Contact Us California Missing Persons The Missing and Unidentified Persons Unit in the California Department of Justice assists law enforcement and criminal justice agencies in locating missing persons and identifying unknown live and deceased persons through the comparison of physical characteristics, fingerprints and dental/body X-rays. In California, a missing person is someone whose whereabouts is unknown to the reporting party. This includes any child who may have run away, been taken involuntary or may be in need of assistance. It includes a child illegally taken, held or hidden by a parent or non-parent family member (See California Penal Code Sections 277-280 There is NO waiting period for reporting a person missing. All California police and sheriffs' departments must accept any report, including a report by telephone, of a missing person, including runaways, without delay and will give priority to the handling of the report. July 11, 2002 This is the first funding released under Kristen's Law, which Senator John Edwards sponsored in the Senate and Representative Sue Myrick of Charlotte steered through the House. Kristen's Law was named for Kristen Modafferi, a North Carolina State University student who was last seen during the summer of 1997 in San Francisco. She disappeared just three weeks after her 18th birthday. Under the law at the time, organizations that help search for missing children were unable to assist Modafferi's parents because she was an adult. The young Charlotte woman's disappearance was the subject of nationwide publicity, but thousands of other cases involving young adults are reported to authorities without generating headlines. "These funds will provide desperately needed assistance to law enforcement and families looking for missing adults," Senator Edwards said. "Kristen's Law will help ensure that when an adult of any age is missing due to foul play a national effort will be mobilized to help." The funds were awarded to the Nation's Missing Children Organization and Center for Missing Adults. The Phoenix-based organization was founded in 1994 by Kym Pasqualini. As a child, Pasqualini narrowly escaped being abducted by a knife-wielding stranger. The nonprofit works to prevent abductions and to help families of abduction victims across the country. It distributes photographs of missing people and works with law enforcement agencies to help find missing people.

  • Double check with friends, family, work, and school that the person is missing and not just on a vacation or on a leave of absence. Contact the local, county, or state law enforcement agency to make a missing person report (you do not have to contact all three if one opens an investigation). Ask the law enforcement agency to open a missing person investigation. Obtain a case number or copy of the report, if possible. Ask for the detective or investigators name and extension number or direct line. Ask the police department to enter the missing person’s information into the National Crime Information Center’s (NCIC) database and obtain the NIC number, if possible (starts with “M” followed by nine numeric digits, M-123456789). Provide as much information as possible on the person’s behavior and whereabouts prior to the disappearance. It is very important to honest with the investigators. Did the person take any personal belongings like money, wallet, or purse? Check for a letter or note that may have been left.
