PROGRAM: S.T.E.P.S. Stepping Towards Excellence in Public/Private Schools Description Using the High Performance Learning model as a guide, the STEPS Process has been developed incorporating the research and models of : The research in current professional periodicals is also utilized along with videos.
Program Goals To provide schools and communities with a process for developing a vision, mission, and an action plan which will lead to the implementation of researched effective school practices.
Services Offered The STEPS process usually includes a four day training component for the STEPS Team. Initial team training is conducted by ESU #16. The team then provides leadership for the activities at the school site with the service unit providing on-site consultation.
THE TRAINING AGENDA STEP 1 - PREPARE ORIENTATION STEPS TEAM TRAINING The entire staff forms study pods for the purpose of reading and sharing information on the characteristics of an effective school. Through this process, staff members also become more aware of "best practice." All staff is also involved in surveys and gathering information which may include: STEP 2 - FOCUS STEP 3 - DIAGNOSE / INTERPRET The team leads in intense data analysis and triangulation and identifies areas to celebrate plus targets areas for improvement. These are articulated to the staff and board.

Dr. Kenneth Dragseth, the 2003 Superintendent of the Year, comes to office during one of the most unsettled times in recent U.S. history. The triumvirate of recession, war, and terrorism threats compounds the social and financial challenges already burdening most school systems. That is why, Dragseth said, children and education have an even greater need now for advocates to remind people that in spite of what is unfolding around them, they have an obligation to ensure education is solid and children succeed. Program Goal: Minneapolis residents who are 22 years old or older, will develop their careers by finding meaningful employment at a livable wage or enrolling in training for advancement opportunities. Results in 2002: Number Placed in Jobs 45 - on plan Average wage per hour at placement $10.78 - 35% over plan Number remaining employed at 90 days 35 - 3% below plan Number remaining employed at 180 days 32 - 1% above plan Number remaining employed at 365 days 32 - 1% above plan Number who used self-service employment search 500 est. - no target Number who received information or referral 500 est. - no target Client Profile: Sheila, a 45-year-old African American woman with a 12-year-old daughter, came to the Community Resource Room, to use the computer to do an on-line job search. Because of a prior felony conviction, her search was very difficult. Sheila enrolled in the interviewing/application class offered through the Resource Room. After the class, she worked with Urban League staff to prepare a resume and practice for interviews. A short time later, Sheila had the opportunity to interview with American National University for a receptionist position. The employer was so impressed with Sheila that he hired her as a recruiter with an annual salary of $30,000.

Program Goal: Youth will avoid or change behaviors that put them at high risk for pregnancy, HIV/STD, or tobacco, alcohol, and drug abuse. Results in 2002: For grades 6-8
  • 150 youth demonstrated knowledge of how to avoid the use tobacco, alcohol and drugs - 50% over plan
  • youth demonstrated knowledge of how to make positive decisions regarding abstinence from sexual activity – 670 youth attended presentations regarding sexual abstinence
  • 900 youth gained knowledge of individual choice in adopting a healthy lifestyle via street and community outreach - 80% over plan
  • 70 youth reinforced prevention messages via after-school or summer activities - on plan
For grades 9-12
  • 125 demonstrated ability to make positive decisions about relationships and the avoidance of high-risk behavior - 8% over plan
  • 800 youth engaged in reinforcement of prevention messages via social events - 300% over plan
  • 2545 youth learned about avoidance of high risk behavior through Safer Sex Kits distributed on the street or where young people gather - 112% over plan
Client Profile: A youth was encouraged to join the OOPS program as a result of finding and returning a staff member’s lost ID badge. After a few days of contact with this youth, we found she was not attending school because her mother was having a difficult time contacting school officials. We intervened on behalf of the family, brought in a community resource person and got her enrolled into school. She now attends school regularly and has made new friends and participates in the OOPS program eagerly.

Program Description
The principal purpose of the Educational Leadership Program is to provide professional/academic education for individuals preparing for leadership and mid-management administrative positions (i.e., elementary school principal, secondary school principal, community education director, staff administrative positions (i.e., school district business managers, technology coordinators, curriculum coordinators), and upper-echelon administrative positions (i.e., superintendent of schools). The organization of the program follows the Transformational Leadership Process of development. The instructional program focuses on the development of professional and personnel knowledge, skills, and dispositions using appropriate adult learning strategies. The program is built around several mutually supportive, interdependent curricular area dimensions that reflect intended programmatic outcomes found in the NCATE [ELCC] standards and state programs in Minnesota and North Dakota. Performance based assessment is found throughout the program and integrated into the development of students. The program is based upon student demonstration of competency through a culminating portfolio. Selected performance based assessments accompany each class. In addition to the course requirements for performance based assessments, all students are required to complete a portfolio using exhibits from their courses, their practica, and fieldwork to insure all competencies are demonstrated.
