Bemidji, the judicial seat of Beltrami County, is situated on Lake Bemidji and Lake Irving, sister lakes fed by the Mississippi River and is the first city on the Mississippi geographically. Bemidji is a vigorous, friendly city of quaint charm in a setting of natural beauty covering an area of 16 square miles at an elevation of 1,356 feet. The 2000 census gives a population of 11,917. Bemidji has a manager-council form of government. The fire, police, water and street departments have maintained exceptionally fine records of public service. Bemidji is a center for federal and state agencies and has four financial institutions. Primarily a retail sales community, forestry, education, government services and the travel industry contribute greatly to its economy. The retail sales area is approximately 80 miles in diameter with a population of 80,000 persons and over 182 million a year in retail sales. Its forest products business depends largely on pulpwood shipped out by rail. Bemidji has 30 manufacturing establishments. The principal products include lumber, wood products, plywood, hardboard, machining, steel culverts, computer components, woolens, concrete blocks, garage doors, signs, printing plants, wood furnaces and fishing tackle.

Courtesy of Pipestone County Museum and National Register Collection In 1892, the first Pipestone Indian School building was finished. Children began arriving from all over the Midwest from such tribes as the Dakota, Oneida, Pottawatomie, Arickarree, Sac and Fox. As was typical of federal Indian vocational schools, students usually spent half their day in the classroom and the other half learning occupations such as farming, blacksmithing, masonry, carpentry, cooking, baking, and nursing. The training of students in these industrial skills was resented by many Indians who saw this essentially as menial chores. As government programs changed, funding decreased, and the role of the Indian school diminished until 1953 when the school was closed. When Southwestern Vocational Technical Institute opened in 1976, nearly all of the original Indian School buildings were removed or destroyed. However, the Superintendent's Residence survived and was used as a private residence until 1983. Since that time the building has been the property of Minnesota West Community College (although the name has been changed several times) and used for storage.

The Independent School District #77 collection contains a report on programs offered to adults at the Mankato Area Vocational - Technical School, now called South Central Technical College. Things to consider before you enroll in a private vocational school:
Is the school promising you a job when you graduate?
It is against the law for private vocational schools to use any business name, logo or insignia that is designed to be deceptive and mislead potential students about affiliations the school might have. Did you answer an employment agency ad for a job and found you were really calling a school?
Is a course necessary to get a job?
Check the newspaper to see who is offering the jobs you want. Call the human resources departments of some of the companies and ask if you really need a course. How are you going to pay for the course?
Depending on which type of loan you get, you may have to start repaying the loan as soon as you finish school.
It can take many years to pay back the loan, depending on the cost of the course and how high the interest rate is.
Unlike many other types of loans or debts, school loans are very difficult to discharge in bankruptcy.

Technology education
The college is one of only two places in the state where you can take licensure courses to teach in Minnesota’s technical colleges and at middle schools and high schools (grades 5-12). Students can pursue teacher licensure at either the undergraduate level (B.S.) or graduate level (M.Ed.). A certificate in career and technical education also is available. As part of a program that is ranked third in the nation ( U.S. News and World Report ), the vocational-technical program of study prepares educators to teach students at the technical college level or the middle school and high school level. You can learn to instruct students preparing for specific occupations in a wide variety of fields such as mechanics, carpentry, dental assisting, practical nursing, data processing, and other skilled professions. More than 400 students are enrolled in these teacher education programs each year and find themselves in high demand as instructors. This field of study often attracts individuals who have been working in a related occupation and want to share their expertise in a classroom setting. The certificate program will be useful to current instructors and those preparing to teach in technical and community colleges, or individuals seeking a credential for workplace advancement.

The "CA Rural Challenge", a new program that will test the knowledge of students about rural issues, is set to embark on its inaugural season this fall. This year's program will provide a challenging curriculum focused on conservation and the environment. Launched by the rural non-profit organization Communicating for Agriculture and the Self-Employed (CA), the Rural Challenge will provide participating high school social studies, agriculture and other classes with easy-to-use educational materials on rural issues and institutions, a standardized test, plus national and local recognition of winning students, teachers and local community sponsors. The Minnesota FFA Association Board of Directors, meeting in St. Paul, recently endorsed the CA Rural Challenge. More than 50 schools have already applied participate, and more than a dozen have arranged local sponsorship enabling their participating classes to provide incentives, prizes and cover administrative expenses.

Vocational Rehabilitation (VR)
Every state has a federally funded agency that administers vocational rehabilitation (VR), supported employment, and independent living services. Some states have separate vocational rehabilitation programs for individuals who are blind or visually impaired, and a few states have separate programs for individuals who are deaf or hard of hearing. State VR programs provide services that enable individuals with disabilities to pursue meaningful employment that corresponds with their abilities and interests. Although VR is considered an adult service agency, VR counselors can join the transition team and attend Individualized Education Program (IEP) planning meetings before a student leaves high school. State Vocational Rehabilitation agencies offer important programs that can be of service to students with disabilities who may be leaving high school without employment skills, or who are already out of school and finding it difficult to find or keep a job without additional training. VR counselors first assess a student's eligibility for VR services. Once it is determined that a young person is eligible to receive VR services, a counselor is assigned to work with them. Together, students and their counselors will develop an Individual Plan for Employment (IPE) that identifies needed VR services. Family members can participate in this process - although youth who have reached their state's legal age of adulthood must give their written permission for parents to be involved.
