President Clinton's Call to Action for American Education in the 21st Century
Public School Choice and Accountability in Public Education
O ne size does not fit all in American education. All students and their families need to be able to choose a public school that meets their needs, and schools must be given more flexibility in return for greater accountability to parents and the public for high standards. Public school choice and public charter schools are especially promising strategies for expanding options and accountability in public education.
Public School Choice
  • States and school districts should provide public school choice plans that give every parent the ability to choose their child's public school. States and communities can provide parents with their choice of school within a district, state, or even of smaller schools-within-schools at their neighborhood public school. Local and state boards of education can encourage and support the development of charter schools, magnet schools and other choice strategies and undertake careful reviews of charter proposals to be sure they are of the highest quality. The President has challenged states to provide parents with more choice in their children's public education, and states and communities have been responding.
  • Provide report cards on every school.

Vermont Mercury Statutes and Regulations
Introduction
The Vermont Legislature passed a law in 1998 to regulate the sale and disposal of mercury-added products. Vermont law requires certain categories of mercury-added products to be labeled prior to "sale for use" in the state of Vermont. The law also bans the landfill disposal of labeled mercury-added products.
Vermont Mercury Statutes
The following Vermont Statutes relate specifically to mercury. For a complete listing of Vermont statutes, visit Vermont Statutes On-Line at www.leg.state.vt.us/statutes/statutes.htm
Vermont Mercury Management Rules
The following rules were incorporated into the Vermont Solid Waste Management Rules to implement Vermont's mercury-added products law.
Pending Mercury Legislation in Vermont

70. Charter Schools Are Surging Ahead As A Reform Movement. More Than
on freedom from collective bargaining and regulations, one stumbling for the US Department of education to develop and the University of minnesota, which are
http://www.ewa.org/offers/publications/reform.htm
Charter schools are surging ahead as a reform movement. More than half the states now have legislation allowing charter schools and the number opening has tripled in the last two years. The enthusiasm could wane in the next few years and the number of charter schools dwindle or never amount to a sizeable movement. But the more pressing questions are how much autonomy they have and how accountable and effective they are. Charter schools first emerged when the state legislature in Minnesota passed a law allowing them in 1991. Charter schools are public and nonsectarian. They cannot ban any child from attending and they cannot charge tuition. For some charter schools in states with older laws, a reckoning is looming since five years is the most common deadline for renewal. One of the biggest issues that states will have to examine is the accountability required in exchange for the autonomy granted to charter schools. States with expansive laws, like Michigan and Arizona, cut the red tape and allow charter schools a lot of leeway. States with restrictive laws, like Hawaii and Rhode Island, discourage applicants because of all the hoops they must jump through to get a permit. In such states, charter schools have to apply for waivers from regulations and they must abide by collective bargaining agreements and are considered legally dependent on school districts. A study commissioned by the U.S. Department of Education shows that states with restrictive laws have fewer charter schools than states with more expansive ones. Hawaii had only two schools, compared to the 103 listed for Arizona in the federal report, although both passed laws in 1994. The ratio of half expansive and half restrictive laws has remained consistent since charter schools first emerged, says longtime charter school advocate Ted Kolderie.

Inflexible Regulations
Download PDF Government regulations, however, do not guarantee a child will be well served. By their nature, government regulations fail to account for individual differences and may be unevenly enforced. They can also create unintended, adverse consequences resulting in harm to students and/or higher costs. According to Ellyn Lerner, president of Kids 1, Inc., "Regulations governing class size, related services, the IEP process, and facilities requirements all contribute to higher costs without necessarily improving education for students." She estimates that the High Roads Schools, where publicly funded tuition averages $18,900 per-pupil, could successfully educate the same child for $12,000 if it were freed from some regulations.

75. State Laws And Regulations
to reform their education system, the a perspective on homeschooling, laws, and regulations.
http://www.home-ed-magazine.com/HSRSC/hsrsc_lws.rgs.html
PLEASE READ
BEFORE GOING FURTHER
The HEM staff has been considering pulling these listings. The main reason is that as homeschooling becomes more widely accepted, and as states are scrambling to reform their education system, the situation becomes more complex. This makes overviews, listings and rankings less valid. We have, however, decided to keep these listings in place because they carry, at a minimum, a link to your state government. Additionally we hope reading cited code and at least one homeschooler's interpretation will help start to demystify legislation and encourage you to investigate further. When talking to new homeschoolers we often hear concerns about the law. Is homeschooling legal? Who do I have to notify? What do I have to teach? While the legalities are a concern that should not be ignored, neither should our response be automatic and not thought out carefully.
There is no single source, no one true homeschooling authority. We all own the responsibility to think through laws and regulations on homeschooling. Of course you'll find those who disagree - an entire industry has grown up around the fact that there are differences of opinion on homeschooling's legal matters. What we offer here are overviews of laws and regulations compiled by knowledgeable homeschoolers. These files are not legal advice nor the final word on the subject. They are simply a starting point. To maintain our freedom to homeschool we will each need to go far beyond any convenient compilation or synopsis. We need to continue to do our own learning, lead our own research, and decide on our own actions.

The University Committee on Human Subjects (UCHS) is making a number of immediate and long-term adjustments to comply with these new regulations. One regulation affects the submission of proposals to the National Institutes of Health beginning October 1, 2000. The other is a proposal to mandate education in the responsible conduct of research. The PHS is proposing that all staff engaged in research or research training with PHS support successfully complete a program of instruction in the responsible conduct of research, including treatment of human subjects. The PHS proposal would require a significant institutional commitment. It is strongly recommended that the program of instruction apply to all individuals engaged in research at the institution, including those supported by institutional, private, or other non-PHS sources of support.
