Mississippi
TOPOGRAPHY It contains no mountains, but there is a decided difference of levels between the alluvial lands lying between the Mississippi and Yazoo Rivers and the other sections of the state, which may be generally characterized as the uplands of the state. The latter comprises approximately five-sixths of the entire area of the state, constituting a plateau of an undulating character, the level of which gently descends in a general southerly direction to the coast. Its general elevation above the level of the Gulf of Mexico near the coast-line is about 150 feet, and the middle northern and north-eastern portions are from about 150 to 500 and 600 feet above the level of the Gulf of Mexico. The drainage on the west is the Mississippi River and its principal tributaries the Yazoo, Tallahatchie, Coldwater, Sunflower, Big Black, and Womochitto Rivers; in the middle part the Pearl, which empties into Lake Borgne, and in the eastern part, the Tombigbee River, the Chicksawha River, and the Escatawpa River, and in the south the Wolf, Pascagoula, Biloxie, Abolochitto, and Catahoula Rivers. The upland sections of the state are undulating, and successive ridges divide the area between the water courses. The north-eastern portion contains a large area of prairie formation which overlies a cretaceous sub-stratum, commonly known as rotten limestone. The middle comprises a large area of uplands with a sub-stratum of clay formation. The southern portion is generally sandy and loamy. The Yazoo-Mississippi Delta constitutes the cotton-producing region of the state, the finest and most fertile cotton lands in the world, not excepting the valleys of the Nile and the Ganges. It begins at the Tennessee line and follows on its eastern boundary a line of hills or bluffs to Vicksburg, and is bounded on the west by the Mississippi River. It lies low and its general average level is not higher than the high-water level of the Mississippi.

Historic Periods Education Science, Inventions, and Discoveries Literature ... Performing and Visual Arts Throughout the Mississippi River Valley a varied array of historic places reflects the richness of African-American history. These places tell the well-known stories of the contributions of such African Americans as Harlem Renaissance literary figure Arna W. Bontemps, Pulitzer Prize-winning author Alex Haley, legendary bluesman W.C. Handy, and civil rights leader Dr. Martin Luther King, Jr. The Farish Street Neighborhood Historic District, in Jackson, Mississippi, encompasses the largest economicaly independent black community in the State.
Historic Periods
The Mississippi Delta region offers one of the best examples of African-American influence. The lower region (originally having Spanish and French influence) and the upper region (originally having Native American and Anglo-American influence) were changed by the introduction of African Americans. There is much to learn about how and why African Americans migrated, the impacts of African Americans on the larger culture, and the mixing of African Americans with other cultures.
Education
The story of the struggle of African Americans for education is a long one. Industrial, agricultural, or vocational education were some of the few options that were open to African Americans. Because the states did not support the education of African Americans, the church, communities, and community-based organizations became involved. They had to work together to achieve what they wanted, and grassroots efforts were a part of the struggle.

Mississippi , one of the East South Central states of the United States, bordered on the north by Tennessee, on the east by Alabama, on the south by the Gulf of Mexico and Louisiana, and on the west by Louisiana and Arkansas. The Mississippi River forms almost all of the western boundary, and the Pearl River forms part of the southern boundary. Mississippi entered the Union on December 10, 1817, as the 20th state. Its economy was mainly agricultural until the middle third of the 20th century, when manufacturing became the dominant economic sector; service industries have become increasingly important in recent decades. Jefferson Davis, the president of the Confederacy during the American Civil War, resided here. The name of the state is taken from that of the Mississippi River, the name of which is derived from an Algonquian Indian term for “big river.” Mississippi is called the Magnolia State. Land And Resources Mississippi, with an area of 125,443 sq km (48,434 sq mi), is the 32d largest state in the U.S.; 5.5% of its land area is owned by the federal government. The state is roughly rectangular in shape, and its extreme dimensions are about 530 km (about 330 mi) from north to south and about 290 km (about 180 mi) from east to west. Elevations range from sea level, along the Gulf of Mexico, to 246 m (806 ft), atop Woodall Mountain in the northeast. The approximate mean elevation is 91 m (300 ft). The state's coastline is 71 km (44 mi) long.

SEC. 37-106-31. Mississippi Eminent Scholars Fund. (1) There is created a Mississippi Eminent Scholars Fund, to be administered by the Mississippi Postsecondary Education Financial Assistance Board established under Section . The board shall set the date that will serve as the deadline for applying for an award under this section and award scholarships to each Mississippi student who: (a) (i) Is recognized by the merit or achievement programs of the National Merit Scholarship Corporation or the National Achievement Scholarship as a semifinalist or finalist, and has obtained a minimum cumulative grade point average of 3.5 calculated on a 4.0 scale in high school subjects acceptable for credit toward a diploma, after seven (7) semesters certified by the high school counselor or other authorized school official on the application and graduation from high school verified by the institution before disbursement of award; or (ii) Has scored twenty-nine (29) on the American College Testing Program or its equivalent and has obtained a minimum cumulative grade point average of 3.5 calculated on a 4.0 scale after seven (7) semesters certified by the high school counselor or other authorized school official on the application and graduation from high school verified by the institution before disbursement of award, or the equivalent in high school subjects acceptable for credit toward a diploma; or (iii) Has attended a home education program during grade levels 9 through 12 and has scored twenty-nine (29) on the American College Testing Program or its equivalent; and

Back to index In 1924 the Mississippi Legislature recognized that World War I veterans needed assistance to obtain veterans’ benefits, this need resulted in legislation which created and funded the office of State Service Commissioner. The duties and functions of this office were to aid all residents of Mississippi who served in the military forces of the United States during any war and their dependents and beneficiaries so that they would receive all benefits to which they were entitled under the laws of the United States
The State Service Commissioner’s office was not adequately staffed nor funded to provide the level of casework assistance necessary for the five-fold increase in the population of veterans brought on by World War II. In 1942, the Legislature changed the State Service Commission to the State Veterans Affairs Board (SVAB) in order to provide additional manpower and assistance for the increasing number of veterans and dependents.
The State Veterans Affairs Board is charged with assisting former and current members of the Armed Forces of the United States and their dependents in securing any benefits or privileges to which they are entitled, with operation of the four Mississippi State Veterans Nursing Homes, with approval of programs and institutions of education and training under the GI Bill, and with advising the governor and legislature on veterans’ affairs.

Biography of Agnes Grinstead Anderson
Agnes Grinstead Anderson, wife of the artist Walter Anderson, was born in Gautier, Mississippi, formerly know as West Pascagoula, in 1909. She spent much of her childhood in the house where she was born, known as Oldfields Plantation. Her father was an attorney. Her sister Paticia married Peter Anderson, and Agnes herself married Walter Anderson in 1933. The sisters moved to Ocean Springs, the home of the Anderson brothers, after their marriages, but Agnes and Walter returned to Oldfields from 1941 to 1946. Those years proved difficult for the Andersons. In her memoir and in a book by Christopher Maurer called Dreaming in Clay on the Coast of Mississippi, those years are described. Agnes published her memoir Approaching the Magic Hour: Memories of Walter Anderson in 1989. She also wrote a memoir of her childhood at Oldfields which has not yet been published. In addition, she was a poet, nature writer, and journal keeper. Walter Anderson died in 1965, and Agnes died in 1991. A: Section 29-3-69 allows "subleasing or assignment of any lease of school trust lands executed after July 1, 1978, shall only be allowed when provided in the lease contract or at the discretion of the board of education: provided that permission to sublease or assign shall not be arbitrarily withheld."
