POSITION PAPER: The Minnesota School-To-Work Initiative and The Minnesota Graduation Standards Youth Development Committee, Governor's Workforce Development Council Purpose The Minnesota School-To-Work Initiative and the Minnesota Graduation Standards While both initiatives had been the dream of many individuals and discussed for years, Minnesota stated direct planning in 1993 with legislative action and funding. Both have been strengthened in each subsequent legislative session, and both have been designed with broad-based participation of business organizations, educators, students, and citizens throughout the state. Both initiatives have been guided with extensive local involvement and have been "tried out" in pilot projects through grants. Both initiatives are results-based rather than time-based. These initiatives insist on inclusion and success of "all" learners. These are education reform initiatives that will allow educational system changes. The High Standards provide an advanced and rigorous challenge in virtually all subject areas. Learners will demonstrate their achievement by completing a series of projects and exercises designed to show that they could apply their knowledge and skills to 10 learning areas. The areas in the Profile of Learning include: 1) Read, Listen and View; 2) Write and Speak; 3) Artistic Applications: 4) Mathematical Applications; 5) Inquiry; 6) Scientific Applications; 7) People and Cultures: 8) Decision-Making: 9) Resource Management; and 10) World Languages. These areas, with the application, task management, and critical/creative thinking skills are necessary to complete the performance assessments required by the high standards.

This year, 2004, is no exception. Minnesota is estimated to increase it's population by 70,000 people. In 2003, the United States Department of State decided that they would allow resettlement of the Hmong refugees that live in the Wat Tham Krabok in Thailand. There are an estimated 15,000 refugees who live at this site. Minnesota is ranked second in the nation (45,443) of total Hmong population. The city of Saint Paul is ranked first (26,509) in the nation of total Hmong population. This created a unique situation here in Minnesota. Due to the large number of Hmong families that live in Minnesota and because Minnesota is a "family reunification state" (this means only refugees who have family relatives who live in MN can sponsor them to come live in MN), there was a probability that many of the refugees who lived in Thailand would end up here in Minnesota.
