NEW COLORADO EDUCATION LAWS IMPACT CHARTER SCHOOL AUTHORIZATION.
The Colorado State Board of Education will have the power to approve charter schools under a new bill signed into law by Gov. Bill Owens. Under the new charter program, charter school organizers will be able to bypass local school districts that reject or refuse to hear requests to set up charter schools. The law, created in response to several districts where local boards have restricted new charter schools, also creates a charter school institute as an agency of the state department of education. Two additional laws were also approved concerning charter schools. One requires greater accountability for charter schools and their authorizing districts, while the other creates a system for monitoring student academic progress over time.

The Repeal of the Profile of Learning
EdWatch founder Renee Doyle shreds the Profile of Learning, May 22, 2003. (Photo: MN EdReform News) The Minnesota Senate passed the repeal 64 to 3, with only Sen. Satveer Chaudhary (DFL-Fridley), Sen. Mee Moua (DFL-St. Paul), and longtime Profile advocate Sen. Larry Pogemiller (DFL-Minneapolis), voting no. The bill was passed by the House 125 to 9, that body's fifth annual repeal of the discredited grad standards. Governor Tim Pawlenty kept a centerpiece campaign promise by signing the repeal into law on May 21. Activists, led by EdWatch (formerly Maple River Education Coalition), shredded the Profile in effigy in the rotunda of the State Capitol.

In one fell swoop, the Pawlenty administration drastically cut the Scrabble value and refocused the mission of one state agency, from the Department of Children, Families, and Learning to the Department of Education.

Why Should We Keep Good New Learning Programs Out of Minnesota? Ted Kolderie February, 1998 The effort to shut off the charter schools' use of a for-profit contractor is turning out to be an important test of the state's strategy for K-12 education in Minnesota. The dynamics this contracting creates will be very helpful to the state in its effort to improve schools and student performance. But, not surprisingly, such dynamics are resisted. A bit of background on the controversy may be in order. Some charter schools (all of which are organized as Chapter 317 non-profits) have had contracts with for-profit organizations for some time in Minnesota. Some of these contracts have been for particular services, such as accounting or data reporting. But some have been for the learning program or for the general operation of the school. The Family Learning Center uses Designs for Learning, which is Wayne Jennings' business. The New Country School in LeSueur has a contract with EdVisions , set up by the teachers as a Chapter 308 organization, a cooperative. Co-ops are not non-profit organizations: They do aim to make money for their members; they simply do not have outside owners'. None of these arrangements has seemed a problem. What triggered the effort to restrict such contracting was the action by the board of education in Duluth last fall to approve a charter for a K-8 elementary school t now open, with about 500 students) that would contract with The Edison Project. Edison is national, corporate in form, and has substantial investor financing for a learning program that is researched-based and has proved attractive to parents. The board and superintendent had looked all around the country for the best new learning program to bring in to Duluth. That might seem like exactly what a board and superintendent is supposed to do. But that is what kicked off the present controversy.

I n the first of three planned forums on education policy reform, the House K-12 Education Finance Committee today takes up the problem of teacher shortages and how to restructure contracts, compensation packages and career path incentives for educators. "I don't have any preconceived ideas about what I'm going to do, or what might come out of this," said the committee chair, Rep. Alice Seagren, R-Bloomington. "But we're hoping to have a frank and open discussion and we'll be looking to see if there are any policy changes that we might want to explore in the future." Citing a recent state report on impending statewide teacher shortages, Seagren said Minnesota schools will be short some 5,000 teaching positions in the 2000-2001 school year. The report, prepared by the Department of Children, Families and Learning, also suggests that school districts will need to replace more than 24,000 teachers by 2004. "Frankly, that's a fairly alarming shortage," Seagren said, "particularly in areas like math, science, special education and industrial technology."

MSU Home Community Counseling Frequently Asked Questions Master of Science: Professional Community Counseling Professional Credentials and Licensure Graduation from an Accredited Program National Certification The National Board of Certified Counselors (NBCC) offers an examination for national certification as a counselor (NCC, or National Certified Counselor). Because the MSU program is CACREP accredited, NBCC allows MSU graduation candidates to take the examination during their graduation year. The examination is offered on the MSU campus each spring. The NCC examination is used by a number of states for licensure, so it can also streamline the licensure application process. State Licensure: Minnesota For a number of years, efforts have been made to pass a licensure law in Minnesota. However, Minnesota currently is one of two states in the United States without a licensure law specifically for professional community counselors. For now, professional community counselors in Minnesota can either choose to work under professional supervision of another state licensed mental health professional or seek licensure in a related mental health area, such as marriage and family therapy or chemical dependency counseling.

In too many of our nation's schools, arts education programs have been reduced or eliminated due to budget cuts and inadequate funding. Access to the few exemplary programs that exist is often uneven and influenced by differences in class, neighborhood, and educational policy. Ironically, these discouraging conditions coexist with a growing recognition that art is a powerful teacher. As Charles Fowler explains in a 1994 article in Educational Leadership - Charles Fowler, "Strong Arts, Strong Schools" in Educational Leadership , November 1994 In an effort to put the spotlight on arts education, the Challenge supports three separate arts education projects. Minnesota Arts A $3.2 million, two-for-one matching grant supports the Arts for Academic Achievement, a partnership of the Minnesota Center for Arts Education (MCAE) and the Minneapolis Public Schools (MPS). One of the few districts in the country to include the arts as part of the core curriculum, MPS is working with MCAE to assure that all students reach or surpass the new content standards and to use the arts as a means to further reform. The approach calls for revamping the individual arts disciplines as well as integrating the arts into other curricula through partnerships between schools and arts organizations, businesses, or community groups. The initiative builds upon several strong foundation blocks - partnerships already at work in Minneapolis, including Partners: Arts and Schools for Students (PASS) and the original eleven schools in the Minnesota Arts and Education Partnership.

Competition driving up superintendents' salaries
It's not just big-city school systems that are feeling the superintendent shortage, says Paul Houston, executive director of the American Association of School Administrators. The supply of superintendent candidates overall has been shrinking for some years.
