Date of Defense Availability mixed Abstract Since 1991, charter schools have become a popular school choice option. Charter schools are independent public schools free from most state regulations in exchange for a written contract specifying that certain results will be obtained. Charter school accountability depends on both the specific charter school law and the agreement that has been struck between the sponsoring agency and the individual charter school. This study explores the patterns of practice in the accountability processes used by multiple sponsoring agencies in Minnesota. Minnesota's charter school law allows local school districts, post-secondary institutions, and the state education agency to sponsor charter schools. One central overarching question was addressed in this study: How do the micro accountability systems of multiple sponsoring agencies within Minnesota compare? In addition, several subquestions provided the framework for the research:

Several charters help Winona families carry out their wise desire to send their children to small, personalized elementary schools close to home. Research on the value of small schools is overwhelming, in terms of achievement, attendance, behavior, and support from educators, families and students. As the Center for School Change notes in our report, "Smaller, Safer, Saner Successful Schools," evidence about the value of small schools has been "confirmed with a clarity and level of confidence rare in the annals of education research." Looking at Charter School Legislation:
State-By State Analysis MINNESOTA Minnesota meets most of the AFT criteria but lacks reporting requirements. Admissions policies:
Charter school admission can be limited by age or grade and students eligible to participate in the high school graduate incentives program. It can also be limited to specific geographic areas, where the percentage of the population of non-Caucasian people in the area is greater than the percentage of the non-Caucasian population in the congressional district in which the geographic area is located, as long as the school reflects the racial and ethnic diversity of the area. The school must enroll eligible pupils who submit a timely application, and if too many students apply they will be selected by lot. A school may not limit admissions on intellectual ability, measures of achievement or aptitude, or athletic ability, but targeting of at-risk population is encouraged. State standards apply: Yes. Charters must design programs to at least meet the outcomes adopted by the state board of education. In the absence of state board requirements, the school must meet the outcomes contained in the contract with the sponsor. Achievement levels of the outcomes contained in the contract may exceed the achievement level of any outcomes adopted by the state board.

Charter school
In the U.S , a charter school is a school that is created via a legal charter . Usually (a) they are created with with an express purpose or philosophy and (b) typically they are controlled in-house and not controlled by the local school district . Laws governing them vary from state to state. Charter schools are an American school idea that allows publicly funded schools to act and operate like private schools. The theory is that competition from charter schools will force the other public schools to perform better. Charter schools are commonly founded as magnet schools, or as schools for at-risk kids or those with special educational needs. Critics of charter schools as magnets claim they syphon off the best students and leave the public schools worse off. The National Education Association , the largest union of teachers, supports charter schools, so long as they have "the same standards of accountability and access as other public schools."

December 1997 The District of Columbia and 27 states have enacted charter school legislation. Approximately 500 charter schools are in operation. Several charters have been revoked due to financial mismanagement. Recent reports reflect:
  • Minority students are well represented in charter schools.
  • On average, charter schools have a lower proportion of students with disabilities.
  • On average, charter schools have a lower proportion of Limited English Proficient students.
  • On average, charter schools enroll approximately the same proportion of low-income students as other public schools.
  • It is still too early to determine the educational effectiveness of charter schools.
Three charter school bills have been introduced in the New York State legislature. Current reform vehicles in New York State include CR100.11, Variances, and 21st Century School Legislation.
