Currently the board does not have formal sponsor registration requirements. As of July 1, 2004, all cpe must be taken from sponsors registered with NASBA and all self-study courses must be taken from NASBA-QAS sponsors . PES is registered with NASBA and NASBA-QAS and we have issued credits in Minnesota since 1992 with no problems.
License Renewal Information:

• 120 hours of CPE every 3 yrs (this is a "rolling calendar" - meaning that every June 30th, the licensee must show that they have completed 120 hours of CPE during the previous three fiscal years.)
First reporting date for this ethics requirement is 6/30/2006. PES course

Overview
This ECS StateNote examines policies dealing with charter school autonomy across the states and answers the following questions: Are the state’s standards and assessments applied to charter schools? Are there any restrictions on a charter school’s budgetary authority? What rules are waived for charter schools?
Summary
Thirty-nine states, the District of Columbia and Puerto Rico apply state standards and assessments to charter schools. Twenty-three states do not place any restrictions on a charter school’s budgetary authority. Eight states, the District of Columbia and Puerto Rico place restrictions on a charter school’s budgetary authority. In six states, restrictions, if any, on a charter school’s budgetary authority are specified in the charter. Restrictions on budgetary authority in two states, Massachusetts and Texas, depend on the type of charter school. In 22 states, the District of Columbia and Puerto Rico, charter schools receive an automatic waiver from most state and school district education laws, regulations and policies. In five states

Washington, DC, February 17, 2004 The Council of Chief State School Officers (CCSSO) announces the members of its newly created Task Force on Special Education. This task force has been assembled in an effort to better understand the implications of federal regulations and other legislation aimed at helping students with disabilities learn to their potential, namely the Individuals with Disabilities Act (IDEA) and No Child Left Behind (NCLB). “Educators in every state in our nation want to improve the learning outcomes for student with disabilities,” said Terry Bergeson, Washington State’s Superintendent of Public Instruction and chair of the CCSSO Task Force. “We must take advantage of this opportunity to move away from our heavy emphasis on compliance to a stronger focus on higher learning and achievement levels for all students with special needs.”

Final regulations for the Individuals with Disabilities Education Act (IDEA), which Congress reauthorized in 1997, were published by the U.S. Department of Education in March. The final regulations were released later than originally expected because Department staff considered nearly 6,000 comments on the proposed regulations. The reauthorized IDEA seeks to improve the education results for children with disabilities. It goes beyond simply assuring access to public education to focusing on high academic expectation for children with disabilities. Eligibility criteria Attention Deficit Disorder and Attention Deficit Hyperactivity Disorder have been added to the list of conditions that could make a child eligible for special education services under the "other health impaired" category. Children may be eligible for special education, even if they are progressing from grade to grade. Previously, some schools considered children not to be eligible for services because they passed to the next grade. Children cannot be determined eligible for services based solely on limited English proficiency or lack of instruction in reading or math.

In addition to Multicultural Gender-Fair (called Inclusive Ed rule or Diversity rule, MN has a companion Title IX piece of legislation (M.S. 126.21) that pertains only to athletics. K-12 interscholastic athletics state requirements have been in place since shortly after the passage of Title IX. Charter Schools: An Approach for Rural Education? ERIC Digest.
Charter schools have emerged in the 1990s as a prominent and controversial school reform idea. This Digest describes characteristics of charter schools, outlines some tentative research findings, discusses advantages and shortcomings, and summarizes challenges rural communities might face in starting such a school.
WHAT WE HAVE LEARNED ABOUT CHARTER SCHOOLS
In some ways, charter schools are traditional and tap historic rural roots of public education. They give parents, students, and educators public school alternatives based on the idea that competition will bring educational innovations (Thomas, 1996). But there is potential for controversy, especially in poor rural communities with limited financial and educational resources to support additional schools. Since Minnesota passed the first charter school law in 1991, 32 other states and the District of Columbia have passed similar legislation (Hirsch, 1998). The Center for Education Reform (1998) estimated 1,129 charter schools existed nationwide in September 1998. Most schools were in the South and West. Half were in three states: Arizona, California, and Michigan. Almost another quarter were in four other states: Colorado, Florida, North Carolina, and Texas. While the number of charter schools has increased rapidly since 1991, these schools represented only about 0.5% of public school students in charter states during the 1996-1997 school year (RPP International, 1998). It is unclear how many were in rural areas.

WHAT THE IDEA REGULATIONS SAY ABOUT DISCIPLINE
The long-awaited final regulations for the Individuals with Disabilities Act Amendments of 1997 were released to the public in March of 1999. The Department of Education acknowledged that part of the delay in release of the regulations was its attempt to clarify many of the misinterpretations and misinformation about what the law actually says, particularly regarding the discipline provisions. Senators Frist and Ashcroft are basing their amendment on this misinformation. The Final Regulations make important changes to both the prior (PL: 94-142) and current regulations in many areas, including discipline. The new regulations also provide the guidance and clarification needed to effectively implement the new statutory provisions; and further assist local and state education agencies in the development of policies and procedures to ensure the effective implementation of the law and regulations. The new discipline provisions in the regulations: 1) give more flexibility to school districts for disciplining students with disabilities;
