Charter schools offer students alternative and diverse educational programs, with the goal of improving academic achievement. The intention behind this new form of public schooling is that by providing further autonomy to schools, they can pursue innovative teaching practices and create a diversity of school options from which parents can choose. During the last three years, the number of charter schools (i.e., public school academies) in Michigan has grown rapidly and currently includes 106 operating schools across the state.
The Evaluation Center is one of two organizations asked by the Michigan Department of Education (MDE) to evaluate the charter school initiative in Michigan. While we have not been charged with the task of evaluating individual schools, we will collect a large amount of school-specific data from the 51 schools that we visit. In evaluating the overall initiative, we will collect data and information from charter schools, authorizing agencies, management companies, MDE officials, as well as representatives of traditional public schools and intermediate school districts. This particular evaluation was started in the autumn of 1997 and will be completed in December 1998.

In 2002, the consequences of sedentary lifestyles cost Michigan nearly $8.9 billion in medical care costs, lost productivity, and workers compensation. In 2003, obesity-related medical costs in Michigan totaled an estimated $2.9 billion. "Personal choices and commitment will ultimately make the difference in our individual health and the well-being of our communities," Dr. Wisdom said. "I ask everyone to play a role in implementing the recommendations contained in the Prescription." Among the highlights: www.michigan.gov/mdch

Solicitor General's Briefs in Michigan AA Cases: Narrowly Tailored January 17, 2003
    Back to Discriminations

Writing a day before President Bush announced his position on the Michigan AA cases, Linda Chavez argued that
the administration must go further than simply criticizing Michigan's program. Unless the Supreme Court once and for all throws out the "diversity" rationale as the basis on which schools can elect to take race into account in picking their students, this issue will continue to fester. And the president should lead the way by urging the Court to abandon racial discrimination in the name of "diversity."
He didn't. The two briefs filed by the Solicitor General (Grutter [law school] here ; Gratz [undergraduate)] here ) are both "narrowly tailored," to borrow a phrase, to the facts of the Michigan policies. (Links thanks to Howard Bashman
In the final analysis this case does not require this Court to break any new ground to hold that respondents' race-based admission policy is unconstitutional. (Grutter Brief, p. 37, but the same point is made in the Gratz brief)
Rather than argue, as conservatives had hoped, that diversity can never justify racial discrimination, the two briefs argue that the Michigan policies fail constitutional muster because they did not sufficiently explore alternative diversity enhancing policies before adopting race-based preferences. In addition, both briefs maintained that both Michigan's undergraduate and law school admissions policies operated as a de facto quota.

    Michigan's History
Michigan's current school finance crisis has resulted in part from a history of school funding reform initiatives. Some efforts sought to reform the Michigan school finance system through statutes. The Spencer-Ryan plan (P.A. 100) in 1970 was developed by Republican Representative Roy Spencer and Democratic Speaker of the House William Ryan. It contained a two-year membership formula: the 1970-71 formula was a conventional deductible millage formula; but the 1971-72 formula was a power-equalizing or equal yield formula that would guarantee a local school district an equal return in state and local funds for each mill levied. However, this provision was combined in a proposal that provided state reimbursement for a part of teacher salaries in nonpublic schools. So when voters later adopted an amendment to the Michigan Constitution prohibiting state aid to nonpublic schools, the rest of the package fell apart. After the repeal of the Spencer-Ryan plan in 1971, a traditional deductible millage formula was adopted. A 1972 Michigan Supreme Court decision prompted the Governor and the Legislature to take action. Milliken vs. Green challenged the existing school finance system. Subsequently, the Court ruled that the system violated constitutional provisions outlining the state's responsibility for education. Then in 1973 the state adopted Public Act 101, which authorized a new membership formula based on the power equalizing concept. Because of this, the Supreme Court vacated its 1972 decision. The equal yield formula has been adjusted over the years, but today remains basically the same membership formula as in 1988-89.

    Chapter 5
Summary and Implications for Comprehensive School Reform 5.1 Summary of Findings Together, the findings from the three parts of this study indicate that, overall, schools were making progress in each of the areas of major focus identified for CSR Projects. The following conclusions can be drawn from a summary of the findings: Schools selected reforms that reflect their existing philosophy and, in many cases, extend current practice rather than radically change it. The CSR models present underlying theories/philosophies related to how teachers improve on their teaching and on how teachers should both perceive and instruct students. For example, despite the fact that the targeted students are at risk for school failure, there is a philosophy of high expectations for students articulated across the models. Also commonly articulated is the belief that students learn differently, and a student-centered curriculum is necessary in order to reflect these differences. There is also an emphasis on authentic and relevant instruction. Improving teacher quality stems from a philosophy of inquiry, with "teachers as researchers." Teachers are encouraged to make decisions for professional development, as well as instruction, based on a systematic gathering of information.
