Housing Minnesota

Housing Minnesota is a growing collaboration of organizations working to create more affordable housing in Minnesota. Minnesota is in the midst of a serious affordable housing crisis with more than 40 percent of Minnesota renters not making enough money to afford an average two-bedroom apartment. These renters pay more than a third of their gross household income for rent, and often must go without food and medical care to keep their homes. Almost half of the jobs created in Greater Minnesota pay only enough to affordably rent a one-bedroom apartment. Because of exclusionary zoning, these apartments do not exist in many communities throughout the state. The campaign was designed both to raise awareness of who needs affordable housing and to promote involvement in affordable housing efforts.

Rallying for the State Library Agency in Minnesota
by Bill Asp Many in the Minnesota library community were shocked to learn on June 4 that six of nine staff working in library development, including Office of Library Development and Services (LDS) Director Joyce Swonger, had received lay-off notices effective June 28. Minnesota has had a state library agency since 1899, and while it was smaller than state library agencies in many other states it had consistently provided essential services to strengthen library services in Minnesota. The June cuts followed cuts in March, when the state library agency lost 4.5 FTE positions. At that time, library supporters argued that the March layoffs, resulting from Governor Ventura's cuts in state agency budgets, were disproportionate to cuts in other parts of the Department of Children, Families and Learning (CFL), the parent agency. With the devastating cuts in June, the Minnesota library community immediately began to rally in support of the state library agency. Again, it appeared that cuts to the state library agency were disproportionate. With the lay-off of the agency director, how could we still have a state library agency? Since the three remaining staff had been told that they would report to the Education Finance Manager, how could it be said that Minnesota had a state library agency? How could the three remaining staff carry out all of the statutory requirements in Minnesota law, including provision of consultant assistance and administration of grant programs? Would Minnesota remain eligible for Federal LSTA funds?

In the late 1980's and early 1990's, the Legislative Commission on Minnesota Resources (LCMR) struggled to prioritize an ever growing number of education-related proposals. In 1990 the commission convinced the Legislature to fund development of a new state plan for environmental education. The old environmental education act was amended, eliminating Minnesota Environmental Education Board (MEEB) and its regional councils and creating a new Environmental Education Advisory Board (EEAB). Using the input of the 1,500 or so people who contributed, the new board produced

Health Education Program
The health education program (116-132 total credits) prepares graduates to practice in various settings, including schools, community agencies, hospitals, and businesses. The functions of health educators in these settings are to assess, plan, implement, deliver, administer, and evaluate programs that seek to conserve or improve health and wellness. Students must select either the school health education or community health education concentration.
Admission Requirements
Students transferring from other colleges or academic units must have a minimum GPA of 2.00 to transfer into the college. Students seeking to transfer should contact the CEHSP Office of Student Affairs for procedural information. All students must apply for admission to upper division after completing the lower division program listed. It is recommended that students apply for upper division during the quarter in which 80 credits are completed.
Maintenance Standards
To continue as a health education major, students must make satisfactory academic progress and demonstrate acceptable professional performance in their field experiences.

US State Government Aid The Free Application for Federal Student Aid (FAFSA) is used to apply for most state loan, grant and scholarship programs, in addition to the federal loans and grants. When you submit the FAFSA to the US Department of Education, they forward the information on the form to the state student assistance agency. Each state has a different FAFSA submission deadline. If you submit your FAFSA by March 1, you will be in time for all state deadlines, other than Michigan. If you miss the deadline, you will be ineligible to receive state aid for the entire academic year. Procedures for applying for state prepaid tuition programs and the national guard differ from state to state. The amount of information provided on the state web sites varies from state to states. Some states provide comprehensive information about residency requirements, loan, grant, scholarship and prepaid tuition programs and other state aid programs. Others provide minimal information.
