DEPARTMENT RESULTS Department of Military Affairs Department Results Home Page Department's Results Page Department's Website The Office of the Governor Goal: Prepare units for mission readiness. Why is this goal important?
The ability of the Minnesota National Guard to man, equip and train our soldiers and airmen to operate as an integrated, cohesive unit is critical to mission success. Over the past few years, the Minnesota National Guard has increasingly been called upon to serve our nation and state in times of conflict and crisis. From supporting the war effort in Iraq, to security missions in Europe to recovery missions for missing persons, the Minnesota National Guard has answered the call.
By monitoring the readiness levels of our units, the Minnesota National Guard ensures the deployment of mission capable forces that are ready to perform full spectrum military operations. How will this goal be accomplished?
To measure overall readiness, the Department of Military Affairs reviews the Unit Status Report (USR) for all reporting units on a quarterly basis. The USR provides classified readiness information in the areas of personnel, equipment and training. The review of this information on a quarterly basis by the senior leadership, allows the Minnesota National Guard to proactively identify challenges that may impact the readiness of our units.

The Association of Military Colleges and Schools of the United States (AMCSUS) is a nonprofit service organization which serves as the binding force and communication hub for its member schools. The purpose, as put forth in its Constitution, is to promote the common interest of all members and to advance their welfare; promote and maintain high scholastic, military and ethical standards in member schools; represent the mutual interests of the member schools before the Department of Defense as well as the general public; foster and extend patriotism and respect for duly constituted authority; and cultivate citizens who love peace and who strive to maintain it. Regular membership is extended to essentially military schools which have a member of the armed services detailed or approved by the Department of Defense, and which maintain good standing in their regional accrediting organization. (An "essentially military" school is defined as an institution with military programs approved by one of the military services and which organizes its student body as a cadet corps, with students habitually in uniform and continually under military discipline while under the jurisdiction of the college or school.) Associate membership may be granted to schools offering a military program but which do not otherwise qualify for regular membership.

Boxer aims to reverse Global Gag Rule
During his first week in office, President George W. Bush imposed a policy known as the Global Gag Rule. The policy bars U.S. aid to international groups that use their own money to support abortion, prohibits the lobbying of foreign governments on abortion policy and restricts doctors from suggesting abortion as a family planning option. The house has already voted to preserve Bush's policy. However, the Global Democracy Promotion Act of 2001, meant to reverse Bush's policy, was approved by a Senate committee at the beginning of this month. Senator Barbara Boxer, who proposed the Global Democracy Promotion Act of 2001, said that the policy shows the "growing opposition to this president's radical views on family planning." The Senate is expected to pass Boxer's bill this fall, but it is unlikely to become law. Bush has vowed to veto the measure.
