Police Company
in the Desert
Like most National Guardsmen, the reality of being deployed to a foreign country to oppose a hostile enemy is something that most of the soldiers in the 190th Military Police Company, Georgia Army National Guard, thought couldn't happen. Well, in August 1990, most of us found out that even the impossible - can happen. I remember receiving a call from newly assigned second lieutenant Jim Johnson shortly after Iraqi forces under Sadam Hussein invaded Kuwait. Johnson called to ask me what I thought our chances were of being called to active duty. Of course I told the young lieutenant that "we never go anywhere!" How wrong I was. It wasn't even a week later when I received word that the 190th Military Police Company would be mobilized. There was a lot to be done in a very short time. First, the search was made for a qualified officer to command the 190th Military Police Company during the deployment. Unfortunately, Captain Jeffrey Boomershine, who had been assigned to command the unit only a few months earlier, was a transportation officer and not yet qualified for such a task. Several other officers were qualified, but only one officer stepped forward to take the challenge. The 170th Military Police Battalion Commander, Lieutenant Colonel James A. Bruno, offered First Lieutenant Joseph P. Hoffman the command. Hoffman was familiar with the unit and its men. He had served as a platoon leader and executive officer of the 190th Military Police during previous assignments. He was an officer who believed in getting the job done and that there were no such words as "No" or "Can't". He pushed his officers and soldiers to the limit in order to accomplish a mission, but still held the welfare of his men in the highest regard. He was exactly the type of commander that the soldiers of the 190th Military Police Company would need to get them through the months which were ahead of them and the tasks which they would be expected to perform.

Appendix E Summary of the US Military Counterterrorism Campaign in 2003
Operation Iraqi Freedom
On 19 March 2003, US and Coalition forces launched Operation Iraqi Freedom (OIF). Along with freeing the Iraqi people of a vicious dictator, OIF also shut down the Salman Pak training camp, where members of al-Qaida had trained, and disrupted the Abu Musab al-Zarqawi network, which had established a poison and explosives training camp in northeastern Iraq. OIF removed the prospective threat to the international community posed by the combination of an aggressive Iraqi regime, weapons of mass destruction capabilities, and terrorists. Iraq is now the central front for the global war on terrorism. Coalition forces in Iraq also are training and equipping the new components of Iraq’s security services, which include police, the Iraqi Civil Defense Corps, border police, the Iraqi Facility Protection Service, and a new Iraqi army. The Coalition’s goal is to build the Iraqi security services to approximately 225,000 members. With the transfer of governing authority from the Coalition Provisional Authority to the Iraqi Transitional National Assembly in 2004, Iraqi security services will play an increasing role in creating a stable and united Iraq, as well as preventing foreign terrorists from establishing operations in Iraq. Operation Enduring Freedom
US military forces continued to operate in the mountains of southern Afghanistan against al-Qaida terrorists, anti-Coalition militias, and Taliban insurgents throughout 2003. Anti-government activity targeting Afghan security forces, civic leaders, and international aid workers continues to destabilize the southern regions of the country. These attacks resulted in the United Nations suspending operations in the southern provinces of Helmand, Oruzgan, Khandahar, and Zabol in 2003. The frequency of attacks rose steadily throughout the year, reaching peaks in September and early November and tapering off with the onset of winter.

POLICING IN CENTRAL AND EASTERN EUROPE: Comparing Firsthand Knowledge with Experience from the West,
KNOWLEDGE OF FOREIGN LANGUAGES IN POLICE DEALINGS WITH FOREIGNERS IN SLOVENIA
Bojana Virjent Novak At the 50th anniversary of the police education the Police Academy for Managing in Munster issued the jubilee proceedings. In the article referring to the 50th anniversary of policing (working) in the field of traffic security, police officers' knowledge of foreign languages was not mentioned at all. Similarly, the paper referring to federal state border police (for security of state border) did not mention foreign languages. High police official speaking of criminality in Germany remarked upon police officers having troubles with foreigners especially in Frankfurt, but not upon difficulties in dealings or communicating with them. We have been studying police dealings with foreigners and efficiency of such dealings according to good or bad knowledge of foreign languages for some years. It has been found out that the knowledge of foreign languages should be improved, and it should be taken care of permanent advanced study (education) in this field. Some guidebooks were issued for that reason in those spheres with most dealings (border, traffic, crime). TEACHING OF FOREIGN LANGUAGES IN SLOVENE SCHOOLS In elementary schools in Slovenia mostly the English language is taught, and in some of them, the German language, but in the area close to Italian border, the Italian language is taught. In the secondary schools it is continued with teaching of the foreign language taught in the elementary school. As a second foreign language especially in grammar schools the German language is taught, less French and Italian language. In technical secondary schools, in 3rd and 4th grade, the professional language is taught. Teaching of one professional foreign language is prevailing at high technical schools.

