Welcome! The Perpich Center for Arts Education is a state agency unlike any other. It is charged by the Minnesota Legislature to bring the arts into all K-12 education. Its mission is innovative public education, centered in the arts.   • Between 10 and 18 months, emotional and self-control connections are wired. The brain circuits that process sounds are wired by age 1. The brain circuits for math and logic are wired by age 4. Unless they are used, brain cells are eliminated. Connections that are never or seldom used wither and fade away. They can never be replaced. The window of opportunity for fully developing intelligence is open from age to 3. Babies whose moms, dads, or other caregivers read to them, talk to them, and play with them will be brighter, do better in school, and get along better with other people. Babies who are abused learn to anticipate danger anxiously; their hearts race and their stress hormones surge when the smallest threat is perceived. These reactions set the stage for stress-related illnesses later in life.

Prescription For A Healthy Baby
The Minnesota Medical Association's Prescription For A Healthy Baby campaign encourages parents of babies and toddlers to seek parent education and support programs. Information stresses the impact on brain development of the first three years of life on intelligence, health and behavior. MMA physicians believe that parent education classes are an effective way to help parents learn easy, fun ways to stimulate their babies, to learn non-violence discipline techniques, and to support parents in a difficult job. The campaign won the Minnesota Society of Association Executives award for best communications campaign of 1997. The following materials are available for physician and their patients:
  • Yellow prescription pad tent cards (pictured, right) with the heading, " Prescription for a Healthy Baby ." Patients may tear off prescriptions, which list phone numbers for the two major statewide parent education provided, Early Childhood Family Education (ECFE) and MELD (formerly Early Learning Design).
