Adoption, etc., of rules and regulations; requirements for operation of medical radiation technology machines; maintenance of records by facilities; continuing education requirements for operators; registration requirements (1) The department shall have full authority to adopt such rules and regulations not inconsistent with the laws of this state as may be necessary to effectuate the provisions of this chapter, and may amend or repeal the same as may be necessary for such purposes. Administration of Project LEAP, a JOBS Educational Component
November 16, 1995
Introduction Through a program called JOBS (Job Opportunity and Basic Skills), the federal Family Support Act of 1988 required the states to have in operation by October 1, 1992, a statewide program of education, training, and work experience for certain Aid to Families with Dependent Children (AFDC) recipients. In Mississippi, the Department of Human Services (MDHS) is responsible for identifying the specific services and programs in each of these areas that have the greatest potential for meeting the state's needs. Project Learn, Earn, and Prosper (LEAP) a satellite teaching program developed by the University of Mississippi, has become the primary vehicle MDHS uses to offer literacy and GED training to JOBS participants. Recently various legislators, state employees, and private citizens have raised questions regarding the efficiency with which the Mississippi Department of Human Services has managed its limited JOBS resources, especially the resources devoted to the education of AFDC recipients who lack a high school diploma or the equivalent. The PEER Committee reviewed the Department of Human Services' administration of Project LEAP, with the review covering the period September 30, 1992, through April 1995, but concentrating on federal fiscal year 1995 operations.

Home-based businesses are now recognized as a viable source of new jobs and economic growth. People are choosing to create their own jobs at home rather than seek employment elsewhere. Self employment, including home-based business opportunities, offer flexibility and adaptability to the rural economy and adds diversity not only to employment choices but to the mix of services and products available in rural areas. Helping small, entrepreneurial home-based businesses to start or expand is a community development strategy that many people either dismiss or don't think of because it lacks the impact of recruiting a major employer. But, the cumulative effect of many home businesses can make a difference. [1]

RULE 4. ACCREDITATION
Credit will be given only for CLE programs approved by the Commission. Such approval normally must be sought and granted prior to the occurrence of the activity, but may be given retroactively.
Regulations
The following standards will govern the approval of continuing legal education activities by the Commission. The activity must be effectively open to all attorneys licensed to practice law in the State of Mississippi, unless offered by a governmental department or agency for employees of the governmental department or agency. By making an application for approval by the Commission, the seminar sponsor consents to the seminar being listed on the calendar of upcoming CLE events disseminated by the Commission. The activity must have significant intellectual or practical content and its primary objective must be to increase the participant's professional competence as an attorney. The activity must deal primarily with matters related to the practice of law, professional responsibility or ethical obligations of attorneys.

RULE 1. CONTINUING LEGAL EDUCATION COMMISSION
a. There is hereby established a Commission on Continuing Legal Education (hereinafter referred to as the Commission) consisting of nine (9) members who are resident members of the Bar of this state. The members shall be appointed by the Mississippi Supreme Court. b. All appointments shall be for a term of three (3) years. Therefore, there shall be three (3) appointments each year, one from each state Supreme Court district. An appointment to fill any vacancy due to the death, resignation or disability of a member shall be for the unexpired term only. c. The Commission shall have the following duties:
  • To exercise general supervisory authority over the administration of these rules. To adopt, repeal and amend regulations consistent with these rules. To make available for inspection by the Mississippi Supreme Court all minutes of the Commission, business records, and financial data.
