Minnesota Minnesota Receives $17.3 Million in Reading Grant Funds
State slated to receive an estimated $59.1 million in Reading First funds over six years FOR RELEASE:
September 22, 2003 Contact: Elaine Quesinberry
MINNEAPOLIS The U.S. Department of Education today announced that the state of Minnesota will receive $17.3 million in federal reading grant funds to improve reading achievement using scientifically proven instruction methods. In total, over six years, Minnesota is set to receive $59.1 million in Reading First funds, subject to the state's successful implementation and congressional appropriations. On behalf of Secretary of Education Rod Paige, Department of Education General Counsel Brian Jones, made the announcement at Jefferson Elementary in Minneapolis. Gov. Tim Pawlenty and Minnesota Education Commissioner Cheri Yecke joined Jones for the announcement. The Reading First program is the centerpiece of President Bush's sweeping education reform law, the No Child Left Behind Act. Studies show that when children fail to learn how to read during their early school years, every aspect of school success is affected. Academic achievement can be enhanced through early diagnosis.

Frequently Asked Questions
General Topics
Telephone calls and email messages to the Minnesota State Council on Disability are often the first point of contact for inquiries on issues of disability. This is a general list of the questions most frequently asked.
Q: What programs or benefits are available to me because of my disability?
A: Individual programs and benefits are based on specific needs. Eligibility criteria can include disability, income levels, family status and numerous other factors.
Q: Is there a state program that provides financial assistance to people with disabilities who are out of work?
A: The State of Minnesota does not provide financial benefits that would replace lost income as the result of a short-term or long-term disability. Some employers provide short/long-term disability insurance as either an employer paid benefit or an employee paid option. You may be eligible for financial assistance through your county social services agency. http://www.state.mn.us/local/index.html#counties

Feedlots in Minnesota
The MPCA is the principal agency for regulating feedlots in Minnesota. In addition, 55 counties (as of February 2003) administer the program for feedlots under 1,000 animal units. A revised feedlot rule went into effect in October 2000. Livestock producers joined with environmental and government interests on the Feedlot Manure Management Advisory Committee to assist in the development of the new rule. It provides a framework for consistency and fairness in working to achieve environmental goals in balance with economic needs in Minnesota's animal agriculture. The MPCA has many fact sheets and technical guidance documents about manure management and storage, and can provide assistance over the phone. For more information or assistance, contact the Feedlot Helpline at the MPCA at 1-877-333-3508, or in the metro area at 651-296-7327.

General Education
General education is an essential component of a student's education. Woven throughout the curriculum, general education provides students with a foundation for lifelong learning.
General education refers to subject matter that is foundational in nature and contains general content that may apply to all disciplines of study. General education courses are designed to enhance and support technical studies. The general education categories are: communications, mathematics, natural science, social science, humanities and information literacy. In support of its general education philosophy, Southeast Tech has adopted the following goals for students:
  • Use the English language effectively to read, write, speak and listen critically Increase an understanding of science and technology Use systematic, critical, and creative processes to identify problems and make decisions Develop knowledge of self and a capability for self-direction and self-motivation Analyze and assess personal values and life goals that affect decision-making and relationships in a global community Understand the impact that prejudice and bias have on personal attitudes, behaviors, and physical and mental health

General Education Requirements
The general education program is the liberal arts part of your degree. This distinguishes a college degree from a career training program. It encourages broad educational experiences and provides the opportunity for students to explore their interests. Equaling about one-third of the total credits required for the baccalaureate degree, it provides for the development of transferable skills which apply to all career choices. Skills emphasized include communication, research methods, critical thinking and analyzing and synthesizing information. Students should expect their general education program to:
  • Contribute to their competency in university-level academic skills; Provide for exploration of subjects outside a student's major and minor and demonstrate the interrelatedness of traditional disciplines. Develop and extend their capacity for inquiry and critical judgment. Promote their involvement in the examination of human values. Afford a realistic appreciation of the lives of people from cultures and situations other than their own.

Box 524 Years of Operation: Minnesota HEALS (Hope, Education, and Law and Safety) is a unique public-private partnership that has developed a comprehensive violence reduction strategy. The program is characterized by corporate commitments and public agency collaborations to reduce violent crime. The catalyst for HEALS was Honeywell, Inc., which has a long history of active involvement in philanthropic activities. Honeywell reacted to a New York Times article that dubbed Minneapolis quot;Murderapolis," reflecting a sharp rise in homicides a jump from approximately 60 per year in 1994 to 97 in 1995 and 86 in 1996. With its world headquarters in one of the most crime-ridden neighborhoods in Minneapolis, Honeywell was concerned for the safety of its employees and property and for the quality of life in the surrounding neighborhood. Honeywell decided that in order to remain in the inner city, it had to do something about violent crime.
