    Guide to African Ancestored Research

    When the government of the United States established the Mississippi Territory in 1798, the region around Natchez, which held the bulk of the population, contained about 5,000 whites and 3,500 slaves. Upon entering the union in 1817, Mississippi received slavery as a fully established economic and agricultural system. With the exception of the interior of the Delta region, which remained largely isolated and unsettled until after the Civil War, Mississippi by 1850 had been formed as illustrated by this county map In 1817 Mississippi had a population of about 40,000 whites and 30,000 African Americans. By 1860 African Americans made up 50% of Mississippi's total population of approximately 791,000 people. The African American's place was solidly established, regulated by legal codes and fueled by the institution of slavery. At the time of its admission only the southern quarter and a narrow strip up the Mississippi to the Yazoo were open to legal settlement. The rest of the state was held by the Chickasaw and Choctow nations. By 1835 these Indian nations had lost all claims to their territory. An increasing flow of newcomers to the southern and eastern sections of the territory, mainly from Kentucky, Tennessee, South Carolina, Georgia, and the region above Mobile began to arrive. Those who arrived with sufficient capital quickly took possession of the better dark-soil lands and established plantations, leaving the cheaper uplands for those of lesser means. The French first introduced slavery into the Mississippi territory in the early 1700 and the English, who later settled into the territory, were eager purchasers of slaves.

    Introduction
    Children and families in economically depressed rural communities should be a top priority for policymakers who feel strongly that every child should have an opportunity to succeed in life. In the fall of 1998, the Southern Institute on Children and Families set out on a journey to learn more about the challenges rural families face when distances are far and resources are limited. Unita Blackwell, Mayor of Mayersville, Mississippi, and Chairman of the Board of Directors of the Southern Institute on Children and Families, hosted two site visits to Mayersville. The Town of Mayersville has a population of approximately 500 and is located in Issaquena County in the heart of the Mississippi Delta. Issaquena County is among the poorest counties in Mississippi. The first site visit was held in November 1998 and the second was held in June 1999. The purpose of the first site visit was to gain a better understanding of the issues that face rural families with regard to their access to child health coverage, child health care, child care and transportation. The purpose of the second site visit was to discuss follow-up activities since the initial visit and to define how best to address the identified issues.

    Search Tips Be forewarned ANYONE... that in the state of MS.. the DOB can be changed on the OBC by up to 12 mos!!! A recent find on one of the Mississippi registries, would not happened if the registry owner had not noticed some other similarities. The Bmother was looking for a child born in 1968, the adoptee thought her birth date was in 1969. You may want to broaden your parameters a little! From a MS Adoptee who found: Adoption Records weren't closed till 1955 in Miss. I went to the court house (Chancery Clerk's office) with a friend looking for her husband's adoption file, we searched a book called "Adoption Log" of all adoptions before 1955. There we found his Aparents names and the Bparents names and the reason for his adoption..... we asked for his file and the lady gave it to us. Copies were made and we left with the info in hand. Emery Babies The second reunion of Emery Babies is taking place this May. Emery Babies are adult adoptees whose birthmothers stayed at the Emery Memorial Home in Richton, Mississippi. Most of the birthmothers came from neighboring counties in Mississippi and stayed at the Home until the birth of their child. This Home was open from the 1930's until it was closed in 1963. It burned down the following year. The Home also placed the Emery Babies to adoptive families. The majority of the adoptive families resided in Mississippi, but also in Louisiana, Arkansas, and neighboring states.

Division of Management Information Services General Information Aggressively responding to the nationwide mandate for reducing government bureaucracy while enhancing supportive services to our clients, the Mississippi Department of Human Services' (MDHS), Division of Management Information Systems (MIS) is expanding its support structures into the mainstream applications in production throughout the Agency. MIS supports the various Divisions which, in turn, provides cost effective services to needy individuals and strives to educate its clients to reduce their dependency on social and financial support programs. MIS supports MDHS's varied computerized applications systems with a staff of programmer analysts, business analysts, database administrators, operators and other technical personnel. The Temporary Assistance for Needy Family (TANF), previously known as AFDC, and the Food Stamp programs, as well as the determination of eligibility for the State's Medicaid program, are supported by the Mississippi Applications Verification Eligibility Reporting Information and Control System (MAVERICS). MAVERICS supports interfaces and exchanges data with private, State and Federal agencies daily, providing real time information. The latest policies are implemented into MAVERICS and deployed statewide, ensuring case workers are kept abreast of the most current policies.
