"[Fellatio] is unnatural, detestable, and abominable." The Post-Revolution Period, 1776-1873 The 1798 Organic Law for the Mississippi Territory made no provision for criminal law. It included a criminal code that was silent both as to sodomy and common-law crimes. However, in a code adopted in 1802, Mississippi recognized common-law crimes, thus making sodomy a capital offense. This remained the only law dealing with sodomy until 1839 when Mississippi adopted a new criminal code that contained a sodomy law with a maximum penalty of 10 years. The law retained the common-law definition of sodomy. Period Analysis: For its first few years of existence, Mississippi allowed sodomy. After recognizing common-law crimes and thus making sodomy a capital offense, no specific sodomy statute was enacted until 1839. It used the common-law definition and lowered the maximum penalty to 10 years. The Victorian Morality Period, 1873-1948

The Post-Revolution Period, 1776-1873 The Organic Act of 1868 adopted all laws of the Dakota Territory, which included the sodomy law with a compulsory sentence of life imprisonment. Wyoming recognized common-law crimes by a statute of 1869. A new code adopted in 1869 included a felony sodomy law retaining both the common-law definition and the penalty of up to life in prison. Period Summary: Wyoming passively received sodomy as a crime when the Dakota Territory criminal code was given to it by Congress upon organization. In its first home-rule code, Wyoming chose to retain the law, as well as its common-law definition and penalty of up to life imprisonment. The Victorian Morality Period, 1873-1948 In a comprehensive criminal code revision of 1890, Wyoming rewrote its sodomy law and became the first state west of the Mississippi to outlaw fellatio. The statute did not include cunnilingus, but did outlaw the consensual masturbation of another person under the age of 21 years

§ 45-33-21. Legislative findings and declaration of purpose. The Legislature finds that the danger of recidivism posed by criminal sex offenders and the protection of the public from these offenders is of paramount concern and interest to government. The Legislature further finds that law enforcement agencies' efforts to protect their communities, conduct investigations, and quickly apprehend criminal sex offenders are impaired by the lack of information shared with the public, which lack of information may result in the failure of the criminal justice system to identify, investigate, apprehend, and prosecute criminal sex offenders.
The Legislature further finds that the system of registering criminal sex offenders is a proper exercise of the state's police power regulating present and ongoing conduct. Comprehensive registration and periodic address verification will provide law enforcement with additional information critical to preventing sexual victimization and to resolving promptly incidents involving sexual abuse and exploitation. It will allow law enforcement agencies to alert the public when necessary for the continued protection of the community.

Article 3, § 12 of the Mississippi Constitution states: "[t]he right of every citizen to keep and bear arms in defense of his home, person, or property, or in aid of the civil power when thereto legally summoned, shall not be called in question, but the legislature may regulate or forbid carrying concealed weapons." In James v. State , 731 So.2d 1135 (1999), the Supreme Court of Mississippi held that Miss. Code § 97-37-5 , which prohibits convicted felons from possessing firearms, did not violate Article 3, § 12 . The Court, looking at an issue of first impression, reviewed legal authority from other jurisdictions concerning their exercise of police powers in limiting state constitutional provisions that guarantee a right to "bear arms." Following this review, the Court found that the right to "keep and bear arms" in Mississippi is not absolute, but subject to the reasonable exercise of the police power. James

The Weekly Standard called Ron's most recent book, Hitler, the War, and the Pope (Genesis Press, 2000), "the best and most careful of the recent works [on the Church during World War II], an elegant tone of serious, critical scholarship." The Catholic New World reports: "Hitler the War and the Pope is as fascinating as anything in a Grisham novel or plot on Law and Order." Ron's first book, Demonstrative Evidence: Applications and Theory (The Michie Co., 1995), is scheduled for a second edition release in 2003. His co-authored textbook on Gaming and Gambling Law (Lexis-Nexis Publishing) is also scheduled to be released in 2003.
Ron has written several articles for the Mississippi Law Journal. He has also written for The Washington Post, The Wall Street Journal, The Times Literary Supplement (London), UCLA Law Review, Boston College Law Review, The Stanford Environmental Law Journal, and many other legal, political, and historical journals. He is a member of the committee appointed by the Mississippi Supreme Court to revise the state's criminal code, an advisor to the Holy See's delegation to the United Nations, and he serves as a delegate at the U.N. meetings on the establishment of an International Criminal Court. He also was recently invited to collaborate with the King Prachadipok Institute project on the democratization of Thailand.

Professor Debbie Bell
, the Mississippi Defense Lawyers Association Distinguished Lecturer, this fall presented a family law update to the state chancery court judges organization. Her article on the transformation of family law in the last half century will appear in the next issue of the Mississippi Law Journal. The Civil Law Clinic, under Bell's direction, has been expanded to include a Family Violence Unit, which will provide representation in cases involving children who are victims of family violence.
Professor John R. Bradley co-authored a lengthy piece on workers' compensation that makes up two-thirds of the contents of Vol. 9 of West's Encyclopedia of Mississippi Law. His prior papers on workers' compensation law continue to be cited in court and commission decisions.
Croft Assistant Professor Charles Brower , the Jessie D. Puckett Jr. Lecturer, completed the article "Structure, Legitimacy and NAFTA's Investment Chapter," which will appear in the Vanderbilt Journal of Transnational Law. Brower also co-authored the article "The Coming Crisis in the Global Adjudication System," which will appear in the journal Arbitration International. He has agreed to co-author a multivolume NAFTA Arbitration Reporter for Kluwer Law International. In addition to continuing his service as co-chair of the American Society of International Law's 97th annual meeting, Brower will speak at the Association of American Law Schools' annual meeting about "Hot Topics in International Arbitration."

Health Education
The Mississippi Public School Accountability Standards (1972) says, "The state board of health and the various county health departments are hereby authorized and empowered to establish and provide for health education programs in the public schools of this state and to employ county health educators for such purpose." Education Code (1990) notes that "the Commission on School Accreditation shall encourage the development of plans of comprehensive school health education [by local boards of education]."
The Mississippi Curriculum Framework for Comprehensive Health Framework (undated) serves as a guideline for Comprehensive health teachers. The framework provides minimum content standards, which must be taught by the teachers, to ensure that all students will gain the information and skills necessary to make quality age appropriate health decisions.
Students in Mississippi are not required to pass a statewide exam covering health education topics at any point in grades K-12.
