The report also found that children spent more time in stable, formal child care combined with higher family employment and income. This assessment adds to the urgency for the Administration's $817 million proposal to help more parents find reliable, affordable and quality child care. "A key feature of the program is that it enabled working families to supplement earnings and truly make work pay. This feature appears to be central to the strong results and adds urgency to state and Federal efforts to provide supports to working families, including child care, health care, nutritional assistance, and earnings supplements such as the EITC.

In January 1998, Minnesota extended a modified version of MFIP statewide as Minnesota’s version of the Temporary Assistance for Needy Families (TANF) program. Welfare revisions scheduled to take effect Tuesday are on hold after a county judge blocked the state from cutting benefits to thousands of low-income families. Ramsey County District Judge Judith Tilsen halted the benefit cuts with a temporary restraining order Monday, saying she was concerned that some of the changes were being made without federal approval.
Judge Tilsen approved a three-week restraining order, barring cuts from taking effect during the month of July.

MINNESOTA FAMILY INVESTMENT PROGRAM (MFIP) OVERVIEW DESCRIPTION OF PROGRAM
Target population:
Families on social welfare
As hinted to in (b), MFIP was designed to provide slightly different services according to whether the participant family was a long-term welfare recipient or a short(er)-term welfare recipient. Families that had already experienced "long-term receipt" (over 24 months during the 36-month period prior to program entry) were immediately required to participate in the employment-focused services. Shorter-term recipients and new applicants to welfare were not required to participate in these services at the debut of the program, but could be required to if they later became "long-term recipients." Only families with children under the age of 1 or in which the parent was working 30 or more hours per week were exempt from these mandatory services. Financial sanctions were levied for non-exempt families that did not participate.
EVALUATION(S) OF PROGRAM
Evaluated population:
14,000 families in need of social welfare in three urban and four rural Minnesota counties were randomly assigned to either MFIP or AFDC; for the following information on children's outcomes, however, data were drawn from a subset of urban single mothers with a child between 2 and 9 at the debut of the program.

Goal To conduct an impact evaluation of two distinct approaches to welfare reform in Minnesota. The treatment program was called WorkFIRST while the comparison (or counterfactual) program was represented by the Minnesota Family Investment Program (MFIP), the state’s TANF program. The research design was quasi-experimental because the study subjects in the comparison counties were selected non-randomly. Our church responded by assembling three gift bags containing various gifts for children. After the holidays we received a card with a nice thank you message. It was very gratifying to be able to help a military family in a small but meaningful way. Thank you for establishing this Initiative.

Welcome to the Department of Family Consumer Science at Minnesota State University, Mankato (MSU). Thank you for visiting our website. The Department of Family Consumer Science is committed to training professionals to promote the wellbeing of individuals and families. The Department offers a Bachelor of Science degree with majors in four areas:
  • Dietetics , which is nationally recognized and accredited by the American Dietetics Association and provides the academic training required to become a Registered Dietitian. Family Life and Child Development , which is approved by the National Council on Family Relations which allows graduates to become Certified Family Life Educators. Family Consumer Science Education , which is approved by the Department of Education which allows graduates to be licensed to teach FCS in grades 5-12. Food and Nutritio n, a broad major which prepares graduates to work as foodservice managers, extension educators, or food researchers.

Telephone Service Discounts Low-Income Telephone Service Discount Programs

The telephone company is authorized to provide two federally-funded and one state-funded telephone service discount programs that were designed to promote universal service by providing low-income individuals with new telephone service installations and monthly telephone service discounts. The Link-Up program provides a discount on connection charges when installing new telephone service. The Lifeline and Telephone Assistance Plan (TAP) programs provide a monthly discount on your local service telephone bill.
