Foreign Military Intervention Looms Over Haiti Haiti this week started to look a lot like the Congo in 1960. That was when the U.S. and Belgium, the Congo's colonial master until June 1960, fomented a rebellion against newly elected Prime Minister Patrice Lumumba. The rebellion, which not coincidentally flared in the oil and mineral rich Katanga province, was led by Moise Tshombe, a wealthy plantation owner who was backed by 10,000 Belgian troops. Lumumba unwisely invited in United Nations "peace-keepers" to fend off the attack. Instead of helping him, the UN forces disarmed Lumumba's troops, thus aiding Tshombe's rebellion. Meanwhile, the CIA helped Col. Mobutu Sese Seko seize power in a September 1960 coup d'état. Mobuto then arrested Lumumba and turned him over to Tshombe, who had him murdered. Could this scenario be repeating itself in Haiti today? On Feb. 17, Haiti's former colonial master France craftily offered to send troops to help quell a patchwork rebellion which it has helped foment. Over the past three years, for example, French diplomats, in violation of all diplomatic protocols against meddling, have funneled money to Haiti's principal opposition radio station, Radio Métropole, and chaperoned Haitian opposition leaders on trips and in marches around the country, while constantly and sharply scolding the Haitian government despite President Jean-Bertrand Aristide's unending, unilateral concessions to his intransigent adversaries. France also orchestrated the European Union's funding of Haitian opposition groups to the tune of almost $1 million last year.

T he above photographs show Michael Vickio of the Military Police standing at various locations in and around Los Alamos between November of 1944 and April of 1946. If you remember Michael Vickio, please contact us via "feedback" above. Michael J. Vickio was born in Montour Falls, NY on October 13, 1911. One of ten children, he spent his early years working in his father's candy and ice cream parlor. After graduating from high school, he worked as a bus driver on the local route between Montour Falls and Ithaca, NY and then went to work for Shepard-Niles Company as a machinist. In March 1943, Mike was drafted and went to Camp Drum (New York) for basic training. Upon completion of basic training, he went to Fort Dix in New Jersey for training as a military policeman. His first job as an MP was as a security guard at Rhodes General Hospital, a military hospital in Utica, NY. In less than three months, he found out he was going to Camp Butner in Henderson, NC for further training and to await further orders. In the wee hours of the morning one night in late October 1943, Mike was awakened and told to pack his things and be ready to move out. He was taken to a train and was not told where he was going. The car he boarded did not have any windows and it was in this car that he headed west. A day or so later, the train stopped and he and a few others were told to disembark. A sign at the train station informed him that they were in El Paso, Texas. Mike then boarded another train on the Atchison, Topeka, and the Santa Fe Line, and again they headed out. A few hours later he arrived in Santa Fe, NM and was met at the station by a bus, which immediately left for the 1 hour trip up treacherous mountain roads to Los Alamos.

Leo Dobbs PHNOM PENH, Oct 5 (Reuter) - The virus that causes AIDS is cutting a swath through Cambodia's poorly-educated military and police forces, health experts say. Figures seen on Thursday show that of 380 police blood samples, 7.89 per cent tested positive for the human-immunodeficiency virus (HIV) this year. Figures for the military and military police were 7.94 percent from 378 samples and 4.76 per cent from 105 samples, respectively. In Koh Kong province bordering Thailand , some 30 percent of the military and 10.5 per cent of police tested positive compared to eight and six per cent, respectively, for the capital. This compares to a rate of 3.76 percent among civilian blood donors in January. The extent of the problem is apparent in view of government figures showing 63,000 policemen, 4,430 military police and 130,000 soldiers. However, a foreign military adviser estimaterd the number of soldiers at nearer 70,000. Official figures as of the first quarter of 1995 show three deaths from AIDS and an estimated 30,000 HIV carriers, although officials acknowledge these are conservative.

    Defense Department officials announced Saturday that 6 US military police stationed at a detention facility outside Baghdad have been charged Saturday with abusing about 20 Iraqi detainees. The investigation into the alleged abuse is under the jurisdiction of the Criminal Investigation Division Command ; under the Uniform Code of Military Justice the question of whether to prosecute will be subject a grand-jury type "Article 32 hearing."     Taiwan's High Court has directed that all ballot boxes from Saturday's presidential election in that country be sealed in the wake of an opposition call for a recount.     Key Points
    • The U.S. has maintained a hostile relationship toward the Libyan regime of Muammar Qaddafi for over two decades, including a series of military confrontations in the 1980s. Qaddafi’s repression at home, anti-Western foreign policy, and support for extremist movements—including terrorist groups—have fueled the anti-Libyan sentiment of successive U.S. administrations. U.S. sanctions against Libya have continued, despite the suspension of UN sanctions following the extradition and trial of Libyan suspects in theLockerbie PanAm bombing.
    Political repression, however, is widespread. Serving both monarchs and military rulers, Libyan law prohibits the formation of political parties and criticism of the political system. There are no independent human rights organizations or nongovernmental organizations of any kind, and the government strictly controls the press. There are hundreds of political prisoners, and torture in detention is common. Outspoken opponents of the government have been murdered, both at home and abroad. In 1982, the U.S. initiated a series of sanctions against Libya, including an embargo on Libyan oil and a new requirement for export licenses for most American goods. Comprehensive sanctions were imposed in 1986, including a freeze of Libyan assets and a ban on all trade and financial dealings with Libya. These sanctions also forbid Americans, including journalists and academics, from traveling to Libya without permission from the U.S. government.

    It has set up a unit to monitor the crisis, as a revolt by opponents of President Jean-Bertrand Aristide spreads from the north. Another town - Hinche - came under rebel attack on Monday and President Aristide appealed for foreign help. But the US said it had "no enthusiasm" for using forces to quell the unrest. US Secretary of State Colin Powell - who talked to French Foreign Minister Dominique de Villepin on Tuesday - opposed calls for President Aristide to step down. "We cannot buy into a proposition that says the elected president must be forced out of office by thugs and those who do not respect law and are bringing terrible violence to the Haitian people," he said. Haiti's neighbours have been urged to take in those fleeing the unrest but the Dominican Republic has already closed the border.
