Soils

Soil is the unifying factor in Mississippi crop production. Understanding the fundamental properties of soils proceeds to better appreciation of soil fertility and fertilization, as well as soil management and conservation. Integrating nutrient management, soil management, and conservation leads to considering soil quality or health. Simply put, soil quality is the ability of a particular soil to function as desired. Some functions include crop production, water control, or structure support. What exactly is soil? There are many, many definitions. Specific ones depend on the viewpoint of the user. Some stakeholders consider soil to the living, breathing substance near the earth's surface which fosters life on all scales. Others consider it to be the aggravating skim on the earth's surface. The study of soil is not the study of dirt. Dirt does not have life sustaining properties. Greenhouse media is not soil either. It does not have the unique three-dimensional characteristics that can only evolve as a function of place, time, and the environment. Current Situation
The Center for Governmental Technology (CGT) is a unit within the Enterprise and Community Resource Development program area of the Mississippi State University Extension Service. For some 25 years the CGT has been a leader in the development and implementation of technical assistance and educational programs for local government officials. Through these technical assistance and educational programs, the CGT assists local government officials, local units of government, and associations of local government in their efforts to improve governance at the grassroots and delivery of services to the citizens of Mississippi. The CGT does not take an advocacy role in the business, legislative, or political affairs of the local governments or local government associations with which it works.
Local Government Education
Every four years, some 3,000 local elected officials are given responsibility by the electorate for the formulation, adoption, and implementation of public policy in Mississippi's 82 counties and 297 municipalities. Typically, from one-third to one-half of these officials will be newly-elected, having never held public office. In addition, some 2,000 major appointed county and municipal officials assist these elected officials in governing and providing services.

    What is Mediation?
    Parents and schools are encouraged to work together to resolve differences. When assistance is needed, TEA mediation is available at no cost to the parent or district. Mediation is an informal, voluntary process during which an impartial mediator helps parents and schools, who are experiencing conflict, reach a suitable agreement about the special education program of the student. About the Special Education Mediator
    The mediator is trained in mediation techniques and is knowledgeable about special education. The mediator is a professional from any number of fields, including education, law, government, and human service. The mediator is a neutral party to the dispute. The mediator is not an advocate or a legal advisor for either the school or parent. The mediator facilitates open communication; creates a safe environment for interaction; remains unbiased and impartial; and identifies points of agreement and clarifies options. Before the Mediation Session:
