Utilities Scholarship and Financial Aid Scams PDF A s college costs continue to rise, students increasingly find themselves searching for scholarships and financial aid. Through high pressure sales seminars and other methods, some unscrupulous companies purport to guarantee or promise scholarships, grants and other financial aid for a fee, but deliver little or none of the promised assistance. The Minnesota Attorney General's Office has filed lawsuits against several such companies. Sudents and their families should watch out for the following tactics and claims: "You are eligible for millions of dollars in unclaimed student aid." Although many students are eligible for aid through the federal and state governments, companies may try to inflate or misrepresent the amount that is actually available. "You will not be able to get this information anywhere else." Although some companies may indicate that you are not able to find this information elsewhere, many sources for financial aid exist, including your high school guidance office, college financial aid office, and state and federal government agencies. Further, according to the Minnesota Higher Education Services Office, 95 percent of financial aid is awarded through the government or an educational institution. "You must provide your credit card or checking account number."

Refugee children who have lived through war or political unrest are likely to have difficulty adapting to schools in their new home. They may have trouble concentrating or sleeping, or have recurring bad memories; they even feel their psychological pain as physical pain. Their experiences in their homeland may have taught them that the world is not safe and they cannot rely on adults to protect them, or that might really does make right. The Minnesota Schools Project was launched in 1997 to help these children – and the educators who work with them – to address these problems. Through the project, teachers and school staff learn about the effects of war trauma and gain practical techniques to use in the classroom. CVT staff provide the following services through the Minnesota Schools project:
  • Training and consultation services for educators and school staff
    Referral and intervention materials for schools
    Presentations for students on the effects of war on their peers
    Presentations for ELL (English Language Learning) students

IMPLEMENTATION STORY Math Thematics North Saint Paul - Maplewood School District The North St. Paul - Maplewood school district includes several suburbs of St. Paul, MN. The district has about 900 students at each grade level. Most students in this school district come from middle and moderate income families with about 17% of students receiving either free or reduced price lunches. Not too long ago the school district had relatively few students from minority groups, but in recent years there has been an increase and now the school district has about 9% minority students. This system has three middle schools, one of which did not opened until 1996. These middle schools include grades 6 through 8. Field Testing in 7th Grade During the 1994-95 academic year, three 7th grade mathematics teachers at one the schools, John Glenn Middle School, took part in field testing for Math Thematics. At that time, the curricula was known as Six Through Eight Mathematics (STEM). The materials used in 7th grade were later revised and became Book 2 of the Math Thematics series. The materials were only in preliminary form, but the teachers felt the materials were a definite improvement over previous curricula and so the teachers continued using them after the 1994-95 academic year. When the third middle school opened in 1996, one of the teachers using the field test materials transferred to the new school and taught there using the field test materials.

SUPREME COURT STRIKES DOWN THE RELIGIOUS FREEDOM RESTORATION ACT
by Craig M. Ayers On June 25, 1997, the United States Supreme Court declared that the Religious Freedom Restoration Act (RFRA) was unconstitutional in City of Boerne v. Flores, Archbishop of San Antonio , 65 U.S.L.W. 4612 (1997). RFRA prohibited any branch of government from substantially burdening a person's exercise of religion unless the government could demonstrate that the burden was in furtherance of a compelling governmental interest and was the least restrictive means for furthering that interest. Congress enacted RFRA in response to the Supreme Court's decision in Employment Div., Dept. of Human Resources of Ore. v. Smith , 494 U.S. 872 (1990). Smith involved several members of the Native American Church who were denied unemployment benefits because they used peyote. The church members argued they ingested peyote for sacramental purposes and that the law criminalizing the use of peyote substantially burdened their right to the free exercise of religion. The Supreme Court upheld the denial of unemployment benefits, reasoning that "neutral, generally applicable laws may be applied to religious practices even when not supported by a compelling governmental interest." Following the Smith decision, Congress passed RFRA, attempting to ensure that in future cases, laws of general application which substantially burden a person's exercise of religion would have to be supported by a compelling governmental interest and could only be regulated by the least restrictive means available in order to be valid.

CONTROLLING POTENTIALLY DISRUPTIVE STUDENT EXPRESSION
By Paul C. Ratwik The interest of school districts in maintaining a disciplined and controlled educational environment occasionally collides with the free speech rights of students. While districts may not limit the constitutionally-protected speech of students, reasonable restrictions can be placed upon speech that is disruptive, lewd, vulgar, offensive or school-sponsored. This article will discuss the law that applies to free speech rights of students and will specifically address the following areas: dress codes, vulgar speech, and student newspapers. Dress as a Form of Constitutionally Protected Speech Spence v. Washington , 418 U.S. 405, 410-11 (1968). The landmark case in the area of student dress is Tinker v. Des Moines Independent Community Sch. Dist. 393 U.S. 503 (1969). In that case, the United States Supreme Court struck down a school rule which prohibited students from wearing black arm bands in silent protest of the Vietnam War. The Court concluded that by wearing the arm bands, the students engaged in a form of constitutionally protected speech under the First Amendment to the United States Constitution. The wearing of the bands met the two part Spence test in that it constituted a particularized message which was understood by those who viewed it. The

Personal Interview Note: High school credentials are not examined as part of the admission evaluation, but students anticipating dental careers should take a sound academic program in high school to prepare properly for the pre-dental and dental programs. Coursework should include mathematics, chemistry, physics, biology, foreign languages, English, and social studies.
  • A minimum of 87 semester credits An overall GPA of 2.50 is the minimum required for admission consideration. However, acceptance is on a competitive basis and an average well above this is usually necessary to be admitted. Applicants may submit a maximum of the following percentage of S credits in elective courses: 10 percent of the minimum total credits for 3-year students, and 15 percent of the minimum total credits for 4-year students. Incomplete grades are looked upon with disfavor by the Admissions Committee. Any incomplete and withdrawal grades in excess of one per academic year must be explained in the application.

Anoka-Ramsey follows an open-door admission policy for Minnesota residents. Any resident who has graduated from an accredited high school or who has successfully completed a General Education Development Examination (GED) is eligible for college admission. The lack of English skills is not a barrier to admission and participation. Persons intending to enroll at ARCC must submit the following to an Admission Office of either campus:

In addition, students new to Anoka-Ramsey Community College who intend to register for eight or more credits are required to attend an orientation session and complete assessment testing.

"To Resist Drugs & Violence" Evaluation of D.A.R.E. Minnesota Institute of Public Health 1997 Findings: 98% of those surveyed said D.A.R.E. had fostered a better relationship with law enforcement. 96% said D.A.R.E. was an important part of the school's overall drug program. 88% favored extending the program to junior and senior high school levels. Minnesota Institute of Public Health Just as the National Household survey on Drug Abuse has been released which shows that illicit drug use among youths age 12-15 declined for the first time since 1992, the Office of the Attorney General from the State of Minnesota has released the results of a statewide evaluation of the D.A.R.E. program which is in 80% of Minnesota's school districts. The evaluation finds D.A.R.E. has a significant impact on Minnesota communities. The study found D.A.R.E. to be an extremely popular program that plays a significant part in a school's drug prevention curriculum and fosters important relationships between children and police officers. "I'm encouraged by D.A.R.E.'s popularity with students, families and communities...D.A.R.E. is a critical piece of the prevention puzzle," said Attorney General Hubert H. Humphrey III. The evaluation measured the impact of the D.A.R.E. program as perceived by kids, parents, prevention specialists, schools, law enforcement officers and communities. Among other things, the evaluation found:

Planning and Forecasting Process of Minnesota School Districts
Planning and forecasting procedures are integral functions of a local school district. Forecasting procedures allow a district to compile information and to make an educated prediction about significant events that may occur in the future based upon current trends. It also includes attempting to determine how these events will impact the district and its operations.
The following represents a brief description of the planning and forecasting process of Minnesota school districts
Overview
Planning and forecasting procedures are integral functions of a local school district. Forecasting procedures allow a district to compile information and to make an educated prediction about significant events that may occur in the future based upon current trends. It also includes attempting to determine how these events will impact the district and its operations. Planning is using this information to determine how best to respond to the anticipated future to ensure that the district can continue to successfully fulfill its mission. It is necessary for a district to prepare for the current year operations with strategic planning. In addition, the district must prepare for long-term operations and the next several years into the future with long range planning. As would be expected, there are a variety of planning and forecasting procedures used by Minnesota school districts in accomplishing these goals.

Minnesota embarks on USDA-sponsored irradiation education pilot for school lunch program; objectivity questioned
by Carole Sugarman Food Chemical News, February 10, 2003 As USDA mulls over how to implement its charge from the 2002 Farm Bill to allow the use of irradiated foods in the school lunch program, it's also funding a pilot project in three Minnesota school districts. No schools are actually serving irradiated burgers. This is an education program only, designed to help people decide whether irradiated burgers should show up at their school cafeteria. And that's what concerns people like anti-irradiation activist Tony Corbo of Public Citizen, who's worried that the 'education' may be slanted. "They're going to use the brain-washing technique," as he put it. "We don't think it will be a balanced presentation." According to USDA, the state of Minnesota approached the agency about sponsoring a school food safety and irradiation education pilot. Minnesota's beef council and health department have long been promoters of irradiation, and supermarkets and restaurants there were among the first in the nation to sell irradiated ground beef. So under a grant from USDA, Minnesota's Department of Children, Families and Learning along with the state's Food and Nutrition Service selected three districtsSauk Rapids, Spring Lake Park and Willmarto participate in the pilot.
