Missing children nonprofit hires Northeast Director
Child Protection Education of America is proud to announce that Janice E. Rench has been hired as the Director of its Northeast Branch. Rench brings with her more than thirty years’ experience in social service and nonprofit sectors. As Director, Rench will head the organization’s branch in Framingham, Mass. Rench’s responsibilities will include administering safety presentations and events to schools, community groups and corporations throughout the entire Northeast region. Among her notable credentials, Rench has served as the executive director for the Cleveland Rape Crisis Center, and more recently, for the Association of Missing and Exploited Children Organizations (AMECO). A licensed social worker, mediator, and crisis trauma counselor, Rench is also an author and lecturer. Her work combines personal safety seminars, and the assessment, design and implementation of training concepts and manuals addressing victimization issues. She has received the U.S. Department of Justice President’s Award for her outstanding service to victims of crime. CPEA is a national nonprofit missing children organization based in Tampa, Fla., that assists parents and law enforcement officers involved with missing children cases by offering free photograph distribution. The charity also offers safety education events, including fingerprinting using its state-of-the-art fingerprinting program.

    In 1985, Statute (Adobe Acrobat Document) added responsibilities to the Bureau in regards to missing children . The Bureau now serves as a central repository for information on missing children. The Bureau collects, compiles and disseminates information to assist in finding missing children. The Bureau is responsible for obtaining dental records of persons who have been missing for thirty or more days, compare new student records with reports of missing children, and review each missing person report submitted and canceled by every law enforcement agency in Colorado. April 1, 2002 the Governor signed HB1083 -Colorado Amber Alert Plan. The Missing Persons Unit is responsible for the coordination of this Plan.

    New Partnership Will Create Database to Identify Missing Persons The Nation’s Missing Children Organization (NMCO), National Center for Missing Adults (a division of NMCO) and The Point Group Companies, Inc. (TPG) have entered into a teaming agreement to create and maintain a new, and first-of-its-kind, national database designed to identify and locate missing adults and children through the use of iris recognition technology. The Children’s Identification and Location Database (CHILD) Project is a nationwide network and registry, utilizing iris scanning cameras that will be available to law enforcement and social service agencies throughout the country. Through this network, the CHILD Project will compare the unique features contained in the iris against a database of individuals who enroll throughout the country to determine the identity of an individual. Complementing fingerprinting I.D. programs now in place, the CHILD Project will capture a digital photograph of the individual’s iris, along with basic demographic information. Unlike existing fingerprint I.D. programs, the CHILD Project will create a national registry, securely maintained by NMCO, to give parents, law enforcement, and other authorized users of the system, access to data that can positively identify missing persons in seconds. Kym Pasqualini, President and CEO of the Nation’s Missing Children Organization (NMCO) said, “This unique and innovative program will fill an important gap in our nation’s ability to quickly, and positively, identify missing children and adults. It will complement the excellent work already done by thousands of organizations and concerned citizens across the country by creating a secure, national database of the most accurate biometric known today.”

    Our Missing Children.....Bring Them Home Aren't these children sweet? Such innocent children...and they could be missing right now. There are so many missing children in the world today, and this page is dedicated to all of them. We pray for their safe return home. As a mother, the problem of missing children concerns me so much. I could not imagine what it would be like if my children went missing. I pray to God I will never have to find out. My heart goes out to the parents and families who's children are missing, and I say a prayer that they will be found safe and return home where they belong.     I. Categories of missing children In 1999, 60 360 children were reported missing in Canada. Nonfamily abduction. Non family abductions are very rare in Canada. In 1999, Canada reported a total of 52 stranger abductions. Studies indicates that nonfamily abductor tend to look for children between the ages of 0-10 (baby snatchers) and the age of 14-15 (female prostitution). Family abduction. In 1999, Canada reported a total of 358 parental abductions. Of these reported cases, 184 of these children were abducted by a parent or guardian who did not have custody order whereas 174 children were abducted by a parent who had a custody order. Frequencies of parental abductions follows a seasonal trend : they peak at the end of summer, Christmas and Easter vacations. Runaway child. Out of the 60 360 reported missing children in Canada in 1999, 47 585 were runaways (78 %). British Columbia had the highest number of runaways, with 14 999 cases, followed by Ontario with 12 290. Youth runaway for many reasons, including to rebel, assert their independence or to flee an environment of abuse. The Webster dictionary defines runaway as to leave quickly to avoid or escape something. Most of the time, youth believe running away is the best solution to a seemingly unbearable situation. According to many experts, running away is not part of an adolescent's normal development.

    II. National regulations National legislations The police authority in Mongolia is responsible for cases concerning missing children. It deals with this kind of cases according to Police law of Mongolia. Article 12 of 2 nd chapter of Police law " Police authority is responsible for determination of missing people " International texts. Mongolia has not yet signed the 1993 Hague Convention on Transborder Parental Abduction.
    III. Means of investigations Police investigations. There is no police department responsible solely for dealing with cases of missing children, juvenile crime prevention division and section responsible for searching wanted persons are responsible for this kind of cases concerning missing children. At first missing children are reported at provincial level within 30 days. After that subject can be reported at national level. If the child is confirmed to be abroad, the police authority issue the decision of reporting at international level.
