Minnesotans split on whether schools use money wisely
Anthony Lonetree, Star Tribune March 24, 2002 Look at public-school spending and all one sees is "sports, sports, sports" and a whole lot of "foolishness," said Kenneth Orton, a retired farmer from Little Falls, Minn. Lori Nelson, an Albert Lea teacher with kids in school, tells critics to look deeper. Then, she said, they'll see the cuts and the harm those cuts bring. At a time when school districts pare budgets and blame inadequate state funding, Minnesotans are split almost evenly on whether state schools waste money or spend it wisely, a recent Minnesota Poll found. Poll respondents had greater confidence in their own district's fiscal performance than in schools statewide. Fifty percent said their own district spends money wisely, compared with 32 percent who said funds are wasted locally. What changes should be made in the k-12 education system so that it becomes more student-focused, more accountable for results and more innovative? POLICY
Support increased accountability.
  • Statewide testing must track individual student progress, as well as overall school performance. The goal should be for every student to make at least one year of academic progress for a year of school. Test results should be reported on a timely basis to students, schools and the public, so that they can be used for improving achievement.
  • Link funding with measurable results. Schools that make improvements and meet their goals should be rewarded: schools that continually fail to meet their goals should be evaluated and based on the evaluation, have their leadership and/or their staff replaced. Students in poor performing schools should be allowed to attend another school of their choice.
  • Education funding must continue to follow the student to the school of their choice and be accounted for at that school site. "Site based management" and school site councils should be given the ability to make decisions concerning deployment of resources and personnel based on the goals of school sites.

The state's plans are based on the concept of lifelong learning, which emphasizes developing technology in public schools in conjunction with higher education institutions and public libraries. With strong support from Gov. Arne H. Carlson, lawmakers are committed to providing the funds needed to support that vision. In 1995, the legislature provided $32.5 million for education initiatives as part of the state's long-range technology plan. And in July 1997, it further cemented the commitment by appropriating nearly $90 million over two years in new and ongoing initiatives. "There's a growing acknowledgment that districts can't do it alone," says Theresa Mish, a project analyst for the division of information technologies in the state department of children, families, and learning. Legislature passes the Science and Social Studies Standards The MN Legislature passed the Science and Social Studies Standards for K-12 schools. These are now available on the MN Department of Education website . Thanks to everyone who commented on the lack of environmental concepts in the original draft science standards. The Department of Education released the top 8 "Most Common Criticisms" and critique #8 was "Important environmental concepts are not addressed in the science standards." As a result the department has added some environmental concepts. While these additions have strengthened the standards and we appreciate the environmental inclusions, the standards are not perfect. We are interested in hearing your thoughts and comments on the new version. Please send us your thoughts as soon as possible by

House Passes K-12 Bill

The Minnesota House has approved a bill to spend $7.8 billion on K-12 schools over the next two years. The bill is $90 million more than Governor Ventura budgeted, and spends almost $1 billion more than in the previous two-year period. Still, many Democrats say the legislation doesn't spend enough on all school districts.
HOUSE REPUBLICANS HAVE PRESENTED THEMSELVES as budget-cutters - or at least budget-restrainers - on most areas of state spending. The exception is public schools. The Republican-sponsored bill that passed the House last night slightly raises the state's average share of the cost of public education from the current 69.9 percent to 70.2 percent. " This is a good solid education bill. In reality, it has the love of a parent, the heart of a teacher in it, and it looks to the future," said Harry Mares, the chairman of the House Education Policy Committee.

How Minnesota is implementing the research findings in the National Research Council Report, "Preventing Reading Difficulties in Young Children." Minnesota has responded to the research findings in many ways. Among them are:
  • Reading Challenge grants (totaling $500,000) to 11 districts to fund teacher training and curriculum enhancements. Minnesota?s Graduation Standards contain Preparatory High Standards. Teachers received training in learning Area One (Learn, View, Listen) and Area Two (Speak and Write) in summer of ?98. The Best Practice Network recognizes quality reading teachers around the state and provides opportunities for them to act as models to other teachers. The University of Minnesota and other institutions of higher education partner with schools to assist teachers in implementing strategies in kindergarten and primary classrooms that respond to research findings. First Grade Preparedness is a pilot program providing $6.5 million in funding to the state?s 70 highest poverty schools for all-day every-day kindergarten and four-year old preschool programming. State assessments in reading at third grade.

U foreign students connect with youth Classroom visits by University foreign students promote cultural awareness in K-12 schools across Minnesota.

s Avigya Karki delivered a presentation about the religions of his native Nepal to junior high school students Monday, a ninth-grader blurted out a common youthful response. Thomas Whisenand Sacred Heart Catholic School students in Staples, Minn., enjoyed a visit from Leon Dundas, an international student from Jamaica. “Holy cow!” said Bridget Denery, a Staples-Motley High School student. Karki, amused by the girl’s outburst, explained that Hindus consider cows sacred and do not eat beef. The literal coincidence between the girl’s comment and Karki’s explanation is one example of cultural differences displayed at an International Classroom Connection event. Organized by the Minnesota International Center, the program connects University students from around the world with Minnesota school children.
