Children's Organizations The number of children's organizations in Taiwan is growing continuously, and today include the Children's Welfare League, Chinese Children's Fund, Association for Assisting Abused Children, and Committee for Assisting in the Recovery of Missing Children to name but a few. In the most general sense, the mission of these organizations is to promote awareness of issues relevant to children's welfare and protection of children's rights as well as to encourage concern for children in society and provide children with a better growing environment. While the rising concern and care for children is worthy of praise, children's organizations are still insufficient in size and number to effectively solve the many issues facing our youngest citizens. It will require the collective talents of us all to insure that we give our kids an even better world in which to grow and develop.

MISSING CHILDREN The Missing Children's Bulletin founded in Sacramento, California in 1985 and relocated in Houston, Texas in 1991. It is unique. Rather than the traditional "News, Weather & Sports" appearing in other newspapers, Missing Children's Bulletin is a quarterly newspaper, featuring photographs and identifications of kidnap victims. To date, it is the only newspaper of it's kind in the world. The size and content of the newspaper is purposely kept small to insure maximum reader attention. Missing Children's Bulletin's primary circulation is throughout the Greater Houston Metropolitan Area. The circulation focuses on those who come into daily contact with children. The numerous categories include government agencies, hospitals, courtrooms, schools, individuals, etc., for the purpose of promoting public awareness of the photographs and identifications of the missing children and of the mounting crisis of child abduction in the United States. The newspaper is also circulated to missing children's organizations in the United States, Canada, and Great Britain.

Volunteers
Chapter 5 The many offers of support you receive in the first few days will carry you through. When people ask what they can do, try to tell them something specific. Tomorrow they may be gone, and you are likely to forget who made the offer. Pat Sessions One of the most heartwarming things you will experience is a tremendous outpouring of caring from family members, friends, and strangers. People of all races, nationalities, religions, and socioeconomic levels will offer you and your family emotional support, food and other gifts, and help in the search. In fact, volunteers are essential to the search process. They can and will play a variety of roles in the effort to find your child. This chapter offers suggestions for ways to involve volunteers in the search and ideas for managing offers to help. Making the Best Use of Volunteers To make the best use of volunteers, select a volunteer coordinator who is organized, efficient, and able to work well with and give direction to others. The role of the volunteer coordinator is not to handle volunteer activities directly, but rather to delegate to others management of specific activities, such as bringing food to the family, providing water for the searchers, and coordinating distribution of posters and fliers. Choose someone who is practical, well organized, and skilled in providing leadership.

    "STILL MISSING"
    When Children Are Abducted
    by Non-Family Members
Directed by Theresa Tollini email: fefilms@pacbell.net Video, Color, 40 minutes STILL MISSING : SYNOPSIS Almost every day in this country a child is abducted by a non-family member. Often the abductor is a child molester. "Still Missing" approaches this subject via the first-hand accounts of the parents of four children who were taken from their families. Through their stories, we learn not only about their grief, but also about how police and communities should respond to reports of missing children, how to recognize and report a missing child, and maybe most importantly, how these crimes may be prevented through the early intervention and treatment of juvenile sex offenders. "Still Missing" is essential viewing for all who care about the safety of our children. STILL MISSING RESOURCE GUIDE STILL MISSING: QUOTES "With power and poignancy, this film draws the viewer into the heartbreaking story of missing children, through the eyes of the parents who search and hope. But most important, this film is a call to action to see the risk signs and intervene early in the lives of potential sexual predators. Anyone who cares about children should see this film and heed its call."

DNA Testing Identifies Long-Term Missing Child
As part of an expanded charitable initiative, the Bode Technology Group, a ChoicePoint company, provides free DNA identification testing to NCMEC. Medical examiners and coroners in the United States submit samples to Bode Technology for DNA analysis and a comparison can be made to reference samples provided through NCMEC. DNA testing by Bode Technology led to the identification on Aug. 15 of Kevin Lee Gilpin in Casey County, Ky., whose remains were discovered in June at the bottom of an abandoned well. Gilpin was 19 years old when he was reported missing in April 1997. Officials estimated that the remains had been in the well for five to ten years, and were determined to be a white male, between 17 and 20 years old. A comparison of missing person records indicated a possible match with Kevin Lee Gilpin. Dental records were not available, leaving DNA testing as the only possible means of identification. A DNA profile was generated from a reference sample provided by Gilpin's mother. These results were compared with a DNA profile from samples of the remains provided by the Kentucky Office of the Medical Examiner. The testing established that the remains in the well were those of Kevin Lee Gilpin. Kentucky State Police are now investigating the case as a homicide.

    Get More Coverage Than Others
    By Bryan Robinson
May 6, 2002 However, the name Danielle van Dam probably sounds more familiar. The 7-year-old San Diego girl was abducted from her home and killed, and was the focus of almost daily coverage in the national media in February. In the relative few missing child cases that receive national attention, why would Danielle van Dam command more attention than Laura Ayala? "It has to be something other than your all-in-the family type kidnapping," said Robert Thompson, professor of public communications at Syracuse University. "If there is a potential murder involved, something other than a disgruntled parent case, it [the story] may stand [a] chance of being elevated to something other than local level news." Unusual Twists Are Required While all missing children cases are tragic, the better-known ones illustrate a parent's worst nightmare and have unusual twists. In the van Dam case, Danielle disappeared out of her own home, her parents remembering seeing her last in her bed. Nearly a month later, Danielle's body was found and her neighbor, David Westerfield, was charged with her killing. Police say DNA evidence links Westerfield to the killing.
