Mentoring Youth
For our Scouts to get anything from Scouting, they have to be shown the right way to do things. Someone has to teach them how to build a fire, set up a tent, tie a square knot, and all the other things a Scout needs to know. Along the way, that someone is also teaching them to be Scouts. It happens subtly, without a great deal of fanfare. When all of the aims and methods are balanced properly, it will most often be a fellow Scout who does all of this. Perhaps the Troop Guide will teach him how to tie knots. The Quartermaster might teach him how to set up a tent. His Patrol Leader may teach him how to build a fire. And perhaps it will be the Senior Patrol Leader who teaches him to be trustworthy, loyal, helpful, etc. This is the ideal in Scouting. We need not ask who taught those older Scouts, because it's supposed to be the boys who were older Scouts before them - and so on ad infinitum. The one person each and every one of those Scouts had, though, as an example to follow, was the adult who served as Scoutmaster. That's the method of adult association.

This chapter mandates the collection and dissemination of information on missing persons in the state of Iowa in order to enable a better perspective of Iowa's missing person status. This compares with adult cases of 9 per cent between 1989 through 1994, 10 per cent between 1995 through 1997, 11 per cent in 1998 and 12 per cent in 1999 and 2000. In comparing the missing person reports to the total population of the State of Iowa*, statistics show that the number of missing juvenile reports filed is decreasing and the total juvenile population in the state of Iowa is also decreasing. The total juvenile population statistics were found at the U.S. Census Bureau State Population Estimates.

Influenza can worsen asthma and this is why the US National Asthma Education and Prevention Program recommends that people with asthma get a regular flu jab. Unfortunately, these recommendations are not being followed. A survey by the Centers for Disease Control and Prevention has shown that only one third of all asthmatic adults and one fifth of those under 50 get a regular vaccination against influenza. What is more, these rates have not been increasing in recent years. It may be that some people think the flu jab will worsen their asthma or they (or their healthcare provider) are not aware of its necessity. What's needed is to raise awareness generally that flu can precipitate a severe asthma attack. Therefore people with asthma need to protect themselves through vaccination. Source

Niagara County Sheriff's Department Every year, more and more children and adults are reported missing or abducted. The A.L.I.E. Foundation quotes an estimate of a missing or abducted child every 40 seconds in the U.S. A study by the U.S. Department of Justice tells us that in 60% of the cases involving children there was more than a 2 hour delay before authorities were notified. In 74% of the cases involving children, the child was dead within 3 hours of being kidnapped! The National Center for Missing and Exploited Children stated in 1996 that 955,252 missing persons were entered into the FBI's NCIC Computer. The total increase since 1982 is 519% - 154,341 in 1982 to 955,252 in 1996. Something is very wrong! The intent of the Niagara County Sheriff's Department Special Forces Unit is to try to clean up and preserve the scenes of missing or abducted children. Each time a child disappears, people come together - families, friends, neighbors and even total strangers want to help. This show of concern and desire to help is a powerful force BUT all to often, this force complicates and helps to destroy the one thing needed most - that is a chance to find a missing child or the person responsible for his/her abduction. When people descend on a crime scene, no matter how good their intentions are, they contaminate the scene, create unnecessary confusion, destroy precious evidence and reduce the chances of a successful search.

Procedures for Treating Missing Responses to Literacy Tasks
For this survey, several procedures were developed to reduce biases due to nonresponse, based on how much of the survey the respondent completed. Individuals who refused to participate before any information about them was collected were omitted from the analyses. Because they were unlikely to know that the survey intended to assess their literacy, it was assumed that their reason for refusing was not related to their level of literacy skills. Some individuals began the interview, but stopped before they completed at least five literacy tasks on each scale of the assessment. The survey interviewers were trained to record accurately their reasons for stopping. Their reasons were subsequently classified as either related or unrelated to literacy skills. Literacy-related reasons included difficulty with reading or writing, inability to read or write in English, visual impairment, or mental or learning disabilities. Other respondents gave no reason for stopping, or gave reasons unrelated to their literacy, including physical disabilities, time conflicts, or interruptions.
Overall, 88 percent of respondents completed the assessment (at least five tasks on each literacy scale). Twelve percent started the survey but broke off the assessment before completing five tasks. About half of these individuals, or 6 percent of the adult population, did not complete the assessment for reasons related to their literacy skills, while the other 6 percent did not complete it for reasons unrelated to literacy or for no stated reason. (Five responses was the minimum number needed for sufficient scoring accuracy. While others may have broken off the assessment after attempting five or more tasks on each scale, no special procedures were needed to estimate their proficiencies.)

Michigan's Missing Child Information Clearinghouse Michigan's Missing Child Information Clearinghouse (MMCIC) was established under HB4482, 5/20/95. The clearinghouse is housed within the Prevention Services Section of the Special Operations Division of the Michigan Department of State Police. The clearinghouse operates as an information and referral resource to the public, local law enforcement, and other state clearinghouses. It provides information and guidance, where possible, to these entities. The clearinghouse oversees and ensures that law enforcement agencies follow the mandates of the law as it relates to the immediate entry of missing children (less than 17 years) into Michigan's Law Enforcement Information Network (LEIN)/National Crime Information Center (NCIC) system. It establishes that parents have followed all the proper procedure for reporting a missing child to their local police department and getting said child entered into LEIN/NCIC. Reports of runaway, parentally abducted or otherwise missing or exploited children are made directly to local law enforcement agencies. Information on the sighting, or possible sighting, of a missing child may be made directly to the National Center for Missing and Exploited Children's 24-hour toll-free hotline at 1-800-THE-LOST . Young adults with complex needs may be missing out on care
Children with a range of disabilities are not getting the care they need when they grow up, according to a report. An increasing number of people with a range of physical and learning disabilities such as cystic fibrosis are surviving into adulthood because of improved care in childhood. But many are being failed by health and social services when they become adults, says the Joseph Rowntree Foundation report, Hurtling into a void. It found that often young people were not given accessible information about their medical conditions and the treatments they were given for them. Many had had access to specialist health services as children, which ceased abruptly when they turned 16. Some complained that their GPs did not make any effort to understand their multiple needs or to communicate with them and did not understand their specific conditions. In extreme cases, lack of understanding of a client's multiple needs could shorten life expectancy, said the report.
