Chapter 1 [HTML] or [PDF format] This book unveils a potent new approach to one of the oldest debates in political economythat over whether class conflict or group competition is more prevalent in politics. It goes further than any study to date by outlining the conditions under which one type of political conflict is more likely than the other. Michael Hiscox focuses on a critical issue affecting support for and opposition to free tradefactor mobility, or the ability of those who own a factor of production (land, labor, or capital) to move it from one industry to another. He argues that the types of political coalitions that form in trade politics depend largely on the extent to which factors are mobile between industries. Class coalitions are more likely where factor mobility is high, Hiscox demonstrates, whereas narrow, industry-based coalitions predominate where it is low. The book also breaks new ground by backing up the theory it advances with systematic evidence from the history of trade politics in six nations over the last two centuries, using a combination of case studies and quantitative analysis. It makes fresh conclusions about the forces shaping trade policy outcomesconclusions that yield surprising insights into the likely evolution of the global trading system and U.S. trade policy in particular.

The visit not only gave a new strategic depth to the friendly ties between the two states but also has wide regional and even global implications. In the light of Delhi’s overwhelmingly pro-Arab attitude and hesitation to deal openly with Israeli leaders in the past, the Indian government’s decision to host Ariel Sharon is indeed a watershed. Jerusalem’s long-held view that Israeli and Indian long term interests converge and the persistent efforts of Israeli officials to seek Indian friendship have finally come to fruition, as the two countries appear to embark on building a strong alliance in the 21st century. The signing of six major agreements during Sharon’s visit significantly strengthened Israel’s ties with India - an important developing country. These agreements focus on cooperation in combating illicit drug trafficking, environment, health, education and culture, besides waiving visa requirements for holders of diplomatic, service and official passports. Israeli officials and businessmen discussed with their Indian counterparts a plan for doubling annual bilateral trade from the current $1.5 billion to $3 billion by the end of 2004, while the two countries’ leaders also discussed the importance of establishing a free trade regime between them and diversifying their trade.

But, as an experienced Middle East hand, he knew the magic words. At least he thought he did. Gardner is the Middle Eastern correspondent for the BBC who was out on a story when Saudi gunmen opened fire on him. He took a hail of bullets, then begged for his life before lapsing into a coma…. But from Daniel Pearl's dying "I am a Jew" to Gardner's pathetic "Help me, I'm a Muslim," the holy warriors of Islam have made it plain: There are no magic words. The only good infidel is a dead infidel.

Minister Pettigrew Deepens Commercial Re-engagement with India
"India has embarked on a path of economic reform and trade and investment liberalization and is becoming one of the most attractive markets in the world," said Minister Pettigrew. "The size and the scope of this trade mission demonstrate our determination to re-engage with India. We are convinced that it will help strengthen ties, lay the foundation for future agreements, and open the doors to more business in the coming years." Yesterday, Mr. Pettigrew addressed the Canada-India Business Forum and met with a number of Indian ministers, including the Ministers of Railways, Power, and Information Technology, Communications and Parliamentary Affairs. Today, he will take part in the Confederation of Indian Industry National Conference and attend a working luncheon with the Minister of Commerce and Industry, Murasoli Maran.
