PROFESSIONAL DEVELOPMENT MODEL
Legislative Mandate: Section 37-17-8, Mississippi Code of 1972, amended 1998 Legislative Session
(1) The State Board of Education, through the Commission of School Accreditation, shall establish criteria for comprehensive in-service staff development plans. These criteria shall: (a) include, but not be limited to, formula and guidelines for allocating available state funds for in-service training to local districts; (b) require that a portion of the plans be devoted exclusively for the purpose of providing staff development for beginning teachers within that local district and for no other purpose; and (c) require that a portion of the school district's in-service training for administrators and teachers be dedicated to the application and utilization of various disciplinary techniques. The board shall each year make recommendations to the Legislature concerning the amount of funds which shall be appropriated for this purpose. (2) Beginning with the 1998-1999 school year, school districts shall not be required to submit staff development plans to the Commission on School Accreditation for approval. However, any school district accredited at Level 1 or Level 2 shall include, as a part of any required corrective action plan, provisions to address staff development in accordance with State Board of Education requirements. All school districts, unless specifically exempt from this section, must maintain on file staff development plans as required under this section. The plan shall have been prepared by a district committee appointed by the district superintendent and consisting of teachers, administrators, school board members, and lay people, and it shall have been approved by the district superintendent.

by David G. Sansing Allain was born February 14, 1928, in Washington, Mississippi. He was educated at Notre Dame University and earned a law degree at the University of Mississippi in 1950. During the Korean War, Allain served three years in the United States Infantry, much of which was spent in combat zones in Korea. After his discharge in 1953, Allain practiced law in Natchez until 1962 when he was appointed assistant state attorney general. David Sansing, Ph.D., is history professor emeritus, University of Mississippi. Posted January 2004

Desegregation: Mississippi's first step away from the 'great divide'
KATHY HANRAHAN Associated Press JACKSON, Miss. Beginning in the fall of 1969, Mississippi students were exposed to a new world. For the first time, children of all racial backgrounds sat side by side in public school classrooms. Although nearly 15 years earlier, the landmark case Brown v. Board of Education had declared public school segregation illegal, most children across Mississippi and elsewhere in the South attended "separate but equal" schools until the late 1960s. A decade earlier, black children endured overcrowded and under-equipped classrooms, with education funding mostly going to white-only schools.

    June 28, 2002 Johnson Named Mississippi’s State Superintendent of Education Dr. Henry Johnson, one of the driving forces of North Carolina’s school improvement efforts, is leaving North Carolina to become State Superintendent of Education in Mississippi. Kenny Bush, chairman of the Mississippi State Board of Education, made the announcement today. Johnson, who has been Associate State Superintendent for Instructional and Accountability Services at the N.C. Department of Public Instruction, replaces Dr. Richard Thompson. Thompson is returning to North Carolina to join the University of North Carolina System. He was formerly the Deputy Superintendent in North Carolina. State Superintendent Mike Ward said of today’s announcement, "The State of Mississippi has selected an outstanding new State Superintendent. Dr. Johnson is one of the nation’s most innovative school leaders, and I’m confident he’ll be a driving force for school improvement in that state. He’ll be sorely missed in North Carolina, but we’re proud that one of our educators has been chosen for such an important role. On behalf of the North Carolina State Board of Education, Chairman Phil Kirk expressed happiness for Johnson and sorrow for the state. "Henry Johnson has provided steadfast leadership for our state’s massive school accountability and improvement efforts.     Challenging Gifted Students in the Regular Classroom
    How Parents Can Support Gifted Children

    Gifted preschool, elementary, and secondary school children have very limited protections under state and federal laws. By contrast, children and adults with disabilities have, under federal statute and in turn under state law accepting federal provisions, comprehensive protections in the following areas not yet applicable to the gifted: identification for screening and program admission or eligibility purposes, educational or other institutional and related services, employment policies and practices, architectural barriers in and about public buildings and transportation facilities, and other civil rights protections. Parents, educators, and other concerned adults involved with gifted children should know the legal framework in which the education and related services are set forth. The Jacob K. Javits Gifted and Talented Students Act of 1994 was not established by Congress to protect the legal rights of gifted children, but rather to provide for model programs and projects. In contrast, the Individuals with Disabilities Education Act of 1997 does give extensive legal rights to persons with disabilities.
