The Minnesota Association of Townships is a voluntary membership organization representing 1,784 of Minnesota's 1,790 organized townships and nearly 9,000 elected township St. Lawrence Township Townhall officers. Over 901,000 people reside in Minnesota townships and many others recreate and own property in townships. It is not uncommon for townships to organize or dissolve over time causing the number of townships to change. Townships can organize from unorganized land (mostly in the Northern part of the state) while merging, annexation and incorporation into a city cause townships to dissolve. 1,802 is the most townships the state has ever had. The newest township is Crane Lake Township in St. Louis County - organized 6/18/02. The last township to dissolve was Rail Prairie in Morrison County on 1/1/03. Through the Council of Great Lakes Governors, the region is now setting the pace in the global marketplace and protecting the world's largest single source of fresh water. STATE CONTEXT FOR CHANGE MINNESOTA The Governor's office, various state agencies and the legislature are working together in a number of ways to develop a statewide plan for education and employment in Minnesota. While many good education, training, and employment programs currently operate m the state, there has been concern over the lack of a coherent state framework or plan. Governor Arne H. Carlson has launched a major initiative to address that void. In January 1993, he devoted his entire State of the State address to issues of children and youth. He proposed abolishing the existing Department of Education and creating a new Department of Children and Education Services. The new department would serve children from birth through entrance into the workforce. The department would include a. Career Preparation Division that would oversee the establishment of a statewide system of youth apprenticeship; provide aggressive tracking of employment trends, particularly high-skill job opportunities; provide enhanced career guidance to young people and their parents, and assist young people in making the transition from school to work. The Minnesota Legislature is considering his proposals. The governor's initiative grew out of the work of several groups: Minnesota Technology, which has spearheaded planning activities for youth apprenticeship in the state; a legislative Task Force on Education and Employment Transitions, and an informal governor's work group composed of selected agency heads, post-secondary education systems, industry executives, governor's office staff, and others.
