BALLOT SUMMARY: This amendment would create a right to propose changes in school management policies to local school boards. A school board could not deny a proposal for the reason it would: allow attendance by any student desiring to enroll; compensate teachers and administrators based partly on performance; eliminate regulation; allow hiring of non-certified teachers; or, alter curriculum. Any proposal rejected by the board could be submitted to voters in the same manner as school bond issues. ORIGINAL FILING: June 22, 1995 STATUS: Expired.
Initiative Information
The official ballot title and ballot summary for an initiative measure are prepared by the Mississippi Attorney General's Office. Initiative petitions are valid for one year. According to Mississippi law, for an initiative petition to be sufficient a minimum of 91,673 certified signatures must be gathered; with at least 18,355 certified signatures from each of the five congressional districts. The number of signatures required represents 12% of the total number of votes cast for Governor in the last gubernatorial general election. All signatures on the petition must be certified by county Circuit Clerks as those of registered Mississippi voters.

Justice Kay Beevers Cobb was appointed to the Mississippi Supreme Court on April 1, 1999. Prior to her appointment to the bench, Justice Cobb served the people of Mississippi as State Senator, Special Assistant Attorney General, Attorney for the Bureau of Narcotics and director of the Mississippi Prosecutors Association. In 2000, she was elected to the Supreme Court for an eight-year term beginning January 2001. A native Mississippian, Justice Cobb was born in Quitman County on February 28, 1942, and moved soon thereafter to Cleveland, Mississippi. For the past twenty-five years, she and her husband, Larry, have lived in Oxford, Mississippi. The Cobbs are the parents of two daughters, Barbara and Elizabeth, and have five grandchildren. Justice Cobb graduated from Cleveland High School as valedictorian of her class. She graduated in 1963 from the Mississippi University for Women where she was a member of the Hall of Fame and Who's Who in American Universities and Colleges. After graduating from Mississippi University for Women, Justice Cobb taught school until the birth of her children. In 1975, she enrolled in the University of Mississippi School of Law and graduated 13th in her class in January 1978. While in law school, she was a member of the National Moot Court team which won the Southern Regional competition. She was on the Moot Court board, was editor-in-chief of the Journal of Space Law and was a member of the Law School Senate. She was the recipient of the Phi Alpha Delta and Phi Delta Phi scholarship awards.

Attorney General, State of Mississippi
Mike Moore is Mississippi's Attorney General, a position he first won in 1987. His 23-year career in public service began as an assistant District Attorney in 1977. He then became the state's youngest elected District Attorney in 1979.
In 1994, Moore received national attention when he filed the first suit against thirteen tobacco companies, making Mississippi the first state to insist that cigarette manufacturers reimburse the state for costs it incurred treating smoking related illnesses. The suit resulted in a $4.1 billion settlement for the state of Mississippi. That settlement also provided funding for a tobacco prevention program, now known as The Partnership for a Healthy Mississippi.
In 1992, Moore became the first resident Mississippian to be selected as one of the Ten Most Outstanding Young Americans by the National Jaycees. Recognized by his peers as a leader, his fellow Attorneys General bestowed upon him the prestigious Wyman Award in 1994, naming him the most outstanding Attorney General in the nation. Moore also served as president of the National Association of Attorneys General. For his work and leadership in pursuing the unprecedented lawsuit against the tobacco industry, the National Law Journal named him "Lawyer of the Year" followed by Governing Magazine naming him "Public Official of the Year" in 1998.
