WELCOME TO NFSMI INSIGHT
    This new publication is created to communicate National Food Service Management Institute (NFSMI) research and projects to you, the Child Nutrition Professional, in reader-friendly terms. Our goal is to help you incorporate state-of-the-art information and procedures into the daily operation of Child Nutrition Programs. We hope this publication will be read, used, and shared by all people interested in the health and well-being of children. The format of NFSMI Inslght is designed to slip easily into a file or a three-ring notebook. This publication will be produced periodically. Please let us know if NFSMI Insight has been helpful and we would be interested in your ideas for additional topics.
    OVERVIEW OF THIS ISSUE
    Children who have a variety of special food and nutrition needs exist in every school district. Studies have shown that most school nutrition managers have at least one child in their school with special needs. The medical conditions reported most frequently include food allergies, diabetes, and a variety of disorders that require modifications to the texture of food. Federal regulations require school nutrition professionals to modify meals for a child with a medical authorization that his or her diet is restricted by a disability. Providing special meals need not be a costly undertaking for school nutrition services. This issue of NFSMI Insight presents recommendations for managing nutrition services for children with special food and nutrition needs These recommendations focus on administrative processes that can reduce labor and food costs.

The images of Elian Gonzalez and the anti-Cuba demonstrators blocking his return to his father and his country - where there is no illiteracy, where there is free child care, with one of the best health care systems in the world - shows how this Republican right-wing driven campaign uses a 6-year-old child who has lost his mother. These same right-wing Republican forces are stripping away support services for millions of children who have special needs. In the name of the Individuals with Disabilities Education Act of 1997 (IDEA 97), you wonder at the Republican right-wing forces use of children to make their political stand. It is child abuse of the worse kind for Elian Gonzalez and for the more than five million disabled children in our public schools. To illustrate, it was the 6-year-old son of David Hoppe, Chief of Staff to Mississippi Republican Senator Trent Lott, a boy born with Down Syndrome, who became the poster boy for the IDEA 97. It has been stated "without Gregory's disability and his dad's doggedness" the debate over IDEA 97 would still have been "embroiled" in debate.

StateNotes Special Education 700 Broadway, Suite 1200 Denver, CO 80203-3460 Fax: 303.296.8332 www.ecs.org State Efforts Regarding Teacher Preparation, Certification, Recruitment and Retention October 2003 The Individuals with Disabilities Education Act of 1997 (IDEA) took bold steps toward ensuring children with disabilities receive the free and appropriate public education to which they are entitled. One of the major issues addressed by the legislation is the quality of teachers for children with special needs. IDEA ’97 requires students receiving special education services to be educated with their non-disabled peers to the “maximum extent practicable.” As a result, according to a 2001 report from the Study of Personnel Needs in Special Education, 75% of students receiving special education services spend 40% or more of their day in general education classrooms. Consequently, 96% of general education teachers currently teach, or have in the past taught, children with special needs.

How have states responded to the challenge to prepare general education teachers to meet the needs of students with special needs? According to ECS’ Teacher Preparation Policy Database (http://www.tqsource.org/prep/policy/), 46 states and the District of Columbia currently have statutes or regulations requiring teacher education programs to provide some instruction on teaching children with special needs to individuals seeking initial training in elementary or secondary education. The amount and content of this instruction, however, varies dramatically.

Disaster can strike quickly and without warning. It can force you to evacuate your neighborhood or confine you to your home. What would you do if basic serviceswater, gas, electricity or telephoneswere cut off? Local officials and relief workers will be on the scene after a disaster, but they cannot reach everyone right away.
Four Steps to Safety
1. Find Out What Could Happen to You
  • Contact your local Red Cross chapter or emergency management office before a disaster occursbe prepared to take notes.
  • Ask what types of disasters are most likely to happen. Request information on how to prepare for each.
  • Learn about your community's warning signals: what they sound like and what you should do when you hear them.
  • Ask about animal care after a disaster. Animals are not allowed inside emergency shelters because of health regulations.
  • Find out how to help elderly or disabled persons, if needed.

    Feb. 2004 My husband and I are committed to sending our little boy to public school, andlike most parentswe want ''the best'' school district for him. The only twist is, our son receives special-ed services from OUSD. Are there any special needs parents out there who moved away from Oakland because they wanted a SELPA with a fatter budget? Or more experienced therapists? Sweeter facilities? Mainstreaming with extreme sensitivity and support? If so, how is it working out for you? We'd consider any area, from the Peninsula to Marin to east Contra Costa county. Family Resource Network, an offshoot of Bananas, has an office and newsletter that can connect you with other parents dealing with the same issues. Their phone number is (510) 547-7322. I have a 13-year old son with Asperger's syndrome and I gave up on public education 4 years ago.     2001 Award Winners PATRICIA BABIN - Patricia Babin is currently employed by the Western North Carolina Early Intervention and Preschool Program for Children Who are Deaf or Hard of Hearing, in Morganton, NC. She is a parent/infant educator for infants and children who are deaf or hard of hearing. She serves 38 counties in western North Carolina through a home-based, family-centered program. The children she serves range in age from four months to four years old and each has some degree of hearing loss requiring intervention services. The program focuses on an auditory approach to language development and utilizes a variety of technologies from hearing aids to cochlear implants.
    Ms. Babin received a Bachelor of Professional Studies degree in 1995 from Elizabethtown College in Elizabethtown, PA. She is currently working on a Master of Science degree at the John Tracy Clinic Academy for Professional Studies at the University of California in Los Angeles.
    BARBARA DANOFF-FRIEDLANDER - Ms. Danoff-Friedlander is the lead special education teacher at Georgian Forest Elementary in Silver Spring, MD. Through a total inclusion model, Barbara supports students with learning disabilities, serious emotional disturbance, and other disabilities. She recently received a grant from the National Learning Disabilities Association and developed a highly successful summer writing and reading program for upper grade students.

    MS Means Must Succeed is a five-month program that provides students with an opportunity to become sensitive to the needs and abilities of physically disabled adults. The project teaches the philosophy that people can excel despite their circumstances by demonstrating how science and technology enable disabled people to live useful lives. Students conduct bi-weekly visits to The Boston Home, a residential center serving adults with multiple sclerosis and related neurological diseases. They develop interview skills by talking with residents about their backgrounds and favorite celebrations. Improving writing and computer skills through weekly e-mail correspondence with their pals, students also learn about careers related to working with the disabled.
