Michigan's Prevailing Wage Law Forces Schools to Waste Money
In 1996, the northern Michigan school district of Mesick, after five failures, finally passed a new property tax millage to fund a needed expansion of its high school. Shortly thereafter, the project began on budget and on time. But something happened about halfway through the process: Construction bids suddenly ran over budget by $285,000, forcing the district to eliminate new computers and lab facilities for the students and axe one of the proposed new classrooms.

And, ultimately, that justice will be found in a court of law. QUESTION: The FBI was aware, obviously, of the stabbing incident with this student. What did the school district do in response to that? IRA RUTHERFORD, SUPERINTENDENT, BEECHER SCHOOL DISTRICT: Well, first of all, I think that one of the things that happens in this kind of environment with the tension and so on, and people throwing words around, that sometimes words are used that may not accurately describe the situation, and I find "stabbing" to be totally out of character.

What is AYP?
Adequate Yearly Progress (AYP) is one of the cornerstones of the federal No Child Left Behind (NCLB) Act. In Michigan, it's a measure of year-to year student achievement on the Michigan Education Assessment Program (MEAP) test. According to NCLB, Michigan and other states must develop target starting goals for AYP and the state must raise the bar in gradual increments so 100 percent of the students in the state are proficient on state assessments by the 2013-14 school year. AYP applies to each district and school in the state; however, NCLB sanctions for schools that do not make AYP for two or more years in a row, only apply to those districts and schools that receive Title I funds.

Master of Comparative Law M.C.L. or LL.M. with a Research Focus ... Doctor of the Science of Law (S.J.D.) The University of Michigan Law School has a long and proud tradition of welcoming international students for graduate legal studies. In addition to our three year Juris Doctor (J.D.), the basic degree in law in the United States, the Law School offers four graduate degree programs: the Master of Laws (LL.M.), the International Tax LL.M., and the Master of Comparative Law (M.C.L.), each one year programs, and the Doctor of the Science of Law (S.J.D.), for which prior completion of the LL.M. is a requirement. Academic Goals Each of our graduate degree programs is designed with the overriding goal of enabling students to pursue a course of study reflecting their individual intellectual interests and career objectives. The graduate degree programs are intended primarily for individuals who are trained in law abroad and who wish to engage in comparative legal study, to gain a better understanding of the U.S. legal system, to pursue a field of specialization, and/or to engage in advanced legal research. Graduate students attend an extensive orientation program prior to the start of classes. During orientation, each student meets with the Assistant Dean for International Programs and a faculty member for individual advice on his or her selection of courses, seminars, and research projects to tailor a program for his or her specific needs and interests.