Books on Bush

I Blog For: HOT or NOT? var site="s16elemming" Thursday, June 10, 2004 Bush Scandals - 2004 Bernard Weiner has a nice simple guide to all the Bush scandals out there He concludes: At this point, Bush/Cheney/Rove care about one thing and one thing only: staying in power. If they get kicked out of the White House in November, they can't complete their agenda of police-state powers at home, and controlling the world situation abroad. They will be in an extremely tenuous, vulnerable position, with many revenge-minded politicos and ordinary citizens working to get them convicted and into the federal slammer. If the Bushies were to emerge victorious in November, they would be a lame-duck administration, so all restraints would be off. They might well figure they'd be able to do whatever they want to do domestically and around the globe. Native-fascism at home, imperial wars abroad, wrecking even more of the environment, more extremist judges appointed, more corruption, the economy tanking, the middle-class getting squeezed even more, Social Security and Medicare down the tubes. In sum, if you want to stop these guys, you've got to do it NOW.

MISSION
Military Police officers of the future will meet many challenges. The role of the Military Police becomes more demanding as worldwide social unrest blurs the line between peace and war. Greater combat support needs are being placed on the Military Police in non-conventional warfare. Peacetime society's expectations of law enforcement grow as public sensitivity to escalating crime becomes acute. Around- the-globe U. S. Army commitments call for a special approach to integrate our soldiers with the people and customs of foreign lands. Military Police officers can expect to confront situations drawing on their specialized expertise, their tactical training, and their professionalism in the pursuit of duty.
HISTORY
Those who have never had any dealings with the Military Police are likely to think of them as remote and vaguely threatening figures who spend their time giving out traffic tickets, picking up week-end drunks, or standing around bus stations looking for AWOLS. In other words, just cops. But such impressions are misleading. Historically, Military Police functions have spanned a much broader dimension. The same is true today. This broad range of functions has emerged from the remarkable diversity of missions that Military Police have been assigned throughout their existence. With ever-expanding duties, Military Police have played a key role in accomplishing the Army's mission. George Washington created the American Military Police to serve the Continental Army during the Revolutionary War. And, though their orders called for them to be mounted on horseback and armed as light dragons, their primary duties were to round up drunks, rioters, and deserters. For performing this useful mission, Military Police were not to be forgotten although they were deactivated.

Kim Chang Ryong: Japanese Military Police to Rhee's CIC Chief
Striving to become a Japanese Military Police man Kim Chang Ryong was born in 1916 to poor peasant family in South Hamgyong Province. By this time Korea had become part of Japan and Japanese colonialists were bent on subjugating the Korean people. They suppressed Korean nationalism using all sorts of barbaric methods known to mankind on one hand and held up carrots of "equality with Japanese" - naisei it-tai - on the other hand. The Japanese colonialists feared that lording over the Korean people would intensify anti-Japan sentiments among the Korean people and so pushed the false notion of "Korea ruled by Koreans." They looked for the right kind of Koreans - those who were sold on the idea that Koreans would be better off being Japanese - and pampered them and empowered them to lead the way. Kim Chang Ryong was one of these Korean Quislings. After graduating from an agricultural vocation school, he got a job at a Japanese factory. He sought after Japanese ways of life and socialized exclusively with Japanese coworkers at the factory. He lived and acted like a Japanese - he wanted to be a Japanese, being ashamed of his Korean blood. After two years of hard work, Kim endeared himself to the Japanese manager, who recommended Kim to a better job - a railway station attendant at Jiangchun (

Gunmen attack two U.S. convoys in Baghdad AP
February 15, 2004 BAGHDAD, Iraq Two U.S. convoys were attacked less than a mile apart in Baghdad on Sunday, and U.S. soldiers in one of the attacks opened fire, killing an Iraqi driving nearby and wounding six others, witnesses and hospital officials said.
The violence in the capital came as Iraqi security officials investigated who was behind one of the most sophisticated guerrilla attacks yet in Iraq a bold daylight assault by dozens of fighters on a police station in Fallujah, west of Baghdad, in which 25 people were killed, most of them policemen.
One U.S. Military Police officer was among those wounded in Saturday's assault, said Col. William Darley, a military spokesman.
There were conflicting reports of who may have been behind the attacks.
