum objectives (Wing 1984).

    • Mr. PAUL. Mr. Speaker, I rise to introduce legislation to forbid the use of federal funds to develop or implement a national system of teacher certification or a national teacher test. My bill also forbids the Department of Education from denying funds to any state or local education agency because that state or local educational agency has refused to adopt a federally-approved method of teacher certification or testing. This legislation in no way interferes with a state's ability to use federal funds to support their chosen method of teacher certification or testing.
    • Having failed to implement a national curriculum through the front door with national student testing (thanks to the efforts of members of the Education Committee under the leadership of Chairman Goodling ), the administration is now trying to implement a national curriculum through the backdoor with national teacher testing and certification. National teacher certification will allow the federal government to determine what would-be teachers need to know in order to practice their chosen profession. Teacher education will revolve around preparing teachers to pass the national test or to receive a national certificate. New teachers will then base their lesson plans on what they needed to know in order to receive their Education Department-approved teaching certificate. Therefore, I call on those of my colleagues who oppose a national curriculum to join me in opposing national teacher testing and certification with the same vigor with which you opposed national student testing.

    Alternative Routes to Public School Certification All states require teachers to have some form of certification before they are hired. In Massachusetts , as in an increasing number of states, this is called provisional certification because public school teachers are regularly required to renew their certification. In Massachusetts and many other states, graduates who have not completed a standard program may submit a portfolio to the Department of Education requesting provisional certification. Massachusetts Regulations provide for a Certification Review Panel which offers an alternative route to certification for candidates appearing to meet standards through experience and formal education, but not meeting all requirements specified in the Regulations. Other states have similar programs. Also, in many states there are serious teacher shortages which compel school districts to hire teachers who have not completed any of the usual certification requirements. Such teachers are generally given something called either "emergency" or "temporary" certification, and often they are required to take some courses to begin a program in teaching while they are teaching fulltime. A number of states have programs in place to enable people with only a BA to obtain teaching jobs while pursuing their provisional certification (e.g.
