E very year during Kid's Fishing Day, hundreds of children and dozens of volunteers head to the Bass Ponds. Many of the youngsters catch their first fish there. Enthusiasm and smiles reward the volunteers. For the U.S. Fish and Wildlife Service and Minnesota Valley National Wildlife Refuge, fishing builds connections to the natural world. GENERAL INFORMATION W e recommend you practice catch-and-release fishing on the Refuge because every lake, marsh, and creek is impacted by storm sewers and agricultural runoff. Please consult Minnesota State Health Department guidelines before eating any species. Call 651.215.0950 for a copy of their fish consumption advisory booklet. U nless posted with an 'Area Closed' sign, bank fishing is permitted throughout the Refuge in accordance with Minnesota State Regulations. Boats are not allowed on Refuge waters except for waterfowl hunting and trapping. No motorized boats. F ishing on the Refuge is allowed daylight hours only, except bank fishing on the Minnesota River is permitted 24 hours daily. Boat launches and direct access points to the Minnesota River are also open for fishing and boating access 24 hours a day.

Modern technology, such as e-mail and the Internet, allows employees to be productive members of the workforce without leaving their homes! The option of "telecommuting" is particularly valuable for women with young children or those caring for elderly parents. Using technology to work at home gives these Americans the chance to earn a living and have a fulfilling career while remaining at home with their children or elderly parents. Telecommuting also makes it easier for citizens with disabilities to become productive members of the job market. Any federal requirements holding employers liable for the conditions of a home office may well cause some employers to forbid their employees from telecommuting, thus shutting millions of mothers, persons caring for elderly parents, and disabled citizens out of the workforce!
Federal polices discouraging telecommuting will harm the environment by forcing American workers out of their home and onto America's already overcrowded roads. It is ironic that an administration, which has claimed that "protecting the environment" is one of its top priorities, would even consider policies that could undermine a market-created means of protecting the environment. Employers who continue to allow their employees to telecommute will be forced by any OSHA regulations on home offices to inspect their employees' homes to ensure they are in compliance with any and all applicable OSHA regulations. This is a massive invasion of employees' privacy. What employee would want their boss snooping around their living room, den, or bedroom to make sure their "home-based worksite" was OSHA compliant?

PART B FINAL REGULATIONS - GENERAL STATE AND DISTRICT-WIDE ASSESSMENTS
The following information on the final IDEA regulations and implementation deadlines issued in the spring of last year has been provided by the U. S. Department of Education.
IDEA '97 Provisions on General Assessments
The statutory provisions on general State and district-wide assessments from the IDEA Amendments of 1997 have been incorporated, essentially verbatim, into the final Part B regulations. These provisions require that the State must have on file with the Secretary information to demonstrate that:
  • Children with disabilities are included in general State and district-wide assessment programs, with appropriate accommodations and modifications in administration, if necessary; and As appropriate, the State or LEA -
  • develops guidelines for the participation of children with disabilities in alternate assessments for those children who cannot participate in State and district-wide assessment programs; develops alternate assessments; and

    Federal Pell Grant
    The Federal Pell Grant is gift money available to those eligible students who do not have a bachelor's degree. For those students who are eligible, it should be the first form of financial aid investigated. In order to determine eligibility the Free Application for Federal Student Aid (FAFSA) should be completed and mailed for processing. At your request, the processor will forward that information to the U.S. Department of Education, which determines final eligibility. This should be done before applications for student loans are made. Federal Pell Grant amounts are determined by the Federal Government. Federal Supplemental Educational Opportunity Grants (FSEOG)
    FSEOG is a campus-based award of federal gift money given to eligible students. To qualify for this award, a student must be eligible for a Federal Pell Grant and still have additional financial need. Forms to apply for this grant will be included in the Northwestern Health Sciences University Financial Aid packet which is sent out to the student.
