Interview with Jan Witthuhn, Associate Superintendent, Research and Development, Minneapolis Public Schools The ultimate goal of restructuring and site-based management in the Minneapolis Public Schools is to improve student performance. Research shows that having strong family involvement correlates with increased student performance. Research also points out that if more people are involved in decision-making and planning programs, the more effective these efforts will be. In August 1988, when Robert Ferrara became superintendent, there was a focus on analyzing student performance data in new ways. This focus contributed to the movementtoward site-based management. In 1988-89, many teachers and principals in primary grades wanted more developmentally appropriate assessment and wanted the freedom to make decisions about instruction and assessment. Their requests also added to the impetus for site-based management. In September 1990, the Panasonic Foundation facilitated a meeting between the superintendent and the board of education that resulted in the school district's commitment to use site-based management to improve student outcomes. In July 1991, the board approved a "Statement of Direction and Goals for Comprehensive Restructuring" that solidified that commitment. In February 1992, the board accepted the district's current site-based management policy. The Minneapolis Federation of Teachers was a positive force for site-based management and pushed for joint discussions with the district and the administrator's union.

Frequently Asked Questions Links to Animal Sites Care of Classroom Pets Animals are used in science for many purposes. We study animals to learn about the animals themselves, and to learn about ourselves. The results of these studies are better health and well-being for both humans and animals. We may study animals by observation, or through experimentation, using the Scientific Method . Animals are used as models of a disease to find out which drugs are safe and effective against a disease. They are also used as a model of normal reactions to substances that may be harmful if ingested or contacted, so that we can use consumer products safely. Finally, animals are used to teach budding scientists and doctors how the body works. Animals used for these purposes are treated humanely. Several Federal agencies have established guidelines for humane care and use, and institutions using animals have their own set of rules and regulations, all geared toward minimizing discomfort to the animals, and ensuring that alternatives to animals are used whenever possible. Dear Ms. Gomez:
This is in response to the State of Minnesota’s March 8, 2004 request for a waiver of the definition of eligible foods at 7 CFR 271.2 of the Food Stamp Program regulations. The waiver would have prohibited the purchase of candy and soft drinks that are taxed under State law with food stamp benefits.
We are denying the State’s waiver request for the reasons specified in the attached Waiver Response Outline.
We applaud the State for recognizing the importance of healthy eating by food stamp recipients. However, we believe that supporting healthier food choices through nutrition education and promotion is preferable to the proposed mandate. We are committed to working with the State to develop new approaches to improving nutrition levels of food stamp recipients.

Course Registration
Current graduate students may register the first day of pre-registration for any term. Telephone and web registration is available. For evening, off-campus, and any special session courses students may register at the first class meeting. Class schedules and descriptions of the registration procedures for any semester may be secured from the Registrar's Office one week prior to pre-registration for that semester. Opportunities for advance registration for returning graduate students may be made available according to schedules and procedures specified by the Registrar. Registration must be completed and all tuition and fees must be paid to the Business Office before published deadlines in order to avoid assessment of late registration fees. Return to Top of Page
Course Load
The normal course load is 12 credits. Eight (8) credits of enrollment are required for full-time status for students receiving financial aid, including the graduate assistant or work-study awards. The normal load in each summer session is 6 credits. Permission of the appropriate College Dean is required for registration in excess of 15 credits in any academic term. Return to Top of Page
Graduate Courses
Courses at the 600 and 700 level are offered for graduate credit only. Courses offered at the 600 level are open to graduate students or to undergraduate seniors who meet specific requirements. Courses at the 500 level may be counted toward a graduate degree; these courses are also offered as 400 level courses for undergraduates. Graduate students are expected to perform on a qualitatively higher level than the undergraduates in 500 level courses; normally, additional requirements are made in these courses for graduate students. At least one half of the credits meeting the degree requirement must be in 600 or 700 level courses (exclusive of thesis or starred paper).

St. Paul, Minnesota 55101 Re: OCR #05974018 Dear Ms. Wain: In reaching determinations on the complainant's allegations, OCR reviewed and analyzed documents pertinent to the issues of the complaint. OCR also conducted interviews with the complainant and a representative of the MDCFL. In addition, in February 1996, in OCR #05964011, a complaint with similar allegations was filed against the Board concerning the PPST. Pertinent information obtained by OCR with regard to its investigation of #05964011 was used in reaching determinations on the instant complaint, including an interview OCR conducted with representatives of Educational Testing Services (ETS) concerning the PPST. As a result of our investigation, OCR has made the following determinations.
  • The complainant provided documentation of his disability, including a letter dated January 21, 1994, from his physician stating that he has a learning disability (dyslexia) and a letter date-stamped February 14, 1994, stating that he should be provided with test-taking accommodations, as follows: "1) "reader with extended time to read test questions [;] 2) scribe with extended time to assist him with essay questions." The complainant also provided a copy of an October 10, 1991, professional evaluation of his disability. OCR has determined that the complainant has a disability which substantially limits a major life activity, namely, learning.

U.S. Secretary of Education Rod Paige found more fans in this group of Minneapolis children than he did among adults during a visit to shore up support for the No Child Left Behind Law. (MPR Photo/Laura McCallum) U.S. Education Secretary Rod Paige visited Minnesota on Thursday, the second time in two months he's come to the state to promote the federal No Child Left Behind Law. Paige says the federal government is trying to respond to states' concerns about the law. His comments didn't satisfy some teachers and school officials, who say the law is causing many problems for schools.
