The Minnesota Association of Townships is a voluntary membership organization representing 1,784 of Minnesota's 1,790 organized townships and nearly 9,000 elected township St. Lawrence Township Townhall officers. Over 901,000 people reside in Minnesota townships and many others recreate and own property in townships. It is not uncommon for townships to organize or dissolve over time causing the number of townships to change. Townships can organize from unorganized land (mostly in the Northern part of the state) while merging, annexation and incorporation into a city cause townships to dissolve. 1,802 is the most townships the state has ever had. The newest township is Crane Lake Township in St. Louis County - organized 6/18/02. The last township to dissolve was Rail Prairie in Morrison County on 1/1/03. As the association for townships, we provide education, training and technical services to township officers and represent townships before the state legislature and state agencies.

Through the Council of Great Lakes Governors, the region is now setting the pace in the global marketplace and protecting the world's largest single source of fresh water. STATE CONTEXT FOR CHANGE MINNESOTA The Governor's office, various state agencies and the legislature are working together in a number of ways to develop a statewide plan for education and employment in Minnesota. While many good education, training, and employment programs currently operate m the state, there has been concern over the lack of a coherent state framework or plan. Governor Arne H. Carlson has launched a major initiative to address that void. In January 1993, he devoted his entire State of the State address to issues of children and youth. He proposed abolishing the existing Department of Education and creating a new Department of Children and Education Services. The new department would serve children from birth through entrance into the workforce. The department would include a. Career Preparation Division that would oversee the establishment of a statewide system of youth apprenticeship; provide aggressive tracking of employment trends, particularly high-skill job opportunities; provide enhanced career guidance to young people and their parents, and assist young people in making the transition from school to work. The Minnesota Legislature is considering his proposals. The governor's initiative grew out of the work of several groups: Minnesota Technology, which has spearheaded planning activities for youth apprenticeship in the state; a legislative Task Force on Education and Employment Transitions, and an informal governor's work group composed of selected agency heads, post-secondary education systems, industry executives, governor's office staff, and others.

PRESS RELEASE: CDF Action Council Legislative Update
FOR IMMEDIATE RELEASE: THURSDAY, JUNE 5, 2003 CONTACT: Toby Chaudhuri,202-662-3609 ONE MILLION MILITARY CHILDREN LEFT BEHIND BY MASSIVE NEW TAX PACKAGE Tax Cuts Abandon Military Families While Handing Millionaires Billions WASHINGTON - One million children living in military and veteran families are being denied child tax credit help by the recently enacted massive tax cut package tilted toward the rich, according to an analysis released today by the Children's Defense Fund. More than 260,000 of these children have parents on active military duty. House and Senate leaders at the last minute dropped a provision with the approval of the Bush Administration that would have provided military families with children an additional $151 on average per child. The new tax cut law provides each of America's 190,000 millionaires $93,500 on average. Children's Defense Fund President Marian Wright Edelman said it is profoundly unjust to ask our soldiers to defend our nation abroad while abandoning their children and families at home.

The 34th National Conference on Large-Scale Assessment moves to Boston this year. This marks the first time the conference has been held east of the Mississippi and what a location it is. The Boston area is the home of Plymouth Rock, Paul Revere’s ride, the Boston Tea Party, the solitude of Walden Pond and the shot heard round the world in Concord. An area steeped in history, home to a number of great universities, and more recently the site of the big dig, a colossal public works project that has transformed the city’s highways and tamed its traffic. A city that is now ready for the Democratic Convention in July and ready for us in June. The 2004 Conference is the conference with many themes. We celebrate the 40th Anniversary of NAEP. We tackle the tough challenges of No Child Left Behind. We gather to discuss and debate new ideas and issues in assessment and to examine new technologies that promise a better future.
