CONTACT: BRIAN PERRY: 202-225-5031 LEAVING NO MISSISSIPPI CHILD BEHIND This month the Mississippi Department of Education will host a series of statewide meetings with educators and parents to discuss the No Child Left Behind Act and the Mississippi Accountability System. US Secretary of Education Rod Paige, a native of Monticello, Mississippi, and I are proud that our state complies with the federal No Child Left Behind Act (NCLB). We reached compliance before most of the rest of the country. We are the sixth state to complete this first step of President George W. Bush's innovative education plan. Our State Superintendent of Education, Dr. Henry L. Johnson, deserves high praise for his leadership in implementing this program. Now Mississippi has a comprehensive plan detailing how we will close the achievement gap and make sure all students, including students in poor, rural or inner city schools, achieve academic proficiency. NCLB contains the most sweeping changes to the Elementary and Secondary Education Act since it was enacted in 1965. It changes the federal government's role in kindergarten-through-grade-12 education by asking America's schools to describe their success in terms of what each student accomplishes. The act contains the President's four basic education reform principles: stronger accountability for results, increased flexibility and local control, expanded options for parents, and an emphasis on teaching methods that have been proven to work.

Why Early College Awareness? The GEAR UP MS goals include increasing early college awareness and preparation activities for students, their families, and their communities. The objectives increase awareness about post-secondary education opportunities for both participating students and their parents through multiple formats of presentation and locations of activities. Strategies are targeted at students, parents, schools, and the general community. Outreach strategies for students include:
  • Workshops to be presented by grade level, with age-appropriate information on college planning, preparation steps, academic requirements, success strategies, information about financial aid, and other related topics. Access to Education Services Foundation resources including its website, toll-free hotlines for college and financial aid information, resource library, and counseling services of CAPP. Entry to the wide variety of college and university programs available in Mississippi and across the nation to introduce them to various post-secondary education opportunities. Students will be bussed to the IHL Fair in September, featuring the state universities, and will also be encouraged to attend regional college fairs throughout the state held at high school and college campuses. Information about the dates and locations of these programs will be distributed to the schools.

For many of today's young people, the civil rights movement has been relegated to America's mythic past. Though they celebrate the toppling of segregation's legal structures, few born after the 1960s feel a present connection to the movement's human drama and sense of urgency. In the Mississippi Delta, however, rural communities have a rich sense of place: every creek, cotton field, church, and courthouse has a story to tell. In the Delta, young African Americans are inspired by local civil rights heroes, men and women both known and unknown to the outside world.
There, children and their elders work side by side to keep transforming institutions of local power. In doing so, they are conscious of carrying the civil rights movement forward into a new century. The Voting Rights Act of 1965 guaranteed the right to vote, but Mississippi's black residents are making sure that every vote counts or receives its proper weight. Brown v. Board of Education of Topeka, Kansas (1954) decided that "separate" was no longer "equal" under the law, but residents are still working today through the interconnected grassroots organizations of Southern Echo and the Mississippi Education Working Group (MEWG) to equalize educational opportunity in the public schools, which few white students attend and which usually offer substandard resources and instruction.

The Legislative Assembly in North Dakota adopted a concurrent resolution urging the United States Congress to recognize the success of Head Start, to maintain funding at the highest possible level, and to reject any proposal to move the Head Start program from the Department of Health and Human Services to the Department of Education and to limit the scope of the program. Signed by the Speaker of the House of Representatives on April 1, 2003 and by the Senate President on April 3, 2003. Resolution to Support Early Childhood Education Kansas - HR 6016
The House of Representatives in Kansas adopted a resolution that urges local school districts, and parents, despite difficult financial times, to make every effort to continue to support and maintain early childhood education, pre-kindergarten through third grade. Adopted on April 1, 2003. Prepared for Kindergarten Arkansas - HB 1951
This bill requires the Department of Education to determine and prepare a list of the skills that a child should have in order to be prepared when entering kindergarten. The list will be distributed at child care facilities. Approved by the Governor on March 27, 2003.
