Federated States of Micronesia
Economic Environment For the past two decades, the economy of the Federated States of Micronesia has been driven largely by grants from the US government. Under the first phase of the Compact of Free Association which ended last year, FSM has received most of the more than $1 billion from the US since 1986, with smaller grants in each succeeding five-year increment. Compact and grant funds account for approximately two-thirds of the government budget in FSM. The government has responded by increasing some taxes and reducing work hours and some government programs. However, FSM continues to depend on outside funding. Government leaders are reluctant to lay off large numbers of workers, who are equally reluctant to leave their jobs, which pay more and have more status and job security than private sector jobs. Nevertheless, the FSM national government, with a loan from the Asian Development Bank, implemented an early retirement program to reduce the number of government workers. At the same time, all of the states in the FSM are looking at ways to privatize as many government functions as possible. However, the private sector economy in the FSM is currently too small to absorb government workers losing their jobs, as unemployment in the FSM is estimated to be 27 percent. Private employers in the FSM pay substantially less than the government and offer few opportunities for trained workers with specialized skills. Unless the private sector expands rapidly and substantially, FSM standard of living will decline and emigration will increase.

F.S.M. Social Security Contributions not credited to U.S. Social Security System for American Citizens working in the F.S.M.
American citizens who plan to work in the Federated States of Micronesia (FSM) should be aware that they must pay into the FSM social security system and that there is no provision for them to receive credit for their FSM contributions in the U.S. Social Security system. In order for American citizens to credit some type of credit in the U.S. social security system for work done in the FSM, the FSM and the US must agree to bilateral social security reciprocity called a "totalization" agreement. To consider a request from another nation to have a bilateral social security agreement, the U.S. Congress requires the U.S. Social Security Administration to assess the financial impact of a proposed agreement taking into account:

Economic Trends and Prospects in Developing Asia Federated States of Micronesia The economy is estimated to have recorded only slight growth in FY2003, with considerable variation in the economic performance of the four states. Another economic downturn is expected in FY2004 as the economy adjusts to the new assistance provisions under the amended Compact of Free Association. A return to moderate expansion is forecast for FY2005. Economic Assessment GDP growth fell to an estimated 0.1% in FY2003 (ended 30 September 2003) following a rise of 0.9% in FY2002. This national average reflected the impact of contraction in the public and financial sectors, but the four state economies displayed considerable economic variation. The Pohnpei economy, which includes the national Government and accounts for 45% of national GDP, contracted by an estimated 2.8% because of declining private sector and public enterprise activity, while the government sector expanded. The smallest state economy, Kosrae (9% of GDP), experienced a broad-based contraction of 4.5%. In contrast, the Chuuk (30% of GDP) and Yap (17% of GDP) economies grew by 2.2% and 7.5%, respectively. In Chuuk, private sector strengthening more than offset the effects of contraction in the public and financial sectors, while in Yap a strong private sector was reinforced by growth in public enterprise activities.

    Opinion Summaries Program Four Opinion By: Joakim Peter (Federated States of Micronesia) To cope with linguistic, cultural or regional diversity in their population, many Pacific countries have tried to decentralise power away from national government to provincial and state structures. In the islands of Micronesia during the 1970s, many people dreamed of creating one federation to replace the strategic trusteeship established after World War Two. Instead, the Trust Territory of the Pacific Islands has divided into four nations. As Joakim Peter explains, there are new pressures to decentralise power even more. Federalism in Micronesia is like going to a clothing store and trying on the only pair of pants available to you. The only choice you have is to make alterations to the pants or else go naked.

    This situation report is based on information provided by the United Nations Disaster Assessment and Coordination (UNDAC) team with contributions from the UNICEF staff member on Weno Island, the International Federation of the Red Cross and Red Crescent delegate, the FSM Red Cross Society, and the Chuuk State Government. Situation 1. A strong Tropical Storm CHATA'AN, which hit Chuuk State of FSM on 1 and 2 July 2002, caused more than 60 landslides on the lagoon islands. The worst affected islands are Weno, the state capital, Tonoas, Fefan, Udot, Uman and Siis. 2. According to the State Government, 47 people were killed, although not all bodies have been recovered, 109 people were injured, and 39 people were hospitalised. Between 120 and 170 families (900-1,300 people) are estimated to have been directly affected, in that they suffered the loss or injury of a family member, and/or the partial or total destruction of their home. It is estimated that a similar number have abandoned their homes, though basically undamaged, because of fear of further landslides in the same or adjacent areas. They may be displaced for several months before a full geo-technical survey assures that there will be no further landslides.
