    The General Board of Global Ministries of the United Methodist Church is dismayed and deeply saddened by the escalation in the spiral of violence in Israel and the Palestinian Territories, following Member of Knesset Ariel Sharon's visit to al-Aqsa Mosque and the Haram al-Sharif, on September 28, 2000. Our hearts grieve as we learn from our missionaries and mission partners of the number of persons killed and wounded in this round of violence, exemplified in the death of twelve year old Muhammad Rami al-Dura crouching in fear next to his father at Netzarim Junction in Gaza.
    We recognize the current popular protest is an expression of deep Palestinian frustration over the ongoing disrespect, dehumanization, and denial of their basic human and national rights by an unjust political system.
    We are appalled by the excessive use of force by Israeli military personnel and police forces, especially against children and youth, in efforts to disperse Palestinian demonstrators and protestors on both sides of the Green Line. These tragic events have left over 90 persons dead and thousands
    wounded, many of whom are children and youth who will continue to suffer from these serious and incapacitating injuries. We deplore the participation of children and youth in the fighting, as well as their sponsorship by other persons and/or governments for political gain. We are also concerned about reports of Palestinian police or security forces using small scale and occasional shooting, particularly when mixed-in with unarmed civilian protestors.

    An Iraqi General Defects

    Amatzia Baram is chairman and senior lecturer of the Department of the Modern History of the Middle East at the University of Haifa, Israel. In early December 1994, Staff Major General Wafiq as-Samarra'i, a Sunni Arab from Samarra, appeared in Iraqi Kurdistan and declared his support for the opposition to the Ba`th regime in Baghdad. He was the most senior Iraqi army general to have defected from Saddam Husayn's military since the Kuwait war in 1991. The information he supplied and his calls for ending Saddam Husayn's rule reverberated throughout the region. What is the significance of his information and of his defection? Even more important than the explicit information Samarra'i provides may be what he implies, namely, the depth of Sunni Arab concerns with the regime, grievances among the top military echelon, and a growing rift among army officers along regional lines. THE GENERAL Little is known about the general. Prior to his escape, Samarra'i was one of the most senior officers in Iraq's Military Intelligence (al-Istikhbarat al-`Askariya) but not, as some think, its chief. Military Intelligence's main duty is to supply the Iraqi army with information about enemy armed forces, and General Samarra'i is said to have been a specialist on the Iranian army.

    Boutros Boutros-Ghali: "I Support the Algerian Government"
    Boutros Boutros-Ghali served as secretary general of the United Nations for five years, 1992-96. Born in Egypt in 1922, he was educated at the Universities of Cairo and Paris, and taught at Columbia University. After a career as a law professor (primarily at the University of Cairo) and a journalist (primarily at Al-Ahram al-Iqtisadi ), Dr. Boutros-Ghali served as Egypt's minister of state from 1977-91 and then as deputy prime minister. Dr. Boutros-Ghali has long been identified with the Arab-Israeli peace process. His political career began in November 1977 when he was appointed minister of state without portfolio just three weeks before Anwar as-Sadat made his dramatic visit to Jerusalem. And when, on the eve of that trip, the foreign minister Isma'il Fahmi resigned, Boutros-Ghali accompanied Anwar as-Sadat as acting foreign minister. He participated in the Camp David talks and the other negotiations that led to the 1979 Egyptian-Israeli peace treaty. Daniel Pipes interviewed him in New York on May 30, 1997. THE PEACE PROCESS Middle East Quarterly : In 1975 you wrote an important article entitled "Palestine in the Year 2000" in which you examined the possibility of peace with Israel and proposed that the "State of the Hebrews" should become the Hong Kong of the Middle East: a demilitarized state subordinate to the wishes of its neighbors.

The President and his national security team have been following the very serious situation in the Middle East since last night. Early this morning we began a National Security Council meeting which included the President via television remote, as well as the Vice President, the Secretary of Defense, myself of course, the Director of Central Intelligence Mr. Tenet, National Security Advisor Rice and Chief of Staff Andy Card. Last night also I was in a conference call with the President and Dr. Rice to review the situation, and immediately after talking to the President I also had the opportunity to talk to Prime Minister Sharon, who is in the middle of a cabinet meeting, as you know, in Israel. In that conversation with Prime Minister Sharon, he advised me that the cabinet was meeting to decide what action the Israeli Government should take in response to the recent spate of terror incidents, and he also advised me that of whatever actions they might decide to take, it would not include bringing any harm to Chairman Arafat or killing him. And subsequent statements by Israeli officials suggest that it is not their intention either to capture him. They have determined to isolate him and, as you know, Israeli Defense Forces are now operating in Ramallah and there has been a significant call-up of Israeli Defense Forces. I have a call in to Chairman Arafat and hope I will have a chance to reach him right after this press conference. General Zinni remains in the region, and he and our diplomatic representatives in the region are in touch with both Israeli and Palestinian officials. General Zinni did speak to Chairman Arafat earlier today.

    United States, Russian Federation Only Realistic Hope for Ending Current Violence
    After confirmation by the Palestine Legislative Council of Palestine Prime Minister Mahmoud Abbas (Abu Mazen) and his government, the Quartet would present the Road Map to the Government of Israel and the Palestinian Authority, after which the parties, with the full support of the Quartet and the entire international community, would have to take the painful steps necessary to end the current cycle of violence.  The path to peace along the Road Map would be difficult and strewn with obstacles, but the alternative was a continued cycle of violence and economic and social dislocation.
    The Palestinian Authority must bring those involved in planning and carrying out such attacks to justice, and the groups responsible should immediately cease all forms of violence.
    During March, some 103 Palestinians had been killed, marking the highest Palestinian monthly death toll in the last 12 months.  On three occasions, the Israeli Defence Force (IDF) had carried out extrajudicial killings of alleged terrorists in the West Bank and Gaza Strip.  On 11 April, a British peace activist had been shot in the head by IDF gunfire, the third such incident in the last four weeks.  He called on the Israeli authorities to abandon the use of excessive force in densely populated areas and to protect the safety of civilians and to desist immediately from such provocative acts as extrajudicial killings.  Although Israel had a right to self-defence, it must exercise that right within the boundaries of international law.
