A Management Review of the Mississippi Library Commission Director's Decision to Postpone Implementation of an Online Union Catalog and Interlibrary Loan System

The PEER Committee reviewed the Mississippi Library Commission's decision to postpone the implementation of the online Mississippi Union Catalog, a comprehensive, centralized database of library resources held in Mississippi. The Mississippi Library Commission temporarily suspended implementation of its online Mississippi Union Catalog and Interlibrary Loan project in October 1997. The agency's newly hired Executive Director stopped the project to determine whether the online union catalog concept was the best alternative for the commission and Mississippi's public libraries. PEER received a complaint which focused on possible changes that could jeopardize small, rural libraries' capacity for full participation in statewide sharing of library resources. Unknown to the complainant, the Executive Director resumed implementation of the original online project in December 1997 after determining that no feasible alternative existed. PEER found that the director exercised a reasonable management option to review the decision-making process and alternatives for the direction of the commission and local libraries. Also, the director's decision to continue implementation of the online system serves the interests of both the commission and the local libraries and should not jeopardize any library's full participation.

HISTORICAL COLLECTION
Located in Leland Speed Library, the Mississippi Baptist Historical Collection contains periodical articles, documents, church histories, and biographical information on persons related to the Mississippi Baptist Convention, its agencies and institutions. This special collection is maintained by the Mississippi Baptist Historical Commission, an agency of the Mississippi Baptist Convention. A librarian is on duty Monday through Friday from 8:30 a.m. until 4:30 p.m., except during the noon hour and university holidays. Materials in the collection do not circulate; but, researchers may use them in the library. Queries by letter, phone, fax or e-mail are accepted. Materials in the Mississippi Baptist Historical Collection are not presently listed in MICAL, but materials on Mississippi Baptists and related topics from the Mississippi College Libraries' collections can be found in MICAL For further information about the Mississippi Baptist Historical Commission and its services send e-mail to Robins04@mc.edu

Contact: Donna Urschel (202) 707-9191 Library of Congress Approves Mississippi Center for the Book The Library of Congress has approved a proposal from the Mississippi Library Commission for the creation of a Mississippi Center for the Book that will be affiliated with the Center for the Book in the Library of Congress. "We're delighted to welcome Mississippi to our growing network of state centers for the book," said John Y. Cole, director of the national center. "It is our 40th state affiliate." "Mississippi's Center for the Book will become a leader in both celebrating our state's enviable literary legacy and in strengthening our efforts to combat illiteracy," said John A. Pritchard, executive director of the Mississippi Library Commission. "The center will have permanent quarters in the new state library building authorized by the Mississippi legislature last year." The statewide Steering Committee for the Mississippi Center for the Book met in Jackson on March 28 to complete work on the proposal to the Library of Congress. It includes authors, teachers, book and newspaper publishers, librarians, public officials, and representatives from the Mississippi Humanities Council. The 13 members of the Board of Directors will be selected by the Mississippi Congressional delegation and the Mississippi Library Commission. There also will be a 15-member Honorary Board of Advisors. Melanie Musgrove, Mississippi's first lady, is lending her personal support to the project.
