Viewpoint on Public Issues, The Mackinac Center , October 6, 1997 Forgotten children. Troubled youth. Learning disabled. Students with special needs. Whatever the euphemism, these are children who are often not well served in the conventional public school setting. At the same time, many people think that these students can not be served well by the private sector either, but nothing could be further from the truth. It is time to lay to rest the myth that private schools are elitist institutions that "skim the cream" and leave all the toughest kids to the public schools. The private sector, including private sectarian schools, religious schools, nonpublic agencies, and home schools, offers a wide variety of education programs for this difficult-to-educate population. When public schools or agencies cannot serve a particular student, they sometimes contract with a private sector group to do the job. The Directory for Exceptional Children lists roughly 3,000 special education schools and facilities in the private sector nationwide. Their costs of educating a student vary widely, depending in large part on the nature of the disability category served, and may also include the cost of medical care and transportation. Examples include Sobriety High in Edina, Minnesota, which educates 9th through 12th grade students in recovery from chemical dependency. The famed Boys Town, based in Nebraska, directly cares for more than 27,000 boys and girls annually in fourteen states and the District of Columbia. The Helicon Shelter Education Program, a division of Children’s Comprehensive Services, provides certified teachers, materials, curriculum, and academic recordkeeping on site at 27 emergency foster care shelters throughout Tennessee.

American Federation of Teachers. (1996). Charter school laws: Do they measure up? Washington, DC: Author.
    Based on the AFT criteria for effective charter legislation, this report analyzes the legislation in 25 states. These criteria reflect accessibility to all students, high academic standards, standardized methods for assessing student performance, collective bargaining agreements for staff, certification of teachers, approval of local school districts, and reporting requirements. None of the state laws met all of the criteria. Although special education was not identified as a particular point of analysis, it was addressed in several of the criteria. For example, effective legislation should start with explicit language that ensures participation of all public school students. Schools that target students on the basis of academic or athletic ability are risking discrimination against students with disabilities. Likewise, schools that recruit "at-risk" students are not inclusive if the definition of "at-risk" is vague. Strategies for assessing student performance need to be adapted to reflect the unique learning styles and curricular needs of students with disabilities. School reporting should include student demographics that reflect the special needs of its students.

As of July 1, 2003, funding for the MCSHN Treatment and Evaluation programs has been eliminated (the beginning of the state fiscal year). MCSHN staff will continue to be available through the Information and Referral Line to provide assistance identifying and locating resources for children with special health needs. The Information and Referral Line is available Monday through Friday 8 a.m. to 4:30 p.m. at 651-215-8956 or 1-800-728-5420. Information and Referral - The MCSHN Information and Assistance Line can link you with agencies in your area that provide the services you need. Early Childhood Services: A Directory of Services Available to Children With Disabilities in Minnesota provides information on resources that may help families, providers and others working with children with special health needs or disabilities. It is arranged with general resource descriptions up front, specific local resources listed by the county or reservation the child lives in and by the school district the child would attend. The first phone number families may want to call is their own Local Early Intervention Contacts.
