    Thorough music preparation is required of all participating schools. Nearly all Festival Chorus music must be memorized, and rehearsal unity is enhanced through the Fall Workshop requirement. Fall Workshop

    An optional Honors Choir experience is available for Festival participants. Whereas the Festival philosophy calls for an inspiring large chorus experience, the Honors Choir program offers serious voice students a special opportunity for enrichment.     Whereas the Southwestern Michigan Vocal Festival is an independent association hosted by Western Michigan University, the School of Music offers not only financial assistance, but administrative services as well.     Michigan School Report: Definitions
    Free and Reduced Lunch K-12 Enrollment - This is the number of students in the school district or attending an individual school in grades K-12. District enrollments are taken from the audited fall state aid student membership counts in full-time equivalents (FTE) reported by the school districts. The Department does not collect FTE related to individual buildings so the enrollment for buildings is reported here by headcount. Pupil/Teacher Ratio - This is the classroom ratio of pupils to teachers. It is calculated by dividing the enrollment of a school by the number of K-12 classroom teachers reported by the school. Foundation Allowance per Pupil Current Operating Expenditures per Pupil Total Revenues per Pupil - The total amount of funds per pupil received by the school for use in general and school food operations. Average Teacher Salary - This represents the classroom teacher average salary. It is computed by dividing the total classroom teacher salaries reported by the school by the total number of classroom teachers (FTEs) reported by the school. This number does not reflect employee benefits. Salary levels vary widely around the state. They tend to be higher in metropolitan areas and lower in rural areas and reflect the local cost of living. Salaries also vary based on experience, training, and advanced degrees earned by individuals. More details regarding the experience, degrees, and training of staff are available from your intermediate school district.

ISD) includes the counties of Crawford, Oscoda, Ogemaw and Roscommon, an area covering 2400 square miles. Within this area C.O.O.R. serves six local public school districts, Crawford-AuSable, Mio AuSable, Fairview, Houghton Lake, West Branch-Rose City and Gerrish-Higgins. The ISD acts as a link between the Michigan Department of Education and local school districts. The ISD provides Special Education Career and Technical Education Information Technology and General Education programs and services on request that single local districts find difficult or impossible to provide. The ISD collects and monitors data that is required by the Michigan Department of Education, and works with local districts to insure that the type and nature of services needed within our area are properly represented at the state level. The services that the ISD provides allow local school districts regardless of size to have access to quality personnel, services and programs that they could not afford individually. This prevents unnecessary duplication and better use of state and local money through the sharing of resources. Allegan Lansing, Michigan 48933 Dear Mr. Watkins: Based on the Michigan law Mr. Dinning cites, it appears that Michigan does not allow school boards to release minutes of disciplinary proceedings without personally identifying the student. As noted above, there are no exceptions to the prior consent rule in FERPA that permit local school boards to disclose the results of a disciplinary proceeding that identifies a student by name, student number, or by inclusion of other personally identifiable information about a student. As such, local Michigan school boards are in violation of FERPA to the extent that they have a policy or practice of releasing or otherwise making public minutes that contain the name of a student, a student's number, or other personally identifiable information about a student who is referenced in a disciplinary proceeding, without the written consent of the student's parent.

    Democrats plan to fight Engler's Proposal A plan By Stacey Range
    Lansing State Journal As Democrats look to unseat Republicans at every level of government this year, one of the main targets of their complaints will be Gov. John Engler's crowning achievement: Proposal A. Two of the top Democratic candidates for governor have said they want to change the system that reformed Michigan's school funding formula in 1994 to more evenly distribute funds between wealthy and poor districts. Former Gov. James Blanchard and Attorney General Jennifer Granholm say they want changes that would allow property taxes to again be increased locally and for taxable property values to again be subject to large annual increases. They say the system needs to be adjusted to deal with issues such as districts faced with state aid cuts due to falling enrollments and others that get less than inflationary increases because their spending levels are at the high end of the spectrum. Republicans vehemently defend the system, which they say raised the sales tax to generate state revenue for school operations; freed districts from repeated attempts to raise property taxes; and protects property owners against sharp increases in taxable values.
