Case Summary
The Volunteer Services/Family Partnerships (VS/FP) program in Minneapolis Public Schools falls under the umbrella of curriculum and instruction. The VS/FP is seen as a support system for strengthening student achievement by providing human resources and materials for training parents/families and the community to be advocates for students. A unique feature of the Minneapolis Public Schools is its administrative and organizational structure. Recently, the Minneapolis school board entered into a contract with a local for-profit consulting firm to oversee the 44,000-student district. The contract holds the superintendent (the consulting firm's CEO) and other school officials financially accountable for a set of objectives. One of the highlights of this performance-based contract was to devise a strategy to increase family involvement in schools. "...this system forces administrators to examine the necessity, effectiveness, and efficiency of what they are doing."

Introducing the "Building Secure and Healthy Families Act of 2003" February 11, 2003 Mr. Speaker, As the current Republican marriage proposal demonstrates, even when Republicans correctly identify a societal problem, they administer the wrong remedy due to their blind allegiance to their Christian right wing ideology. Of course families with one income are likely to be poorer than families with two incomes. However, simply getting poor people married does not address any of the underlying causes of poverty such as domestic violence, substance abuse or mental illness. In fact, encouraging marriage may exacerbate those very problems. Thus, the Republican solution is at best naive and simplistic and at worst dangerously harmful and intolerant. In contrast, the Building Secure and Healthy Families Act of 2003 provides evidence-based solutions to help families overcome problems such as: lacking sufficient income, suffering from family violence, facing teenage pregnancy, being without child care or care-giving skills themselves, or suffering from physical and mental disabilities. My bill provides an alternative to the marriage promotion provisions of the Republican plan by creating a $100 million per year competitive grant to states to be used for one of the following programs:

  • MFIP is a state program begun in January 1998 that replaced Aid to Families with Dependent Children (AFDC) entitlement program
  • MFIP provides cash assistance and employment and training services to eligible families with children. For new applicants, benefits are vendor-paid for the first six months
  • With some exceptions, MFIP is provided for no more than 60 months. In July 2002, some families reached that 60-month limit. However, some of these families received exemptions or extensions. Exempt families may receive assistance without that month counting toward the 60-month time limit. Families with extensions may continue to receive cash assistance, but that month of assistance counts toward the 60-month time limit. Families without extensions and with more than 60 months of assistance are ineligible to receive assistance.
  • Eligible families must be citizens or qualified noncitizens, have income and assets below limits set by the legislature, and include at least one minor child or pregnant woman and the child's parent or stepparents
  • MFIP caregivers are expected to meet hourly work requirements. Supports to make work possible (including child care assistance) and sanctions for noncompliance are features of the program

MFIP rewards work by:
