At its regularly scheduled meeting on April 18, 2003, the Mississippi Board of Education authorized the Office of Educator Licensure to begin the Administrative Procedures Act process to establish the definition of the No Child Left Behind Act of 2001 , Highly Qualified Teacher. Comments should be submitted in writing by May 19, 2003, to Regina Ginn, Director, Office of Educator Licensure, P. O. Box 771, Jackson, MS 39205-0771. When you write or call the state certification office, indicate the type of certificate you are receiving from your current state, which national tests you have taken, and ask for application materials and procedures for obtaining certification in the new state. This week, Education World explores the reality behind the rhetoric as we ask educators around the nation to describe their experiences. When Donna Morin peeked into the large red and blue box she had just received from the National Board for Professional Teaching Standards , she almost closed it up and sent it back!     SYNOPSIS
    The Mississippi Private School Association is a service agency for member schools in the four state area of Arkansas, Louisiana, Mississippi and Tennessee. The association offers such services as school accreditation, teacher certification, student activities and athletics, a teachers' organization, testing programs, teacher placement services, and student organizations including student council and honor society.
    To obtain membership in the MPSA, a school must be accredited by the MPSA Accrediting Commission. At present, the MPSA has a membership of 120 schools with approximately 47,000 students and 3,000 teachers and administrators. Of the 120 schools, four are in Arkansas, 22 are in Louisiana, 90 are in Mississippi and four are in Tennessee.

    EXECUTIVE COMMITTEE
    The Executive Committee of the MPSA, which is composed of 12 members, is the governing board of the association. The committee includes one lay director (board member of a school) and one administrator chosen annually by the schools from each of the five geographical districts of the MPSA. Four additional laymen are chosen by the membership to serve as officers of the association.
    The Executive Committee is responsible for such items of business as reviewing and approving applications for membership, dismissal of schools not meeting minimal accrediting standards, hiring personnel to staff the association's central office, setting the annual budget for the association, approval of policies and standards recommended by the commissions and any other business that is of general concern to the membership. This board also renders final decisions on all appeals from any part of the infrastructure of the organization.

    The Mississippi University for Women has a long-established reputation for producing excellent elementary and secondary teachers. Among Mississippi's state supported universities, MUW students have recorded the highest scores on the National Teacher's Exam for 12 of the past 15 years. Outstanding scores on the NTE is, of course, not the only measure of excellence in a teacher training program. Perhaps the best test of all is the performance of its graduates in the classroom. Traditionally, MUW graduates who have chosen teaching as a career have enjoyed remarkable success at every level from kindergarten through high school. Many of the most honored teachers in Mississippi through the years have been MUW graduates. One of the strengths of the secondary education programs at MUW, including Math and Science education, lies in the fact that the students major in academic areas. This means that they have very strong backgrounds in the subjects they are teaching, as well as adequate exposure to up-to-date teaching methods. MUW graduates who complete the math or science education program qualify for Class A certification in Mississippi and comparable certification in other states. All programs in education at MUW are accredited by the National Council for Accreditation of Teacher Education (NCATE).

    Mathematics Education
    The Mississippi University for Women offers a Bachelor of Science degree in Mathematics with Teacher Certification (for Secondary Education). The Mathematics program at MUW offers a small university atmosphere where the student-to-faculty ratio is quite favourable. This means small classes and instruction by full-time faculty. MUW graduates who successfully complete student teaching qualify for teaching positions in Mississippi, or those states with reciprocal licensure agreements with Mississippi. Students who choose to teach in some other state may have to take additional coursework or tests to fulfill the requirements for licensure in that state. Students are also well prepared to pursue graduate studies in Mathematics Education or related fields. To complete a degree in mathematics education, students must complete:
