Charter Schools Helping you to make an informed choice This is the first edition of Profiles of Minnesota Charter Schools . We consider it a work in progress. Much of the information presented here was taken from annual reports that charter schools submit to the state Department of Education. This information was supplemented with information from each school and state testing data. Each school was asked to fill in missing information and provide readers with a description of the successes it has had with students. All information (with the exception of state testing data) was either directly provided by and/or verified by each school and each school is responsible for the content. We asked schools to provide the most current data available. Most of the data is from the 2001-2002 school year.

Purpose of the Report
Under Minnesota Statute §121A.06, school districts are required to report individual incidents involving the use or possession of a dangerous weapon on school grounds by an enrolled student. These individual reports are submitted to CFL and used as the basis for an annual summary of findings. This document summarizes findings from the 1998-99 school year (the sixth year that information on dangerous weapons has been reported by Minnesota public schools).
Limitations of the Data
The data summarized below are based on confirmed incidents reported by local school districts. It is unknown how many incidents went unreported. Previous reports have cited limitations in generalizability of results due to incomplete reporting by school districts across the state. This problem was largely resolved in 1998-99 as only two small districts failed to report to CFL. The state's remaining 345 school districts contacted CFL with documented incidents, or, in many cases, verification there were no dangerous weapons incidents during the 1998-99 school year.

Core Knowledge
In 1998 the Humanities Commission began supporting Minnesota schools that use the Core Knowledge Sequence as their humanities core curricula in grades K-8. Core Knowledge is a program based on the idea that to achieve academic excellence, greater fairness, and higher literacy, elementary and middle schools need a solid, specific core curriculum to help children establish strong foundations of knowledge, grade by grade. We currently work with more than thirty schools that use this content-rich scope and sequence to improve teaching and learning in the humanities. The Humanities Commission has developed a number of programs and services that help schools implement Core Knowledge in their schools. Why Should We Keep Good New Learning Programs Out of Minnesota? Ted Kolderie February, 1998 The effort to shut off the charter schools' use of a for-profit contractor is turning out to be an important test of the state's strategy for K-12 education in Minnesota. The dynamics this contracting creates will be very helpful to the state in its effort to improve schools and student performance. But, not surprisingly, such dynamics are resisted. A bit of background on the controversy may be in order. Some charter schools (all of which are organized as Chapter 317 non-profits) have had contracts with for-profit organizations for some time in Minnesota. Some of these contracts have been for particular services, such as accounting or data reporting. But some have been for the learning program or for the general operation of the school. The Family Learning Center uses Designs for Learning, which is Wayne Jennings' business. The New Country School in LeSueur has a contract with EdVisions , set up by the teachers as a Chapter 308 organization, a cooperative. Co-ops are not non-profit organizations: They do aim to make money for their members; they simply do not have outside owners'. None of these arrangements has seemed a problem. What triggered the effort to restrict such contracting was the action by the board of education in Duluth last fall to approve a charter for a K-8 elementary school t now open, with about 500 students) that would contract with The Edison Project. Edison is national, corporate in form, and has substantial investor financing for a learning program that is researched-based and has proved attractive to parents. The board and superintendent had looked all around the country for the best new learning program to bring in to Duluth. That might seem like exactly what a board and superintendent is supposed to do. But that is what kicked off the present controversy.
