IRAQ'S SECURITY AND INTELLIGENCE NETWORK: A GUIDE AND ANALYSIS
By Ibrahim al-Marashi Ensuring the survival of President Saddam Hussein are five primary agencies that make up the Iraqi security apparatus: Special Security, General Security, General Intelligence, Military Intelligence and Military Security. In addition to preventing coups and protecting Saddam, these agencies, whose duties largely overlap, maintain internal domestic security and conduct foreign operations. These intelligence agencies along with the Ba’th Party organizations and select units of the military form Saddam’s security network, permeating every aspect of Iraqi life and ensuring his total control over the state. Iraq’s security apparatus, commonly referred to as the Mukhabarat, is one of the main instruments of state control for Saddam’s regime and has been instrumental in its survival despite two costly wars plus numerous internal insurrections, coup attempts and crippling international sanctions. Al-Mukhabarat al-’Iraqiyya (The Iraqi Mukhabarat) rather than a monolithic unit is a vast, complex labyrinth of security organizations with their own intelligence and military units pervading all layers of Iraqi society. The number and size of these agencies have grown dramatically since the Ba’th party takeover of Iraq in 1968. The five main agencies are the

Nepotism and political patronage are said to be presenting a barrier to e-government in Kuwait
Kuwait is struggling with its e-government programme, as it faces political and bureaucratic obstacles, according to reports on 26 August 2003. While there is enthusiasm for e-government in Kuwait, there is also much concern that the widespread practice of "wasta" (akin to nepotism) is undermining efforts to create e-services. History: To the Romans, Yemen was Arabia Felix , whose mountains and fertile areas distinguished it from the barren desert of the rest of the Arabian peninsula. After the fall of the Roman Empire, Yemen came into the 7th century under the influence of Islam, which was then rapidly expanding throughout the region. It remained within the orbit of various regional powers until, in the 15th century, it became a flashpoint in the struggle between the Egyptians and the Ottoman Empire. Its strategic location subsequently attracted European powers and, during the early 17th and early 19th centuries, there was a constant struggle for control between the Europeans and the Ottomans. The development of trade routes to India and the Far East eventually made protection of the Suez sea route an imperative for the British, who occupied the port of Aden in 1839, as a staging post and military base. The Yemeni hinterland was, for the most part, under the loose control of the Ottoman Empire throughout the 19th century, until 1918, when the Imam Yahya took power in what became the Yemen Arab Republic (YAR). Aden and its surroundings meanwhile, were firmly established as a British colony. Yahya was assassinated in 1948 and his son Ahmed took over. From 1958-1961, the YAR was federated with Egypt and Syria in the United Arab States. Ahmed died in 1962 and an army coup led to civil war between Egypt-backed republicans and Saudi-backed royalists.

Meeting today at United Nations Headquarters in New York, the so-called Quartet issued a positive reaction to Prime Minister Ariel Sharon's plan to withdraw all Israeli settlements from Gaza and parts of the West Bank, calling it a "rare moment of opportunity" and a possible restart to its Road Map peace plan for the Middle East.

RealOne In a communiqué read by UN Secretary-General Kofi Annan after their meeting, the United Nations, European Union (EU), Russian Federation and United States said they "took positive note" of Prime Minister Sharon's announced intention to withdraw Israeli settlements, a plan that Israel's Likud party rejected in a referendum Sunday.
"This should provide a rare moment of opportunity in the search for peace in the Middle East," the Quartet said. "This initiative, which must lead to a full Israeli withdrawal and complete end of occupation in Gaza, can be a step towards achieving the two-state vision; and could restart progress on the Road Map." That plan calls for Israel and the Palestinians to take a series of parallel and reciprocal confidence-building measures leading to two states living side-by-side in peace by 2005.
