In total, over six years, Minnesota is set to receive $59.1 million in Reading First funds, subject to the state's successful implementation and congressional appropriations. On behalf of Secretary of Education Rod Paige, Department of Education General Counsel Brian Jones, made the announcement at Jefferson Elementary in Minneapolis. Gov. The Reading First program is the centerpiece of President Bush's sweeping education reform law, the No Child Left Behind Act. In addition, 55 counties (as of February 2003) administer the program for feedlots under 1,000 animal units. A revised feedlot rule went into effect in October 2000. Livestock producers joined with environmental and government interests on the Feedlot Manure Management Advisory Committee to assist in the development of the new rule. It provides a framework for consistency and fairness in working to achieve environmental goals in balance with economic needs in Minnesota's animal agriculture.
