FAX: (302) 857-7359 ARMY ROTC PROGRAM The Four-Year Program Students at Delaware State University, through a Cross-Enrollment Agreement with the University of Delaware, have the opportunity to earn a commission as a Second Lieutenant in the U.S. Army upon completion of the military science program and baccalaureate degree requirements. The four-year program consists of the completion of eight semester courses, totaling 12 credits, and one summer encampment. Courses at the 100 and 200 level are open electives to freshmen and sophomores. These courses are offered on the campus of Delaware State University. A military obligation is incurred only if the student contracts for commission during the last two years and receives pay. The Two-year Program The two-year program is designed to provide sophomores and juniors who have not completed the first two years of military science the opportunity to qualify for advanced ROTC and to obtain a commission. The student has at least two years of full-time academic status remaining to qualify. As a prerequisite, the student must complete a six-week summer basic camp. Students are paid while attending this camp. Military veterans generally qualify automatically for the two-year program. All Army ROTC courses are offered at Delaware State University.

Iraqi civilians are reportedly intending to bring charges in Belgium against U.S. General Tommy Franks for war crimes, possibly further straining ties with Washington after Brussels’ opposition to the war in Iraq.
Ten Iraqi civilians are planning to press war crimes charges against U.S. General Tommy Franks, the commander of the U.S.-led war in Iraq, the American newspaper the Washington Times reported. The Iraqis, allegedly eyewitnesses and victims of U.S. atrocities, hold coalition forces responsible for numerous crimes, including failing to prevent looting, firing on an ambulance, shooting and injuring Iraqi civilians, causing the deaths of scores of people by bombing a Baghdad marketplace and killing at least ten passengers driving in a civilian bus near the town of Hillah.

The United States general who revealed cases of alleged torture of Iraqi prisoners has testified before the US Senate defence committee in Washington. Major General Antonio Taguba said that incidents of sadistic and criminal abuses against Iraqi prisoners had taken place. But he rejected accusations that the abuses were part of the military's overall policy in Iraq. Taguba also cited lack of discipline and training among the prison guards. General Information
The purpose of the Army ROTC is to prepare students for commissioning as officers in the Active Army, Army Reserve, or Army National Guard. The overall program is designed to aid students in developing the abilities and attitudes that will make them academically successful and to develop well educated junior officers. The curriculum is divided into two courses: a Basic Course open to all freshmen and sophomores, and an Advanced Course for qualified juniors, seniors, and graduate students. The student who is undecided about pursuing a commission has the option of participating in the Basic Course without incurring a military obligation. Successful completion of the Basic Course (or commensurate training), a minimum 2.0 cumulative grade point average, and the appropriate medical and physical qualifications are prerequisites for enrollment in the Advanced Course. Successful completion of both courses and the award of a bachelor's degree constitute the normal progression to gaining a commission as a second lieutenant. Courses are available to both men and women.

    About the Department
    The Department of Military Science, an instructional department that reports to the vice provost for academic affairs, offers four years of military science courses, lower and upper division. With the exception of Special Studies: Physical Fitness (MIL 199), these elective courses are open to contracted ROTC cadets and students enrolled in ROTC who intend to pursue a commission as an officer in the United States Army.
